The following items are applicable to this modification:
ANSWER QUESTIONS
1. The purpose of this amendment is to answer questions that were asked by various contractors.
2. The deadline/cutoff date to submit additional questions is by the COB on December 20, 2021.
3. Please take a detail look at the Statement of Work (SOW) to fully understand the requirement in which the Anniston Army Depot is soliciting.
Question 1: Do you have any specific proposal content requirements other than what is included in the FAR 52.212-1 (Instructions to Offerors) clause and Narrative 11 (Past Performance Proposal and Evaluation Information)?
Answer 1: NO
Question 2: What are the specific evaluation criteria that will be used to determine if a proposal is technically acceptable?
Answer 2: The current procedures listed have a picture of the equipment and it’s disconnect.
It has all sources of energy that are used on that piece of equipment. It has procedures listed to remind the authorized employees how to ensure the LOTO is performed. It should be noted that the procedures shall meet the 29CFR1910.147 requirement so anything not listed above can be found in the appropriate section of the 1910.
Question 3: Please confirm that the unit price to be provided for Item No 0001 (Lockout/Tag out Procedures) for the base and option years is to be the firm-fixed price for ONE (1) Procedure and not a fixed-price for completion of all required Procedures.
Answer 3: It will be a Firmed Fixed Price for all.
Question 4: Please confirm that the unit price to be provided for Item No 0002 (Lockout/Tag out Procedures) for the base and option years is to be the firm-fixed price to audit ONE (1) Procedure and not a fixed-price for completion of all required audits.
Answer 4: It will be a Firmed Fixed Price for all.
Question 5: Please confirm that the unit prices to be provided for Item No 0003 (Training) and Item No 0004 (CMR) for the base and option years are to be firm-fixed prices to complete those tasks each year and that a further breakdown of sub-tasks, hours, expenses, etc. is not required to be included in the Proposal.
Answer 5: It will be a Firmed Fixed Price for all. All Contract Line Items (CLINs) should be priced accordingly. All of the items you listed in your questions shall not be priced separately.
They should be included in their respective CLIN.
Question 6: Can you provide any detail about (1) the types of equipment and (2) how many different types of equipment are included in the estimated 600 pieces of equipment requiring new Procedures? Are the majority of the estimated 600 pieces of equipment the same type or is there a wide range to different types of equipment? This information is important for us to develop appropriate pricing for the project.
Answer 6: The new procedures for equipment can range from an Air Handler Unit or air conditioner to a press, lathe, milling machine, etc. The 600 new procedures can be done at any time during the year as the majority of the equipment on-site has LOTO procedures already in place. There is replacement of equipment and new installation that requires that new procedures be written during the year.
Question 7: The solicitation pricing sections related to this effort (Items 0001, 0005, 0009, 0013, and 0017) list "Lot" as unit of measure for new procedures with a quantity of 1. Should I assume the Lot size for this line item is 1, essentially making it equivalent of Unit size "Each"?
Answer 7: The unit of measure is by Lot and not each. Each CLIN period of performance is one (1) year. Please price each CLIN accordingly.
Question 8: This appears to be inconsistent with the other items and how they are priced. The inclusion of "Lot" in the UNIT field for the remaining items seems to indicate the total number of audits, training, and effort for labor reporting for the entire year. Should I price this item as a single procedure and change the Quantity to up to 600, or should I price the Lot for the expected up to 600 total procedures? Or split the 600 procedures over the expected 5 total years?
Answer 8: At No Time can the Anniston Army Depot Contracting Office tell a contractor how to price its proposal. This is a Base and 4 Year Option Contract. Each option year runs 12 months (1 year). Any and All work that is expected to be performed in that 1 year should in the price for that particular CLIN.
4. All other terms and conditions remain unchanged.
