This document provides details for a federal contract solicitation for the Moose Creek Dam Safety Modification project. The Army Corps of Engineers Engineering District Alaska is soliciting proposals for construction of a mix-in-place barrier wall in the embankment of Moose Creek Dam at the Chena River Lakes Flood Control Project. The barrier wall is expected to be between 22- and 36-inches wide with an unconfined compressive strength of 200 psi at 28 days, approaching 500 psi in the long term. It will consist of constructing 4.5 miles of barrier wall 56 to 66.5 feet below the crest of the dam embankment using Portland Cement and Bentonite. The solicitation will use a single phase source selection tradeoff process and award a firm fixed price contract to the offeror providing the best overall value to the government considering non-price factors and price. Notifications will be made through the Beta SAM website and offerors should check for any changes to the solicitation. A pre-proposal conference and site visit have also been scheduled as detailed in clause 52.236-27.
