The following items are applicable to this modification:

AMENDMENT NOTES

The purpose of this amendment is to: (a) Extend the solicitation closing date, (b) Revise Appendix D, (c) Revise Section 5 of the Statement of Work and to (d) Answer questions submitted in response to this solicitation.

(a) The solicitation closing date is hereby extended to: 24 August 2023 at 10:00 AM CST

(b) Appendix D - List of Building Devices (Post Wide)_revised 8.14.23 is hereby incorporated into this amendment.

(c) SOW Fire Inspections Maintenance and Emergency Repairs REVISED 8.14.23 is hereby incorporated into this amendment.

(d) Questions and Answers:

1. The scope states that we will service and maintain nitrogen compressors, heaters and air compressors as well. Are there model numbers available for this work?

ANAD’s Answer: Answer: Yes, there are model numbers. These will be available at time of inspection.

2. Must provide a Work Schedule. That will be used to measure progress and evaluate time extensions. Work Schedule has to be approved (doesn’t say by whom). Who will approve the work schedule?

ANAD’s Answer: The Contractor’s schedule shall be approved by ANAD’s Contracting and the COR.

3. Have to confirm systems are communicating with central station prior to starting inspections and testing (systems must be communicating with dispatch by end of day). Will ANAD stock the replacement communication devices?

ANAD’s Answer: ANAD will not stock replacement communication devices. The contractor shall maintain a stock of common parts, to ensure that repairs are completed in accordance with the statement of work.

4. All debris and salvage must be taken to designated disposal areas. We are not permitted to take offsite. Must remain property of government. Is there a fee or disposal in designated areas? If so, what is that fee?

ANAD’s Answer: There is no disposal fee. Disposal shall be completed in accordance with section 1.9 of the statement of work.

5. The PM, the responsible owner, and/or the employee who is actively in charge of the work for the contractor shall hold a level III NICET cert for sprinkler AND fire alarm. Can we utilize Journeyman sprinkler fitters for sprinkler and fire pump inspections in lieu of NICET certified personnel?

ANAD’s Answer: Our requirement is for them to have the NICET certification, if that is what is required then all we need to do is reiterate that requirement. I suggest we answer as: Personnel shall be certified in accordance with section 1.10 of the statement of work.

6. Contractor to provide as a submittal, a copy of all licenses/certifications and past work history applicable to the work to be performed (inspections, installation, and maintenance). Work history to provide proven experience in fire alarm, sprinkler, fire pump inspections and maintenance per UFC 3-601-02. If the small business entity is under a teaming agreement, would we be able to utilize our company’s experience/past performance in our bid documentation? Essentially providing the past experience of the larger entity of the team that has performed on a contract of this nature before? In short, the past performance questionnaires would have the name of the larger entity of that team’s performance evaluation.

Answer: If there is a Joint Venture, then proof of that agreement shall be provided.

Past performance can be utilized from either company that forms the Joint Venture

If this is simply a teaming arrangement where the small business is the prime and it is subcontracting with a large business, then the small business shall provide their information on the past performance questionnaires.

7. Prepare and submit a Quality Control Plan for executing this contract. The Quality Control Plan shall describe the way in which the Contractor shall produce the deliverables, and the step-by-step approach that shall be taken to ensure the quality of the services are delivered. When is the QC plan due?

ANAD’s Answer: The quality control plan shall be submitted in accordance with section 1.17.1(j) of the statement of work.

8. Visitor safety training to be completed at ANAD safety office before starting work. What is the expected time(hours) associated with the visitor safety training?

ANAD’s Answer: One hour annually for each Contractor’s personnel on Depot.

9. All contractors must annually complete the RCRA (Resource Conservation and Recovery Act) training prior to starting work. Proof must be kept on site and available when asked for. How much time is involved with the RCRA training?

ANAD’s Answer: One hour annually for each Contractor’s personnel on Depot.

10. Foam system (building 410 - diesel pump room): A foam system is located in building 410 (diesel pump room).

The foam system shall be inspected and tested per NFPA 11 (Standard for Low-, Medium-, and High-Expansion Foam), UFC 3-601- 02 guidelines, and code requirements. See Appendix B for foam system nameplate. The Firelite 9050UD fire alarm system shall be inspected per the UFC 3-601-02 guidelines. Inspect the air compressors and nitrogen compressors for operation per code requirements Is this a PFAS containing AFFF system? It was our impression that the DOD was phasing out these systems entirely by 2024. We just want to confirm the need for this inspection simply due to the extreme cost associated with capture and disposal of the AFFF. Is there still a need for this inspection?

ANAD’s Answer: Inspections shall be completed in accordance with the statement of work.

11. The contractor shall not use Anniston Army Depot’s nitrogen compressors and/or air compressors to maintenance the sprinkler systems, test the sprinkler systems, set up the sprinkler systems, or any other task(s) pertaining to inspecting, testing, and maintaining the sprinkler systems. Just to confirm, we will be unable to bring systems to working pressure, utilizing the system’s air supply when setting the system back up?

ANAD’s Answer: Inspection, testing and maintenance shall be completed accordance with section 2.8 of the statement of work.

12. 2.13 The contractor shall not discharge any water into storm drains or creeks. The contractor may capture discharged wastewater for disposal. The east area has two (2) wastewater holding ponds and the west area has one

(1) holding pond for the purpose of discharging captured sprinkler water. Discharge of captured wastewater may be discharged into grass areas or sewage treatment holding ponds upon approval from COR. The contractor shall prevent erosion if discharging wastewater into grass areas Is there a fee for disposing water into these retention ponds? If utilizing dichlorination tablets on the ground or when flowing into a retention device such as a trough when performing a main drain test, could the system’s water then be flowed onto the ground? If so, who would be responsible for providing the tablets.

ANAD’S Answer: There is no fee for disposing water into retention ponds. Discharged water shall be handled in accordance with section 2.13 of the statement of work.

13. Repair parts list to include manufacturer, cost, programming, lead time, and quantity of each part. These repairs shall be scheduled to be done after the first inspection is complete and completed before the next inspection begins based on inspection findings. Is this before the next annual cycle of inspections? Or, are we required to make repairs to one building before we proceed to the next building’s inspection?

ANAD’s Answer: Repairs shall be complete in accordance with section 3 of the statement of work.

14. Testing and acceptance of work shall be in accordance with the requirements in the specifications and authorized changes. Once all items have been completed, the final inspection report is signed by all parties and final acceptance of work will be granted by the government. Upon completion of the project, the Contractor must schedule a Final Inspection walkthrough with the COR to the satisfaction of the Government. This final project walkthrough must demonstrate that all contract work has been completed, including any deficiencies known to exist in accordance with the contract and scope. Once all contract work has been fulfilled, project acceptance will be granted. The COR will invite Anniston Army personnel (ANAD’s fire department personnel, ANAD’s Radio Shop personnel and possible other ANAD… Is this a PER BUILDING item, or a spot check?

ANAD’s Answer: Spot check (10% of buildings for sprinkler, fire alarm, pump inspections and any other inspections) unless inspections omit code violations. Per building if code violations are missed in the inspection reports.

15. What is actual cost in the eyes of the government?

ANAD’s Answer: Actual cost is the actual expenditure made to acquire an asset, with no mark up from the contractor. Receipts shall be requested.

16. Does the Government anticipate a site visit for this opportunity?

ANAD’s Answer – No site visit is scheduled at this time.

17. Does the Government require recurring services be performed throughout the year on an every month or weekly basis or may they be scheduled for more specific time frames, for example, quarterly within the specified schedule?

ANAD’s Answer ‐ Services/inspections shall be completed in accordance with code requirements as provided in Section 2.3 of the statement of work and Appendix H.

18. Which month are the reoccurring fire service inspections currently due to be completed?

ANAD’s Answer ‐ Services/inspections shall be completed in accordance with code requirements as provided in Section 2.3 of the statement of work and Appendix H.

19. Is there currently an incumbent for this contract if so, who?

ANAD’s Answer ‐ Previous inspections were completed under contract number W911KF16D0008.

20. Regarding the Classification for the notice listed above (total small business set aside), will teaming be allowed per the small business set aside?

ANAD’s Answer: Teaming is allowed.
