EVALUATION PLAN

1. A technical team will evaluate all quotations.

2. The technical team will evaluate the Technical Factors of each design/proposal content. All technical specifications listed in the SOW must be included in the proposal so that the technical team can determine whether the following specifications are met:

a) 3.1.1, Demolition

b) 3.1.2 Spray Booth

c) 3.1.3 Flash off Oven

d) 3.1.4 Fire Suppression

e) 3.1.5 Conveyor System

Technical and past performance, when combined, are slightly more important than cost or price.

3. Past Performance, is an evaluation factor. The Past Performance evaluation will be conducted by the technical team and the contract specialist, since this is not a formal source selection board and the evaluations factors are not complex tradeoff evaluations. The Past Performance factors are listed below:

a. Quality of products

b. Adherence to Delivery Schedule

c. Legal, Regulatory, Safety and Environmental Compliance

d. Warranty and Maintenance Commitment

Past Performance will be rated as either "Neutral", "Poor", "Good", or "Excellent."

The technical evaluation team will conduct a Performance Risk Assessment based on the offeror's past performance rating. Performance Risks are those associated with the offeror's ability to perform the solicitation requirements as indicated by that offeror's record of past and current relevant performance. The Risks assigned will be: "Unknown", “Very High", "Low”, and “Very Low."

Past Performance is slightly more important than cost or price.

4. Cost, is the final evaluation factor. If more than one proposal meets all technical factors and receive the same past performance evaluation, the lowest cost proposal will be chosen.
