Item Section Subsection Contractor Feedback / Assumptions / Questions - IDaC Draft RFP PDT Response

1 00 11 02 1.1.1

The Third Bullet needs to be revised to read “ Bring and problems or errors that the contractor discovers in the design and design documents to the attention of the team” Contractors are not design professionals and we cannot accept responsibility for finding all errors or omissions in the work of others.

This has been revised in Section 1.1.1.

2 00 22 11 5.2.1.2

It appears that the evaluation criteria doesn’t give any additional weight to design build experience. It is our opinion that a D/B project for USACE definitely requires more team coordination not only with our D/B team but also the government than a bid build project.

Projects submitted for Past Performance that demonstrate "construction contractor early involvement in design, where the primary designer is under separate contract" will be rated more relevant.

D/B experience will still be evaluated, and the Offeror will be given credit, but at a lesser relevancy rating.

3 It is going to be difficult to develop the target cost ceiling.

Offerors need to develop the Construction Contract Ceiling Price. The Initial Target Cost and Initial Target Price is developed by the Government.

a. 18 months of escalation???? For information only.

b. Subcontractors are reluctant to price they won't be performing for 3 years.

Prime and subcontractors will submit their final pricing at the 100% "production point" - this is the final target price.

c. Hopefully the supply chain issues start to clear up. For information only.

4 Is this a two story building or one story? This is a one-story building, with mechanical mezzanines. See Architectural drawings.

5 With the wash bay is there a water treatment plant requirement for the water prior to discharge

The discharge from the catch basin located in the Wash Bay shall also be connected to the sand, oil, and water separator.

6 Is this or portions of this project mission critical (seismic) or requiring blast load analysis

No, this is a Risk Category III facility. Any blast load analysis will be performed by the A-E.

7 Is a portion if this building going to be below grade to support vehicle maintenance bays.

The foundation system for the MSF building is a shallow foundation system with cast-in-place reinforced concrete spread/strip footings and grade beams supporting the building columns.

8 1.3.2 Will electrical connection point be FFP or off MDC? The site wide one-line diagram is shown on drawing E-

9 1.3.2 Will water and fire connection points be sMDC?

Reference the Design Analysis, Section 6.6 (Plumbing), and Section 7.4 (Fire Suppression System)

10 1.3.2 Where is the sewer connection point located? The building sanitary sewer will be collected with 8-inch PVC piping and directed to a septic tank.

11 General After our initial review, we feel the intent of the RFP is clear enough for us to propose on the project. For information only.

12 General

Fort Greely is a very specialized location and firms that have not worked there before will be challenged to understand what is needed to work under the active site conditions and constraints that exist at Fort Greely. It also creates issues with achieving small business goals due to its highly technical nature and remote location

For information only.

13 00 11 02 1.2.1(b) Recommend the Technical Discipline Coordinator shall be either a degreed engineer, licensed architect or graduate construction professional with at least 10 years experience.

Concur.

14 00 21 00 1.13(d) Should the reference to CADD files being submitted be deleted? Concur.

15 00 21 00 52.236-37 Access request template due date will be updated. Understand it is currently a placeholder.

Concur. Will update date and time once solicitation is released.

16 00 22 11 5.1.1 Recommend the lookback period be extended 8 years. Concur.

17 00 22 11 5.1.1

Recommend including Mechanical, Fire Protection and Electrical as required key team members for preconstruction. These scopes could be competitively bid at the Final 100% design submittal stage (Estimate for Construction Option Negotiations). Including these specialty contractors as part of the team will provide immense benefit to the project.

This is not a submission requirement for this Factor. It will be the Prime Contractor's decision on how and when to involve key trade partners throughout the pre-construction services performance period.

18 00 22 11 5.2.1.2 Recommend the relevancy be modified die to the few projects of similar "types" that have used IDaC (or similar procurement methods) in climate zones 7 or 8.

The Government is specifically looking for "Projects that demonstrate prime contractor involvement in alternate delivery methods, with construction contractor early involvement in design, where the primary designer is under separate contract." These attributes will be rated most relevant.

1.Perhaps require a minimum of 3 projects with IDaC (or similar) and other projects that demonstrate Offerors experience listed in bullet points 2-5)

It is the offerors choice on what projects to submit for this Factor.

19 00 11 02 1.4.2 Design: This section indicates that the A-E Statement of work and Design Schedule is included in Attachments 2 and 3. Statement of Work not included in draft. Suggest including these documents with final RFP.

The A-E SOW was mistakenly left off of sam.gov; the Design Schedule was attached.

20 00 11 02 1.4.4 Project Orientation: Kickoff meeting is scheduled for a single 8 hr long meeting.

May be more beneficial to break this up into 2 or 3 meetings.

Intent is for the Construction Contractor to capture the level of effort for this meeting. Additional discussions at the time of award can be made on the actual meeting execution.

21 00 11 02 1.4.7 Design Milestones: The attachment A Design Content and B Design Submittals of A-E attachment 2 used for each Design Phase not provided in the Draft.

Suggest including these documents with final RFP.

See response to Comment #19 above.

22 00 22 11 5.1.4 Supplemental Narrative: This section describes air field pavement and therefore appears to be an error in the Draft RFP. Concur.

23 IDaC SOW 1.2.1.b TDC

Contractor assumes that requirement for the TDC it be a degreed engineer means that P.E. registration/licensing is not required. If a P.E license is required, Contractor assumes that the TDC can be a consultant rather than a direct contractor hire.

Professional registration is not required.

24 IDaC SOW 1.2.1d Scheduler

Contractor assumes that the IDaC contractor can retain a scheduling consultant (not direct hire) to provide the level of scheduling services typically for this scale of project. Also, the requirement for the scheduler to posses an engineering/architecture/CM degree may limit participation of highly experienced scheduling and cost controls personnel.

A consultant is acceptable. The requirement has been revised to a "technical professional".

25 IDaC SOW 1.4.7 Design Milestones

Contractor assumes that when Technical Specifications are submitted, A-E will provide in SpecsIntact and PDF formals to aid in Contractor review. (Allowing Contractor team to track changes between submissions.)

Technical Specifications will be submitted in .pdf format. The addition of track changes can be discussed with the A-E at the time of the deliverable submission.

26 IDaC SOW 1.6.2.1 Scope

Contractor assumes that the Initial Target Price and Initial Target Profit will be provided by the Government in the Final RFP Proposal Schedule as reflected in the Draft RFP. Contractor will propose the Construction Contract Ceiling Price as CLIN 0002, in addition to CLINs 0001, 0003, 0004, and 0005.

The Contractor's understanding is correct.

27 IDaC

SOW

1.6.3.1 Payment - Preconstruction

Services

Contractor assumes that payment for preconstruction services will consist of four milestone payments based on the design phase milestone listed in section 1.4.7.

with no interim progress payments.

Reference Technical Specification 01 20 00, Section 1.2.1.

28 5152.236-

XX

5152.236-XX IDaC Clause (a) General

Contractor assumes that the Initial Target Profit 6.5% (and subsequent Total Firm Target Profit) is exclusive of Contractor overhead and general and administration (G&A) costs.

The Contractor's understanding is correct.

29 5152.236-

XX

5152.236-XX IDaC Clause (d)(2) Establishing the Final Construction

Price exercised as an option

Contractor assumes that the defined cost share ratio of 60/40% means that the Contractor is responsible for 60% of the overrun or underrun between the Initial and Final Target Cost.

The share ratio of 60%/40% is interpreted as:

Underrun: Final Target Profit is increased by 60% to the Contractor;

Overrun: Final Target Profit is decreased by 40% to the Contractor.

30 5152.236-

XX

(f) Equitable adjustments under other clauses

Contractor requests further clarification on what level of change from the A-E Statement of Work would trigger implementation of this paragraph during the pre-construction phase, with resulting adjustment to the Initial Target Cost and/or Construction Contract Ceiling Price.

During post award orientation, as well as formal partnering, the team will agree on the difference between a change vs. design progression/maturity.

Any change to the Initial Target Price and/or Construction Contract Ceiling Price will be executed under the Changes Clause.
