ANSWER QUESTION

1. The purpose of this Amendment is to answer questions.

QUESTION 1: Is this contract affected by the November 18, 2021 Executive Order which states that incumbent contractors are required to provide the contracting officer a list of employees working on the service contract, so that the new contractor can offer them right of first refusal for similar positions under the new contract? Or is that above your level of involvement in this process?

ANSWER 1:

YES

QUESTION 2: Is there an incumbent contractor for this service? If so, can you provide the name and contract number?

ANSWER 2:

QUAKITY LOCKOUT, W911KF-19-C-0002, Expired 12-31-21

QUESTION 3: Also, the question I did ask that was partially answered, was:

How many, as a number or rough percentage, of the current procedures are in the larger 25 square mile restricted area?

ANSWER 3: Estimated 500 procedures.

QUESTION 4: For the procedures that are glued onto the equipment and are unable to be read in their entirety, should the contractor remove these and replace them under the New/Revised Procedure Line Item?

ANSWER 4: Contractor shall notify COR prior to replacing illegible procedures. Approval of procedure replacement shall be obtained prior to removing/replacing procedures.

QUESTION 5: For the training aspect of this solicitation, are offerors intended to base pricing on the 20 person COVID-19 limit mentioned in Amendment 02, as this would increase the number of training sessions beyond the quarterly training required by the Statement of Work? Additionally, if the COVID-19 restrictions become more restrictive, will the government be open to an equitable adjustment for the additional number of training sessions needed to get all necessary ANAD employees trained

ANSWER 5: Pricing should be per Amendment 02. Any and all changes to the Statement of Work will be made through bilateral modification to the contract.

QUESTION 6: 7.0 Elevated surfaces: Contractor shall supply their own aerial lifts to gain access to elevated surfaces such as roof top mounted equipment. Contractor shall comply with OSHA 1926.453 concerning aerial lift usage.

What is the height of the elevated surfaces which roof top mounted equipment? Also, what is the width, if needed to go between buildings.

ANSWER 6: The biggest lift that would be needed should be a 60 foot JLG.
