SECTION SF 1449 - CONTINUATION SHEET

EXTEND DATE & ANSWER QUESTIONS

1. The purpose of this amendment is to answer questions asked by vendors and to extend the closing date.

2. The closing date will change from August 14, 2020 to August 21, 2020.

Question 1: We propose to have a work trailer on site to perform the required testing operations. Will we need a building permit for this? If so where and who would I need to contact for these credentials.

Answer 1: The trailer should be a portable trailer only. No building permit will be required for the contractor, although DRK will have to coordinate with DPW to assist with the trailer location and provide power for the contractor to connect to the trailer. The contractor is responsible for electrical hookup to the trailer from the provided DPW electrical box. The contractor should allow approximately 60 days following the contract award for coordination with DPW to provide a power source. Testing should be performed by a third party contractor on a weekly basis.

Question 2: The statement of work says we will have access to 110 volt electricity. Will we be able to hardwire the trailer into that box?

Answer 2: The power supply provided will be 110 volt and will be configured in accordance with what the contractor provides as a need to support trailer hookup.

Question 3: I had asked about a payment schedule for processed material. I know as the contractor we will be invoicing through the Wide Area Workflow system. I wanted to confirm that we will be reporting daily crushed material in either truck loads or poundage (tonnage). We can then invoice daily from that amount.

Answer 3: The contract is per ton, therefore the crushed amount will need to be provided in tonnage for invoicing.

Invoicing should be on the schedule agreed upon in the contract. Daily invoicing seems excessive.

Question 4: The scope of work requires daily sieve testing per size (2in. and 4in.) by a certified laboratory. These testing samples are 22 lbs. and 300lbs. respectively. The shipping charges and packaging requirements for these will be quite expensive. Will we be able to submit these as a separate cost?

Answer 4: Testing is included in the scope of work. Any charges related to testing should be part of the cost associated with the CLIN upon submittal of the proposal. These charges can be shown as a separate line item as part of the proposal but should be rolled into a total for a CLIN.

W911KF20Q0077

Question 5: The bid form referenced the Mobilization for each year as 1 “Lot”. I think this needs to be per each. Each year may require two or three mobilizations. The next bid item is referencing the concrete crushing itself. Again this is in the proposal form as 1 “Lot” and needs to be by the Ton.

Is there a Bid Bond required for this project? I saw where it referenced to submit it if it was required, but I didn’t read where it was required.

Answer 5: The unit of issue has to be lot due to the nature of the service, in accordance with DFAS procedures, the interface with the Government's accounting system and our contract writing system. The unit of issue of "Lot" will allow vendors to bill more than one time against the line item, should the proposal be evaluated as the most advantageous for the Government

Question 6: I see there is a questionnaire that needs to be completed by our last three projects of similar nature completed in the last three years. Is that correct?

Answer 6: Yes, that is correct. It is attachment 3 that is uploaded into beta.sam.

Question 7: Standard Form 1449 I assume is to be submitted with our proposal? If so it has line items 1 thru 42d.

Which items are to be filled out by us in the bid?

Answer 7: The solicitation (SF 1449) is 72 pages. It is labeled 20-Q-0077. There are several pages that have areas where you will have to fill out. There are 15 Contract Line Item Numbers (CLINs) where you have to submit your prices.

Question 8. Besides Form 1449 and the questionnaires, what other information are we required to submit with the proposal?

Answer 8. You will need to submit a signed copy of every amendment along with your proposal. You will also have to provide technical literature. Please refer back to attachment 5.

Question 9: The bids will be emailed to you by 10:00 AM CT on 8-14 in electronic format. I assume scanned PDF’s of all required information is all that you need?

Answer 9. The closing date has been extended to August 21 at 10am. Please email me a copy of your scanned documents at lakeeta.t.beaverselridge@mail.mil.

Question 10. Is there a Bid Bond required for this project? I saw where it referenced to submit it if it was required, but I didn’t read where it was required.

Answer 10. NO

3. NO ADDITIONAL QUESTIONS SHOULD BE SUBMITTED AFTER THE DATE OF THIS AMENDMENT.

4. All other contract terms and conditions remain unchanged.
