1 Introduction The purpose of this report is to identify surface and subsurface conditions at the proposed Maintenance Support Facility (FTG251) located on Fort Greely, Alaska. This report presents a summary of the findings based on site observations and results of the field exploration and laboratory testing.

2 Location and Project Description The project site is a vacant lot bounded by Patricia Pike Road to the west, E Post Road to the southwest, and 4th Avenue to the north. These features are illustrated in the project vicinity map located in Appendix A.

The project consists of constructing a Maintenance Support Facility for the Missile Defense Agency on the Missile Defense Complex (MDC). The project will provide warehouse, maintenance shops, management support areas, building maintenance/support areas, and vehicle storage space to provide recurring maintenance for the weapon system and be postured to quickly respond to mission essential weapons system failures. The design will include typical commercial building components, including electrical medium voltage and low voltage distribution, HVAC and ventilation systems, lightning protection and equipment grounding, fire protection (alarm, reporting and suppression), potable and fire water, storm drainage, sanitary sewer and inside plant and outside plant communications systems. Supporting facilities include but are not limited to site development, utilities and connections, lighting, paving, parking, walkways, curbs and gutters, landscaping, and signage.

Geotechnical drilling for this project was performed in two adjacent locations separated by a security fence. This security fence is a temporary boundary between the MDC and the Construction Free Zone (CFZ) that was created to give contractors site access without requiring all personnel and equipment to pass through the MDC security checkpoint. The CFZ fence will be removed and the CFZ laydown site will be returned to its original condition before construction of the Maintenance Support Facility begins.

3 Previous Geotechnical Investigation A previous geotechnical investigation was performed in the vicinity of the project area for the Fort Greely Alaska Communications Center and is presented in the following report archived in the Alaska District Geotechnical and Materials Section network.

• Geotechnical Data Report, Fort Greely Alaska Communications Center (FTG233), Fort Greely, Alaska, U.S. Army Corps of Engineers – Alaska District (August 2019)

The historic geotechnical investigation is included as an Annex to this report.

4 Regional Geology Fort Greely is located just south of Delta Junction, Alaska in the eastern reaches of the Tanana Kuskokwim Lowland. The Tanana Kuskokwim Lowland is a broad depression bordering the north side of the Alaska Range. The central complex of Fort Greely is bordered on the west by the Delta River and on the east by Jarvis Creek. It is situated on a low alluvial terrace having gently undulating surfaces. The ground surface elevations in the project area range from approximately

Maintenance Support Facility (FTG251), Fort Greely, Alaska 2

U.S. Army Corps of Engineers

1200 to 1400 feet MSL. The surface topography slopes downward to the north at about 20 to 30 feet per mile.

A geologic map detail of the area is provided in Figure 4-1. A full geologic map can be found in the USGS publication “Geologic Map of Central (Interior) Alaska, Northeastern Region (1998).”

The geologic deposits on Fort Greely are primarily of moraine and alluvial outwash origin. At least four Quaternary glaciations, each apparently less extensive than the previous, are recorded in the Delta River area. Glaciers from these glaciations pushed north from the crest of the Alaska Range. They were generally confined to mountain valleys terminating into spreading bulbs onto the lowland of the Tanana River valley. In addition, some ice from the south side of the crest exited north through the Delta River valley. The earliest recognized glacial advance is the Darling Creek Glaciation of early Quaternary age. The succeeding glacial advance was the Delta Glaciation, recognized by well-preserved breached moraines. The next two glacial advances occurred in late Quaternary time and are closely related in extent and age. On the north side of the Alaska Range, they have been grouped into one broad glaciation termed the Donnelly Glaciation.

The moraine deposits are bordered by alluvial outwash fans in the Fort Greely area. The central complex of Fort Greely is located on the outwash apron fronting the Donnelly moraine. This outwash is reported to be underlain by till from the Delta Glaciation which is underlain by an older gravel. The Donnelly and Delta moraine deposits are generally coarse, unstratified, unsorted till ranging from silty gravel with sand to sandy silt with gravel. The outwash consists primarily of fine to coarse gravel with sand and contains beds and lenses of sand and silt. A mantle of loess and organic silt ranging from a few inches to several feet in thickness generally overlies the area.

5 Field Exploration The subsurface exploration for this project was conducted from 30 August to 02 September 2022.

A total of 15 boreholes were drilled to depths 15 to 50 feet below the ground surface (bgs). These borings were designated permanent numbers AP-2928 to AP-2942.

Drilling Operations Geotek Alaska, Inc., under contract with the U.S. Army Corps of Engineers - Alaska District (USACE-AD), performed the geotechnical drilling using a Geoprobe 8040DT drill rig with an automatic trip hammer. Boreholes were drilled using 4.25-inch inside diameter hollow stem auger.

Engineers with USACE-AD supervised the drilling and logged samples collected from the test borings in accordance with ASTM D2488, “Description and Identification of Soils (Visual – Manual Procedure).” Soil samples were assigned frost classifications based on the Unified Facilities Criteria (UFC) 3-250-01 Pavement Design for Roads and Parking Areas, Table 19-2 “Frost Design Soil Classification.” Estimated frost classifications are based on ASTM soil classifications.

Exploration logs are presented in Appendix B.

Field Soil Sampling Soil samples were obtained using an unlined large penetration test (LPT) sampler. The LPT sampler consisted of a three-inch outside diameter and 2.5-inch inside diameter split-barrel sampler typically advanced 24 inches into the undisturbed soils ahead of the auger. Samplers were driven into the soil using a 340-pound automatic trip hammer free-falling a vertical distance of 30 inches on NWJ rods. Soil samples were generally collected at the surface, 2.5 feet, 4.5 feet,

7.5 feet, 9.5 feet, and at five-foot intervals thereafter to the limit of the exploration. Sampling procedures were in general accordance with ASTM D1586, “Standard Test Method for Penetration Test and Split-Barrel Sampling of Soils”, with modifications for use of the LPT sampler and 340-pound hammer. The number of blows required to drive each six-inch increment is recorded on the exploration logs and shown in Appendix B. Soil samples were double-sealed in polyethylene bags to preserve natural moisture content.

Test Boring Locations USACE-AD located the test boring locations using a recreational handheld Global Positioning System (GPS) on 29 August 2022. Horizontal coordinates are based on Alaska State Plane Coordinates (ASP) Zone 3, North American Datum (NAD) 83 (1992) in U.S. survey feet. The elevations at each test boring were determined by importing the horizontal locations of the test borings into a CAD drawing titled “FTG233-VF-01”, dated 14 August 2019, and a CAD drawing titled “FTG251-VF-01” dated 4 November 2022. Test boring elevations were selected from the digital surface within the topographic survey drawing. Vertical control from the 2019 survey is referenced to NAVD88 in U.S. feet based on U.S.C.&G.S. monument “V-95” (PID TT2593). A summary table of boring coordinates is provided in Appendix B and the Test Boring Location Map is located in Appendix A.

6 Laboratory Testing and Soil Classification A laboratory testing program was established to classify and determine the physical and engineering properties of encountered soils. The program consisted of particle-size analysis, moisture content, engineering classification, and frost classification. Terra Firma Testing, under contract with USACE-AD, performed the tests using the latest version of the test standards listed in Table 6-1. Laboratory test results are provided in Appendix C.

7 Site Conditions Soil descriptions and classifications contained in this report and presented on the final exploration logs are the project engineer’s interpretation of the field logs and results of the laboratory testing program. Stratification lines represent approximate boundaries between soil types. Transitions are often gradual or not discernible by drill action.

Surface Conditions The project site is in the southwest corner of a large open field bound by a large snow fence to the west, 4th Avenue to the north and unnamed roads to the east and south. The project site located within the MDC is covered with a thin, two-inch thick grass-root organic mat. The surface located within the CFZ is compacted local material with no organic mat. Cobbles are scattered over the entire site. The topography is relatively flat, and elevations range from approximately 1,342 to 1,366 feet NAVD88. At the time of writing, survey was not completed for the site, and elevations in this report are based on the 2019 survey performed as part of the FTG233 project.

Overhead utilities are not present within the project limits. There are no known buried utilities in the project area.

Subsurface Conditions Details of the soils encountered by the test borings are shown on the Exploration Log sheets in Appendix B. The general subsurface conditions encountered and their pertinent characteristics are described in the following paragraphs.

7.2.1 Coarse Grained Soils

Soils throughout the project area generally consisted of medium to very dense Gravel with sand trending to Silty Sand with gravel. Relative density and fines content increased with depth. Frost susceptibility of soils was estimated using frost groups defined by UFC 3-20-01. Based on laboratory testing and field observations, the soils encountered in this investigation are considered frost susceptible, with estimated frost group including F2, F3, S1 and PFS. The top 15 feet of soil are generally PFS. No fill material was identified. Cobbles were encountered throughout the upper 13 to 20 feet of the borings.

Laboratory tests were performed on select soil samples. Natural gravimetric moisture contents ranged from 1% to 7%. Grain size analysis tests indicated 3% to 40% of material passing a No.

200 sieve, with 0% to 19% of material smaller than 0.02mm. Based on laboratory tests performed, the soils were classified ranging with depth from Well-graded Gravel with sand (GW) to Silty Sand

Maintenance Support Facility (FTG251), Fort Greely, Alaska 5

U.S. Army Corps of Engineers w/ gravel (SM). Relative density and silt content increased with depth. A detailed laboratory summary is provided in Appendix C. An example of Well-graded Gravel with sand (GW) is shown in Figure 7-1 and an example of Silty Sand with gravel (SM) is shown in Figure 7-2.

Figure 7-1. Typical Well-graded Gravel with sand (AP-2942, 4.5 to 6.5 feet bgs)

7.2.2 Groundwater

Groundwater was not encountered during the site investigation. Previous USACE-AD investigations encountered groundwater at depths of greater than 250 feet below ground surface near the landfill expansion project (USACE, 1994), located approximately one mile southeast of the project site. It is not expected that long-term water table conditions would be involved in any construction considerations. Perched groundwater may be encountered in shallow excavations depending on location, precipitation, and time of year.

7.2.3 Seasonally Frozen Soils

Seasonally frozen soils were not encountered in any of the test borings drilled in September 2022.

Seasonal frost at Fort Greely can penetrate to 15 feet or deeper during a cold winter in areas with little or no snow cover.

7.2.4 Permafrost Soils

Fort Greely is within a discontinuous permafrost area. No permafrost was observed in test borings drilled for this project.

7.2.5 Potential Soil Contamination

Soil samples were not scanned for volatile organic compounds by the USACE-AD during the field investigation. There was no indication of contaminated material such as chemical odor or discoloration of recovered soil samples.

7.2.6 Liquefiable Soils

No liquefiable soils were encountered during the site investigation.

8 Earthquake Ground Motions The project is in an area where major earthquakes can and have occurred. The proposed facility is assigned a Risk Category III in accordance with Table 2.2 of the UFC 3-301-01 Structural Engineering (2019) since it represents a low hazard to human life in the event of failure. The structure is assigned a Seismic Design Category D per Section 11.6 of ASCE 7-16 (2018), since the mapped spectral response acceleration parameter at 1-second period, S1, is greater than 0.5 at the project site. Note that per ASCE 7-16 section 11.4.8, a site-specific response analysis is required for the project area. Seismic data for Fort Greely, Alaska was determined using the probabilistic seismic hazard maps of Alaska provided by the U.S. Geological Survey (USGS) and the ASCE 7 Hazard Tool and is shown in Table 8-1 using a 2% probability of exceedance in 50 years. The specified design ground motions are for Site Class D. Seismic design ground motion parameters are provided for both ASCE 7-16 and ASCE 7-22 as the design code for the facilities has not been confirmed at the time of writing.
