SECTION 1
GENERAL INFORMATION
1.1 DESCRIPTION OF WORK
Inspections:
1.1.1.1 The work the contractor shall perform consists of furnishing all material, transportation, labor, equipment, coordination, planning, and supervision necessary to perform inspection, maintenance, spare parts, and repairs on fire alarm and fire sprinkler systems at Anniston Army Depot (ANAD). All work performed shall be completed per the manufacturer's specifications and in accordance with the contract specifications, this statement of work, drawings, technical requirements, and code requirements. See appendices and this statement of work for the list of items to inspect. This contract is intended to be a Base plus 4 Option Years.
1.1.1.2 The contractor shall inspect, test, and provide maintenance for all components of the fire suppression systems (Post Wide and DLA) including but not limited to dry valves, control valves, sensors, piping, piping components, pipe hangers, sprinkler heads, water flow sensors, gages, fire pumps, jockey pumps, nitrogen compressors, air compressors, heaters, riser room components, and provide recommendations for repair for each code deficiency. The entire system shall be inspected, tested, and provide maintenance per code requirements and this statement of work. All code violations (deficiencies) shall be fully documented. All work shall be performed in accordance with the contract, this statement of work, drawings, technical requirements, and latest edition of applicable codes.
1.1.1.3 The contractor shall provide all material, transportation, labor, equipment, tools, parts, coordination, planning, and supervision necessary to fully inspect, test, and provide maintenance for the (Post Wide and DLA) fire alarm systems located on Anniston Army Depot (ANAD) property. The contractor shall inspect, test, and provide maintenance for all components of the fire alarm systems including but not limited to alarm initiating devices, alarm notification devices, fire alarm control panel, backup power supply, remote controls, notification appliance circuit (nacs), signaling line circuit (SLC), initiating device circuit (IDC), gages, panel displays, annunciator, pull stations, smoke detectors, heat detectors, flame detectors, photoelectric detectors, ionization detectors, water flow detectors, duct detectors, supervisory detectors, bells, strobes, horns, chimes, speakers, sounders, voice evacuation systems, wireless infrastructure (AES-Intellinet & radio transmission to central station), emergency communications systems (ECS), and provide recommendations for repair for each code deficiency. The entire system shall be inspected, tested, and provide maintenance per code requirements and this statement of work. All code violations (deficiencies) shall be fully documented. All work shall be performed in accordance with the contract, this statement of work, drawings, technical requirements, and latest edition of applicable codes.

1.1.3 The contractor shall provide pricing as requested in the Bid Schedule located in Appendix A.
1.2 LIMITATIONS
The general outline of work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, materials, and equipment required by the Statement of Work. The inclusion of any item in either the Statement of Work, the technical requirements, or the drawings shall be considered as part of the work to be done.
1.3 CONTRACTOR’S POINT OF CONTACT
The Contractor shall provide the Contracting Officer (KO) with a point of contact and a telephone number for the Government to make any arrangements needed. The KO will supply the Contractor with the name and telephone number of his/her designated Contracting Officer Representative (COR) and Contract Specialist. The KO, COR and Contract Specialist shall serve as the Contractor’s point of contact with the government for this task order. The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
1.4 PERIOD OF PERFORMANCE
See Section 6 Other Requirements for inspection and repair period of performance.
1.5 RESPONSIBILITIES
1.5.1 The Contractor shall visit the site and become familiar with the job conditions at and surrounding the worksite(s) prior to mobilization. Additional items or materials which may be required for completion and finishing of the work indicated, even though such items may not be explicitly defined in the Statement of Work shall be an integral part of this contract.
1.5.2 Uniforms. Complete apparel shall be worn by all contractor employees at all times. Apparel is selected by the Contractor, and shall provide a uniform appearance from one employee to the next including all visible outer clothing. Shorts are not permitted. Appropriateness of selected apparel is otherwise subject to review by the COR.
1.6 WORK SCHEDULE
1.6.1 Work shall be performed during normal Anniston Army Depot working hours, 0700 to 1600, Monday thru Thursday and 0700 to 1500 on alternate Fridays. Working later in the day, Off Fridays, or weekend work shall occur only with rare exception and through Government authorization and at no additional cost to the Government. Please see below for building 400 work hours.

1.6.3 Anniston Army Depot has tenants in controlled areas and will provide a required escort at all times. All work in these facilities shall be scheduled one week (5 ANAD business days) prior to accessing the facility.
1.6.4 The contractor shall request permission for use of a laydown area. No laydown area will be provided inside or outside the building(s) without written approval from the KO.
1.6.5 The Contractor shall prepare for approval a Work Schedule. Show in the schedule the sequence in which the Contractor proposes to perform the work and dates on which the Contractor contemplates starting and completing all schedule activities. The approved Work Schedule shall be used to measure the progress of the work and to aid in evaluating time extensions. The schedule shall be cost loaded and activity coded. The schedule shall provide the basis for all progress payments.
1.7 CENTRAL STATION
The contractor shall contact ANAD’s central fire station prior to testing. The contractor shall ensure all systems are communicating with central station prior to starting the inspections and/or testing. The contractor shall state testing will begin and provide information as requested by dispatch. The central fire station shall be called prior to testing and at the conclusion of each test. At the conclusion of each day the fire alarm and/or the fire suppression system shall be operating and connected to the central station. At the end of each day the technician shall call central station and ensure the system is communicating with central station dispatch.

1.8 PROTECTION OF GOVERNMENT PROPERTY AND SECURITY
During the performance of the contract, the Contractor shall provide adequate protection of all government property from damages that might occur as a result of any work being performed. Protection of the buildings shall apply to any work that is being done in or around the existing structure. Some buildings or areas for which work is to be performed are a secure work site and shall therefore require a government escort at all times.
1.9 CLEANUP
The Contractor shall remove all debris and salvage items from jobsite as the work progresses and transport it to the designated disposal areas on depot. All items removed from the worksite and surrounding areas shall remain the property of the Government.
1.10 LICENSES AND CERTIFICATIONS
All Contractors working on this contract, whether in-state or out-of-state, shall have a National Institute for Certification in Engineering Technologies (NICET) certification. The Project Manager, the responsible owner, and/or the employee who is actively in charge of the work for the contractor shall hold a level III NICET certification or higher for fire alarm and sprinkler systems. All other individuals shall be NICET certified except for the helper. The Fire Inspection Contractor shall have experience in the installation and service of fire alarm and sprinkler systems. November 2022 4 submittal, a copy of all licenses/certifications and past work history applicable to the work to be performed (inspections, installation, and maintenance). The work history shall provide proven experience in fire alarm, fire sprinkler, fire pump inspections and maintenance per Unified Facilities Criteria (UFC) 3-601-02.
1.11 GENERAL SAFETY PROVISIONS
1.11.1 Compliance with Safety Laws and Regulations. The Contractor shall be responsible for insuring that all employees conform to the safety guidelines set forth by the Occupational Safety and Health Act, and accompanying OSHA regulations (OSHA-29CFR1926/1910), local depot safety rules and regulations, and other safety requirements as required by the specifications. This shall include but not be limited to wearing eye and ear protection, safety shoes, and shirts with 4” minimum sleeves. Any violation of the safety requirements by any Contractor personnel shall be cause for removal of said personnel from the job site until violation is corrected.
1.11.2 Site Specific Safety Plan. The Contractor shall prepare and submit a Site Specific Safety Plan for this contract. This plan is a requirement of the OSHA Standard for Construction 29 CFR 1926. This plan shall show how health and safety shall be managed on a specific site. The safety plan shall be tailored to the project, based on the size and complexity of the work to be accomplished and shall include but not limited to fall protection and prevention program, Lock-Out Tag-Out Procedures, Personal Protective Equipment, Emergency Response Plans, Confined Space, Respiratory Protection Plan, and Hazard Communication. One (1) electronic copy (.pdf format) of this plan shall be submitted for review and approval within two (2) weeks after contract award.
1.11.3 Quality Control Plan. The Contractor shall prepare and submit a Quality Control Plan for executing this contract. The Quality Control Plan shall describe the way in which the Contractor shall produce the deliverables, and the step-by-step approach that shall be taken to ensure the quality of the services are delivered.
1.11.4 Safety Training. All Contractors performing work on Anniston Army Depot shall complete the visitor safety training provided by the ANAD Safety Office prior to start of work.
1.12 GENERAL ENVIRONMENTAL PROVISIONS
1.12.1 Compliance with Environmental Laws and Regulations: The Contractor shall comply with all applicable federal, state, and local environmental laws, statutes, regulations, executive orders, permits, Army regulations (with supplements), as well as Major Subordinate Command (MSC) and installation regulations and policies. The Contractor shall immediately report any conflicts between applicable federal, state, local environmental laws, statutes, executive orders, and provisions of Army Regulation 200-1, and any specifications within this contract to the Directorate of Risk Management (DRK) and Directorate of Public Works (DPW) via the Contracting Officer Representative (COR).
1.12.2 Resource Conservation and Recovery Act (RCRA) Training. All Contractors performing work on Anniston Army Depot shall complete the annually required RCRA training provided by the ANAD Risk Management Office (DRK) prior to start of work. This training covers the latest rules for managing

November 2022 5 the site’s hazardous waste from cradle to grave. Proof of completion of training shall be kept on site and presented upon request to the DRK representative.
1.13 ELECTRICAL AND FIRE SAFETY
Work near or around any electrically energized item shall only be performed by the contractor after electricity to that item has been shut off. Contractor shall comply with all Occupational Safety and Health Act applicable requirements regarding electrical safety.
All conduit installed by the contractor shall be parallel and perpendicular with existing building structure.
All electrical wire installed by the contractor shall be sized in accordance with NFPA 70, National Electric Code.
The contractor shall install all electrical wire inside rigid conduit unless above a ceiling.
Any hot work requirements to be performed on this or any project at the Anniston Army Depot requires the approval from the Anniston Army Depot Fire Department. Approval shall be in the form of a Hot Work Permit. The contractor may obtain Hot Work Permits from the Fire Department during normal depot business hours.
1.14 SERVICE EQUIPMENT
The Contractor shall have immediate access to all contractor provided service equipment, i.e., ladders, scaffold, power hand tools, or other equipment required to complete this contract. The contractor shall not be allowed to use Government-owned equipment located at the worksite. 110 volt AC electrical convenience outlets are located throughout the building and will be available for use by the contractor provided they are not in use by Government personnel.
1.15 START OF WORK MEETING
The Contractor shall attend a start of work (precon – preconstruction meeting) meeting held by the government prior to starting work. Work shall NOT begin until this meeting is held. This meeting serves to answer any questions from the Contractor and to discuss building issues such as safety, storage, security, access, and working hours.
1.16 PROGRESS MEETING
The Contractor shall attend any progress meetings held by the government on a biweekly basis. This meeting is to discuss current progress, to discuss schedule and to discuss and resolve any other project related issues.

The Contractor shall provide one hard copy and one electronic copy of all submittals to the Contracting Officer with a courtesy copy forward to the COR. Review and acceptance of submittals by the Government does not relieve the Contractor from the responsibility to meet all specifications, drawings, and other required contractual standards or regulations. The Government requires fourteen (14) calendar days for review of each submittal or resubmittal furnished by the Contractor for approval.
1.17.1 The contractor shall submit the following to the Government:
a. A copy of all licenses/certifications and past work history applicable to the work to be performed. The Contractor’s work history shall provide the last five (5) years of proven experience in fire alarm and fire sprinkler inspections and repair per listed code criteria. To be submitted with proposal.
b. Deviations from this statement of work, if any. To be submitted with proposal.
c. Information requested by Appendix A. To be submitted with proposal.
d. Hourly rates requested in paragraph iv and v of Appendix A. To be submitted with proposal.
e. Information requested by Appendix I. To be submitted with proposal.
f. Information requested by Appendix J. To be submitted with proposal.
g. Standby subcontractor list. See paragraph 4.1.2. for additional information. To be submitted with proposal.

The Safety Plan shall be tailored to the project based on the size and complexity of the construction to be accomplished and shall include, but not limited, to fall protection and prevention program, Lock-Out Tag-Out Procedures, and etcetera.
j. Quality Control Plan – 14 days prior to any work.
k. Safety Data Sheets (SDS) prior to commencement of work.
l. Work Schedule – Due 14 days after contract award; updates by 10th of each month.
Buildings 54, 58, 168, 380, 381, 475, 600, 652, 670, 680, 709, 726, and 738 shall be inspected first. The inspections of other buildings shall follow.
m. Inspection Reports – Due 14 days following completion of inspections.
n. Contractor shall provide one hard copy and one electronic copy of all submittals to the
Contract Specialist, courtesy copying COR for review and approval prior to construction. All submittals shall be in PDF format as well as hard copies as required.

vi. Contractor shall provide a fire pump deficiency summary report. The report shall include the following items at minimum: building number, itemized deficiency list, deficiency rating (moderate, severe, critical), repair recommendation, and estimated cost.
vii. Reports shall be provided in excel and pdf format.
The Contractor’s Site Manager/Supervisor shall provide the KO and courtesy copy the COR with accurate records of the performance of all assigned work – including dates and locations for each workday. This information, in writing and in a single, legible format, shall be provided on a weekly basis and shall identify all of the above work that took place within the previous seven days.
A deficiency list shall be maintained in addition to the inspection reports. The deficiency reports shall note each building along with the associated deficiencies.
1.18 WARRANTY
The Contractor shall warrant that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, workmanship, materials, or supplies furnished. The Contractor also shall warrant that Contractor’s personnel and suppliers shall perform quality workmanship. Warranty shall begin upon final acceptance. This warranty shall continue for a period of one year from the date of government’s acceptance of work performed unless standard manufacturer’s warranty exceeds one year.
1.18.1 The Contractor shall provide the Government with the following require manufacturer to place all warranties in the name of the United States Army, Anniston Army Depot, 7 Frankford Avenue, Anniston, AL, 36201-4199. Contractor shall submit all warranty documentation to the Contracting Officer and Contracting Officer’s Representative no later than 30 days prior to contract completion.
1.18.2 The Contractor shall remedy at the Contractor’s expense any failure to conform, or any defect. In addition, the Contractor shall remedy at the Contractor’s expense any damage to Government-owned or controlled real property or personal property that was damaged by Contractor personnel during performance of the task order.
1.18.3 If the Contractor fails to remedy any failure, defect, or damage within a reasonable time, after being notified by the Contracting Officer or his designated representative, the Government maintains the right to replace, repair, or otherwise remedy the deficiency at the Contractor’s expense.
1.18.4 The Contractor shall complete an equipment warranty list for all equipment that he has installed.
1.19 STATEMENT OF WORK CHANGES

2.1 The Contractor shall provide pricing for each building separately and independently for each base and option years. No attempt is to be made to tie any item or items in with any other item or items. This Price Breakdown shall be submitted with the Contractor proposal. Pricing shall be held firm for the term of the contract.
2.2 The Contractor shall provide inspection, operational tests, and maintenance services for Fire Alarm and Fire Sprinkler Systems as specified at locations listed in th . The Government may add and/or delete units and/or buildings at any time during the contract.

Extra Building for Inspection
- Foam system (building 410 - diesel pump room):
A foam system is located in building 410 (diesel pump room). The foam system shall be inspected and tested per NFPA 11 (Standard for Low-, Medium-, and High-Expansion Foam), UFC 3-601- 02 guidelines, and code requirements. See Appendix B for foam system nameplate.
The Firelite 9050UD fire alarm system shall be inspected per the UFC 3-601-02 guidelines.

The contractor shall provide all inspection services, testing services, and repairs to meet NFPA (National Fire Protection Association, latest edition) and UFC (Unified Facilities Criteria, latest edition).
2.4 INSPECTION AND TESTING REQUIREMENTS
This section sets forth the minimum requirements for inspection and testing of all Fire Alarm, Fire Sprinkler Systems, and related equipment for the identified buildings. All requirements and procedures for inspections, testing, and maintenance shall be performed in accordance with this statement of work and applicable codes and standards.
The Contractor shall inspect and test all devices connected to the fire alarm and fire sprinkler systems.
The Contractor shall visually inspect components of each system to determine if they are free of corrosion, foreign material, physical damage, tampering or other conditions that could prevent operation.
2.5 DLA BUILDING ACCESS
Defense Logistics Agency (DLA) facilities are controlled areas and will require an escort at all times to be provided by DLA. All work in these facilities will have to be scheduled one week (five (5) ANAD business days) prior to accessing the facility. No laydown area will be provided inside the building (s).
2.6 BUILDING ACCESS
The contractor shall notify building owners five (5) ANAD business days prior to inspections, testing, and/or maintenance. The Contractor shall coordinate the actual scheduling of the required services with the building owners. Each building or area may have time limitations and requirements. Due to ANAD’s workload the contractor may be required to reschedule the inspection for a later date. The contractor shall notify the building owner as soon as the building inspection has been completed.
The COR may request some buildings inspected before others.
2.7 SPARE PARTS
The funding for new spare parts is included as part of paragraph iv in Appendix A. The spare parts shall also be provided per parts orders from COR for the base year plus option years 1 through 4 unless noted otherwise. All new spare parts shall be new and without defect. All defective parts supplied by the contractor shall be replaced with new parts.
All spare parts shall be delivered within 21 calendar days after COR has sent order request to the Contractor.
2.8 Air Compressors and Nitrogen Compressors
The contractor shall not use Anniston Army Depot’s nitrogen compressors and/or air compressors to maintenance the sprinkler systems, test the sprinkler systems, set up the sprinkler systems, or any other task(s) pertaining to inspecting, testing, and maintaining the sprinkler systems.

2.9 AES INTELLINET NETWORK MANAGEMENT SYSTEM
AES IntelliNet pertinent information transmitter frequency is 413.2500 hertz with a transmit power of 2 watts.
Inspect the AES radio system for communication to central station and code compliance.
2.10 SYSTEM SHUTDOWN REQUIREMENTS
In several buildings, it may be necessary for the system to be shut down for inspection and testing procedures. Prior to system testing and/or system shutdown for such procedures, the Contractor must obtain authorization from Anniston Army Depot’s Fire Department. Before authorization is granted, the Contractor shall be responsible for verifying that each of the following has been accomplished:
a. Provide visual inspection of all any fire components that are included in these systems to meet code and requirements.
b. Verify shutdown and evacuation circuits.
c. The extent and expected duration of the downtime has been determined.
d. The affected areas of the building have been inspected and the increased risk identified and defined.
e. Risk management recommendations have been submitted to the COR and approved by Anniston Army Depot’s Fire Department.
f. The personnel in the affected areas have been notified.
g. All necessary tools and materials have been assembled on the site.
2.11 PERSONNEL QUALIFICATIONS / REQUIREMENTS
2.11.1 The Contractor shall ensure that all personnel utilized to provide services under this contract must be qualified and experienced in the inspection, testing, and maintenance of Fire Alarm Systems, Fire Sprinkler Systems, Fire Pumps, and all associated peripheral equipment and NICET certified.
2.12 DEVICE COUNT
2.12.1 Appendix C through Appendix G provides the fire system devices. The contractor shall correct all incorrect device counts in the appendices. The quantity of NAC circuits shall be provided for each building.
2.13 FLOW TEST (Sprinklers and Fire Alarms)
2.13.1 All flow tests shall be performed by the contractor as scheduled per code and this statement of work.
2.13.2 The contractor shall not discharge any water into storm drains or creeks. Anniston Army Depot water is supplied from Anniston Water Works and Sewer Board.

2.13.3 The contractor shall coordinate blockage of traffic (vehicle and forklift) with the COR and KO at least five (5) ANAD business days prior to need. The contractor shall not halt ANAD operations due to testing and inspections.
2.13.4 The contractor may capture discharged wastewater for disposal. The east area has two (2) wastewater holding ponds and the west area has one (1) holding pond for the purpose of discharging captured sprinkler water.
2.13.5 Discharge of captured wastewater may be discharged into grass areas or sewage treatment holding ponds upon approval from COR. The contractor shall prevent erosion if discharging wastewater into grass areas.
SECTION 3
REMEDIATION
The Contractor shall provide to the Government a recommended list of repair parts to include but not limited to the manufacturer, cost, programming, lead time, and quantity of each part. These repairs shall be scheduled to be done after the first inspection is complete and completed before the next inspection begins based on inspection findings. Installation of any repair parts which cost in excess of $500.00 shall be approved in advanced by the KO and/or the COR. The Contracting Officer or his/her designated representative shall approve each proposed repair before work begins and the government shall only be charged for approved services up to the Not to Exceed value.
SECTION 4
EMERGENCY WORK
Emergency Work is to repair or replace systems damaged, by unforeseen conditions, which have caused a real and imminent threat to person, property, or environment. The Contractor shall perform emergency work on Fire Alarm Systems, Fire Sprinkler Systems, and Fire Pumps as requested from the COR.
Emergency work shall be repair-in-kind or replacement to current standards. Installation of any repair parts which cost in excess of $500.00 shall be approved in advance by the Contracting Officer or his/her designated representative. The Contractor shall provide to the Government a recommended list of repair parts to include but not limited to the manufacturer, cost, lead time, and quantity of each part. No emergency work is to be performed prior to COR approval and the government shall only be charged for approved services up to the Not to Exceed value.
4.1 EMERGENCY MAINTENANCE PROCEDURES
4.1.1 Upon receipt of telephone and email requests from the COR, for emergency service, the Contractor shall immediately dispatch a qualified service technician to repair the system.
4.1.2 For emergency service after duty hours, weekends and holidays, a contractor service technician shall be assigned the responsibility to perform after-hour maintenance. If this service technician is already on an assignment when an emergency service call is received, a determination shall be made by the Contractor to ascertain whether the service technician shall be available to respond in a timely manner. If the service technician does not respond within twelve (12) hours and complete work within twenty-four
(24) hours, another certified service technician shall be called from a standby list, which is maintained by the Contractor and provided to the Government. This procedure shall assure emergency service requests are responded to in a timely and efficient manner.

4.1.3 The Contractor, unless noted otherwise, shall make necessary arrangements with the Directorate of Emergency Services Security Division for access to the installation for emergency repairs.
SECTION 5
TESTING AND FINAL ACCEPTANCE
Testing and acceptance of work shall be in accordance with the requirements in the specifications and authorized changes. Once all items have been completed, the final inspection report is signed by all parties and final acceptance of work will be granted by the government.
Upon completion of the project, the Contractor must schedule a Final Inspection walkthrough with the COR to the satisfaction of the Government. This final project walkthrough must demonstrate that all contract work has been completed, including any deficiencies known to exist in accordance with the contract and scope. Once all contract work has been fulfilled, project acceptance will be granted. The COR will invite Anniston Army personnel (ANAD’s fire department personnel, ANAD’s Radio Shop personnel and possible other ANAD personnel) to join the Final Inspection walkthrough.
