1.0 OVERVIEW
1.1. Interested firms or joint venture entities (here after referred to as Offerors) must submit proposals demonstrating their capability to successfully execute the construction contract resulting from this solicitation. The Government will evaluate the proposals in accordance with the criteria described herein.
1.2 This is a “Best Value” solicitation for construction Moose Creek Dam Safety Modifications at the Chena River Lakes Flood Control Project, North Pole, Alaska. The Government will evaluate proposals in accordance with the criteria described herein, and award a firm fixed price contract to the responsible offeror whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government utilizing the trade-off process described in FAR 15.101-1.
2.0 BASIS FOR AWARD
2.1 The Contracting Officer will award a firm fixed price contract to the responsible Offeror whose proposal the Source Selection Authority has determined conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering all non-price factors described herein, and price. Price reasonableness determination may use Data Other Than Certified Cost or Pricing Data and format for submission is found in FAR Provision 52.215-20 -- Alt IV. All evaluation factors, other than price, when combined are considered significantly may important than price; however, the Contract award may not exceed the funds available for this project’s base contract line items. The intent of this solicitation is to obtain the best proposal within the cost magnitude. After the Government individually evaluates and rates each proposal, the Source Selection Authority will compare proposals to determine which proposal represents the best value. During the best value tradeoff process, Offerors whose proposals receive a satisfactory confidence or substantial confidence rating for this factor may be considered more favorably than an Offeror with a neutral confidence rating. The Government reserves the right to accept other than the lowest priced offer or to reject all offerors. The Government will not award a contract to an Offeror whose proposal contains a deficiency, as defined in FAR 15.001. If there is a lower priced, conforming offer(s), the Source Selection Authority must determine that the added value of a more expensive proposal would justify award to that offeror.
3.0 GENERAL INSTRUCTIONS
3.1 The Government intends to evaluate proposals and award a contract without discussions. However, the Government reserves the right to hold discussions if it determines discussions are necessary. Therefore, proposals should be submitted on the most favorable terms the offeror can submit to the Government. Do not assume offerors will be contacted or afforded an opportunity to clarify, discuss or revise their proposals.
3.2 The Government will not make assumptions concerning intent, capabilities, or experience. Clear identification of proposal details shall be the sole responsibility of the offeror. The Government may reject incomplete proposals after initial evaluation without further consideration. Complete proposals shall meet the basic requirements identified in the RFP.

Offerors are cautioned to put forth their best efforts, and to furnish all information clearly to allow the Government to evaluate proposals. Offerors should not assume that they will have an opportunity to clarify or correct anything in their proposal after submitting it.
5.2.3. A “Competitive Range” is a subjective determination of the most highly rated proposals in the event that the Government decides that discussions with offerors are required or are considered to be in the Government’s best interests. In such an event, the Contracting Officer will establish a competitive range of all the most highly rated proposals.
5.2.4. If discussions are held, the Government may engage in a broad give and take with those offerors in the competitive range, in accordance with FAR 15.306(d). During discussions, the Government may ask the Offeror to further explain its proposal and to answer questions about it.
5.2.5. Upon conclusion of discussions, those offerors still considered the most highly rated, will be afforded an opportunity to submit their proposal revisions for final evaluation and selection.
5.3. DEFINITIONS
Deficiency: A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
Weakness: A flaw in the proposal that increases the risk of unsuccessful contract performance.
Significant Weakness: A flaw in the proposal that appreciably increases the risk of unsuccessful contract performance.
Strength: Any aspect of a proposal that, when judged against a stated evaluation criterion, enhances the merit of the proposal or increases the probability of successful performance of the contract.
Significant Strength: A significant strength appreciably enhances the merit of a proposal or appreciably enhances the probability of successful contract performance.
Uncertainty: Any aspect of a non-cost/price factor proposal for which the intent of the offeror is unclear (e.g., more than one way to interpret the offer or inconsistencies in the proposal indicating that there may have been an error, omission or mistake).
Deviation: Proposal implies or specifically offers a deviation below the specified criteria. The offeror may or may not have called the deviation to the Government’s attention. A deviation is a deficiency. The proposal must conform to the solicitation requirements for award.
5.4 EVALUATION RATING SYSTEM
5.4.1 General: The Government will review the proposals and rate the quality of each evaluation factor and subfactor. The SSEB will rate each proposal against the specified evaluation criteria in the Solicitation requirements. They will not compare proposals at this time. After all proposals are rated, the Government will compare the ratings and relative advantages and disadvantages of proposals against each other in order to determine which offeror provides the best value to the Government.
5.4.2 Review Write-up: The Government will support each rating with a narrative, separately listing all strengths or advantages, weaknesses or disadvantages, deficiencies, and required clarifications.
5.4.3 Rating System: After listing proposal strengths, weaknesses and deficiencies, the SSEB will assign an adjective rating of “Outstanding,” “Good,” “Acceptable,” “Marginal,” or “Unacceptable” to each factor and subfactor (except the Past Performance Factor), which reflect the Government's confidence in each offeror's ability, as demonstrated in its proposal, to perform the requirements stated in the RFP. The adjectival ratings shall be assigned using the following criteria, which incorporate a proposal risk assessment:
RATING DESCRIPTION
Outstanding
Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance.
Risk of unsuccessful performance is no worse than moderate.
Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable.
5.5 PAST PERFORMANCE CONFIDENCE EVALUATION
5.5.1 The past performance evaluation considers each offeror’s demonstrated recent and relevant record of performance that meet the contract’s requirements. In accordance with FAR 15.305(a)(2), the currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. These are combined to establish one performance confidence assessment rating for each offeror.
5.5.1.1 The past performance recency evaluation is based on projects that have been completed within the last ten
(10) years of the RFP issue date.
5.5.1.2 The Performance Relevance Assessments is used to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired. The Performance Relevant Assessment will assess using the adjectival ratings in the table below:
5.5.1.3 Performance Confidence Assessments will be assessed using the adjectival ratings in the table below and are used to assess each offeror's likelihood of success in performing the requirements stated in the RFP based on the offeror's demonstrated performance on recent contracts and the relevance to the effort required under this solicitation. SSEB members and the SSA may use personal knowledge or information from other sources in its evaluation of an offeror’s past performance, provided such information is consistent with the established evaluation criteria of the RFP. Offerors that have no recent/relevant performance record will be given a “neutral” performance confidence assessment.
6.0 VOLUME 1 – TAB 1 – FACTOR 1 – SPECIALIZED EXPERIENCE
6.1 Submission Requirements
At a minimum, one of the demonstrated projects submitted for past performance evaluation must demonstrate barrier wall construction to depths of at least 65 feet below ground surface.
6.1.1 Under this volume 1, Tab 1, the offeror must provide demonstrated experience narrative (up to 5-pages), past performance questionairre and letter of commitment (if needed) for their proposed method(s) of barrier wall construction for one project which will also be evaluated under Section 9.0, Volume 1, Tab 4, Factor 3.
6.1.2 Specialized experience shall be demonstrated by the contractor performing construction of the barrier wall.
If the contractor constructing the wall is not the anticipated prime contractor, and teaming arrangements are proposed, then a letter of commitment (attachment 6) shall accompany the proposal in order to meet the “Go” criteria.
6.1.3 If methods other than deep soil mixing for barrier or cutoff wall construction (such as ground improvements) are used as to satisfy specialized experience, the contractor is responsible for showing that the method is comparable meeting verticality, overlapping, alignment, depth, continuity/homogeneous, strength and permeability as specified in 31 01 01.
6.2 Evaluation Criteria
The offeror’s specialized experience showing that they have constructed a barrier wall, or equivalent as stated in 6.1.3, to a depth of at least 65 feet is a Go/No Go evaluation.
7.0 VOLUME 1- TAB 2 - FACTOR 2, TECHNICAL MERIT, SUBFACTOR A: TECHNICAL
APPROACH
7.1 Submission Requirements:
The Technical Approach subfactor consists of technical approach narratives and information regarding materials and construction details for barrier wall construction. The Technical Approach narrative must clearly define the means and methods of barrier wall construction in enough detail for the Government and the Offeror to mutually understand whether the proposal meets the solicitation requirements. The intent during the proposal submission and review process is not to require detailed design effort or to perform a detailed design engineering review but to focus on the proposed quality levels of materials and procedures for constructing the barrier wall. If the Government evaluators have actual knowledge or strong suspicion that a proposed construction method is inappropriate, being used in the wrong application or otherwise does not meet the contract requirements, the Government will inform the proposer in the event that discussions are conducted with the firm. However, the Government is not asking for design analysis in the proposal and is not obligated to perform an engineering design review at this stage.
7.1.1 Provide a detailed narrative describing the Offeror’s Technical Approach for completing the Moose Creek Dam Safety Modification Project and include completion of all aspects of work and, at a minimum, a detailed description of the following:
Barrier Wall Construction - Means and methods of construction to include method(s) of barrier wall construction, degradation of crest to create workspace (if needed), mixing and delivery of specified barrier wall materials to the work site, preventing contamination of the select gravel drain by barrier wall material, management and anticipated quantity (in cubic yards) of excess material from barrier wall construction, and procedures to repair defects in the barrier wall not in accordance with specifications. Description of methods should include techniques and equipment proposed.
Barrier Wall Tie-ins - Means and methods of construction for barrier wall tie-in to the control works and low point drain structures. Describe details of transitions between proposed method(s) of barrier wall construction and procedures to repair defects of tie-ins not in accordance with specifications.
Quality Control and Data Management - As applicable for the proposed barrier wall method(s), the procedures and equipment to verify wall depth, width, overlap, continuity, inter-axis spacing, verticality and barrier wall material properties meet contract requirements. The narrative should include a description of documentation and presentation of data management requirements, including platforms for data collection, storage, and presentation.
7.1.2 The Technical Approach narrative provided by the offeror under this subfactor will be incorporated into the contract resulting from this solicitation upon award of the contract to the successful offeror. See Section 01 11 00 for the order of precedence regarding the accepted proposal.
7.2 Evaluation Criteria:
7.2.1 The Government will evaluate the proposed means and methods submitted under this subfactor to assess the offeror’s understanding of the scope and complexity of the project. Lack of detail or of a demonstrated understanding may result in the proposal receiving an unfavorable rating and/or being eliminated from the competitive range.
The Government places greater importance on a technical approach that will successfully meet the requirements of this solicitation while minimizing impacts to the existing dam and flood control project including, but not limited to, dam crest degradation, preventing contamination of the select gravel drain layer, minimizing the quantity of excess barrier wall material and maintaining access on the stability berm during construction.
7.2.2 The narrative provided by the Offeror describing its Technical Approach for completing the Moose Creek Dam Safety Modification Project is expected to be comprehensive. Proposals that may be viewed more favorably are those that:
Demonstrate a thorough understanding of all aspects of work and the conditions under which the work will be performed and meet all requirements in the specifications.
Propose proven methods or techniques that will be used in existing site conditions; which may include but are not limited to permafrost, open work/gap-graded gravels, weathered schist, and cobbles, present at Moose Creek Dam and why the proposed equipment is appropriate for the Moose Creek Dam Modification Project.
Proposals will be viewed more favorably that propose barrier wall construction methods that minimize barrier wall material contamination of the select gravel drain.
8.0 VOLUME 1- TAB 3 - FACTOR 2, TECHNICAL MERIT, SUBFACTOR B: SEQUENCE OF
EVENTS (NARRATIVE)
8.1 Submission Requirements:
8.1.1 Provide a sequence of events narrative that addresses major construction tasks, durations, and identified resources. The narrative is to address the following:
Describe how the work will be logically performed from beginning to the end of the project.
Provide phasing and major milestone events. Include the following in the description:
o Mobilization, work platform construction, and site preparation;
o Installation of instrumentation;
o Construction of cement batch plant and slurry ponds or tanks (if applicable);
o Setup of waste handling, treatment and disposal system development;
o Barrier wall demonstration section and demonstration section completion report;
o Production wall construction and verification coring;
Describe seasonal work and work that will be performed all year long. For seasonal work, clarify the planned start up time in the spring and shutdown time in the fall. Clarify the period of construction inactivity in the winter as well as any planned activity during the winter (i.e.
transmittals).
Break work down by responsibility. Explain the weekly schedule for each type of work. Describe the work shifts and number of hours for each work shift.
In relation to final acceptance of the work, describe any proposed phased turned overs. Describe how the Contractor intends to perform Punch-out inspections, and Pre-Final and Final Inspections.
Describe any critical pre-construction actions (work plans, Drilling Program Plan (DPP), mix design, permitting, setup of data-management system, etc.);
The sequence of events must communicate the offeror’s understanding of the linear nature of the work and sequencing required to accommodate the technical requirements with regards to spacing, verticality, and required testing.
8.2 Evaluation Criteria:
8.2.1 The Government will evaluate the offeror’s sequence of events narrative to determine whether it shows a complete and logical plan for completing the required work. The Government will evaluate the narrative:
a. For completeness and detail, through inclusion of all major project tasks to include pre-construction, construction, and project closeout activities; and
b. For task sequencing to show offerors’ understanding of the nature and complexity of work, the ability to optimize production to avoid delays and weather constraints of the project location.
9.0 VOLUME 1- TAB 4 - FACTOR 3: PAST PERFORMANCE (CONFIDENCE ASSESSMENT)
9.1 Submission Requirements:
9.1.1 The Proposal must include no more than five (5) projects of similar size, scope and complexity representing the offeror’s relevant Past Performance using the attached Past Performance Questionnaire (PPQ) forms. In responding to this factor, the objective is to demonstrate to the evaluators that the offeror clearly has the capability to successfully complete all aspects of the project by explaining in detail how the provided demonstrated experiences are similar to the work described in the solicitation.
a. To be considered for evaluation, a submitted PPQ form must describe a project that is relevant to the project described in the solicitation and has been completed within the last ten (10) years of the RFP issue date. A completed project is defined as work performed under a “project” that is physically complete and has been accepted by the customer, while a project deemed close to complete is defined as work performed under a “project” that is over 75% complete.
b. Relevant Past Performance is defined as past performance on projects that show the contractor’s ability to construct mix in place barrier or cutoff walls to the specifications identified in this solicitation, and successful completion of all quality control requirements.
i. If methods other than deep soil mixing for barrier or cutoff wall construction (such as ground improvements) are used as past performance, the contractor is responsible for showing that the method is comparable meeting verticality, overlapping, alignment, depth, continuity/homogeneous, strength and permeability as specified in 31 01 01.
c. (AM#2) Past performance shall demonstrate technical knowledge and experience in excavations of the geologic terrain and materials that are typical of the Moose Creek Dam project area.
d. While the Government will consider past performance information on relevant projects performed for state and local Governments, as well as in the commercial sector, past performance conducted within DOD/USACE will receive greater consideration when assigning a past performance confidence assessment rating than those for work performed for organizations other than the DoD.
e. Offerors shall ensure the PPQs provided contain: contract name/title; client point-of- contact(s) with confirmed correct phone numbers and email addresses; geographic location of contract; date contract was substantially complete; final US dollar contract value; description of the contract including scope, dimensions, scale and quality parameters of the contract; and description of the offeror’s involvement with the performance of the contract.
9.1.2 The PPQ included in this solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for Factor 2. Completed PPQs must be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before the proposal closing date, the offeror should complete and submit with the proposal the first two (2) pages of the PPQ which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. OFFERORS SHALL NOT INCORPORATE BY REFERENCE INTO THEIR PROPOSAL PPQs PREVIOUSLY SUBMITTED FOR OTHER REQUEST FOR PROPOSALS. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.
9.1.3 (AM#2) Provide experience narratives for up to five projects submitted for paragraph 9.1.1 describing relevant/similar completed or close to complete projects (see paragraph 9.1.1 a.) to demonstrate experience as the Prime Contractor or Sub-Contractor on projects similar to the Moose Creek Dam Safety Modifications project. For the experience narrative, the contracor may use 11 X 17 pages for presentation of material, however, 11 X 17 pages will be counted as 2 pages.
