3.1 DREDGING AND EXCAVATION
3.1.1 General
The Contractor shall mobilize and use dredging equipment capable of excavating, removing, and hauling soil as necessary to achieve the required depths specified and shown. The Contractor is responsible for ensuring that no material or effluent is leaked from equipment transporting material to the disposal site by ensuring that equipment typical of that used for this type of work is in good repair and operating properly. The Contractor shall inspect the equipment daily.
The Contractor shall notify the local officials a minimum of 21 calendar days in advance of AM#1... the start of the pre-dredge survey for the harbor under consideration ...AM#1 to allow adequate time for the removal of vessels from the dredge area. All dredging and excavation shall be performed to the depths and grades shown on the drawings, and within the areas shown. The Contractor shall be responsible for selection and provision of the appropriate equipment and dredging methods commensurate with the subsurface conditions presented in this contract.
Side slopes shall be dredged or excavated to the limits and grades shown on the drawings. If any side slope sloughing or erosion occurs in the completed dredge slope, the Contractor shall cease dredging operations in that location immediately and contact the Contracting Officer's Representative.
Caution shall be used and care taken not to damage the float system or piles within the entrance channel and mooring area limits. The Contractor shall inspect the float system and piles daily to ensure that no damage has occurred. The Contractor's daily Quality Control report shall document the results of the damage inspection. The Contractor shall repair at his own expense any damages to the harbor float system or the piles caused by dredging and/or disposal operations. Tieing off or anchoring barges and equipment to the existing breakwater armor rock, docks, floats, or other adjacent harbor infrastructure will not be permitted.
Inspect the work, keep records of work performed, and ensure that gages, targets, ranges, and other markers are in place and usable for the intended purpose. Topics for Part IV. TECHNICAL SPEC SECTIONS AND DRAWINGS
a. General Overview
i. Location: Aurora and Harris Harbors are located adjacent to one another in Juneau, Alaska just north of the Douglas Bridge.
ii. Project Description: Aurora Harbor and Harris Harbor are small boat harbors serving the City and Borough of Juneau. Aurora Harbor was constructed in the early 1960’s and is a 19 acre basin with an authorized depth of -12 feet MLLW in the northern half and -14 feet MLLW in the southern half. The harbor is protected by a 670 foot jetty to the north and a detached breakwater with a wood and steel wave barrier to the west. This project will dredge approximately 6 acres of the -12 feet MLLW portion of the harbor and replace the wood and steel wave barrier with similar construction. The estimated dredge quantity to required depth is 7,100 cubic yards. (Note: Aurora Harbor dredging is an option item.)
Harris Harbor was constructed in 1939 and is an 11.5 acre basin with an authorized depth of -12 feet MLLW. The harbor is protected by a 1540 foot breakwater north of the entrance channel and a 430 foot breakwater to the south of the entrance channel. This project will dredge approximately 6 acres in the southern half of the harbor and will dress up the north breakwater by adding riprap to fill visible voids. The estimated dredge quantity for required depth is 14,800 cubic yards.
Both Aurora and Harris Harbors provide moorage for recreational and commercial fishing vessels. The Contractor will be required to provide access through the project site at all times for boats entering or leaving the harbor.
iii. Schedule: The harbors are very active in the summer months so most of the work under this contract is scheduled for the winter months over the course of two years (see FAR 52.211-10). The contract bid schedule includes items for mobilization and demobilization in both 2019 and 2020.
The Aurora Harbor wave barrier replacement and Harris Harbor breakwater rock work is to be performed between October 15, 2019 and June 30, 2020.
Harris Harbor dredging is required to be completed between October 15, 2020 and February 15, 2021. There is a tanner crab fishery that opens in the latter part of February and no dredging is allowed during that fishery.
Aurora Harbor dredging, if the option is exercised, will be required to be completed between October 15, 2020 and December 31, 2020.
b. Aurora Wave Barrier
i. The existing wave barrier is approximately 1,500 feet long and will be demolished and replaced with a new wave barrier of similar construction.
ii. Environmental mitigation measures during pile activities (Section 01 57 20.01 29- 1.9.1):
All pile removal and pile driving must be performed “in the dry” meaning the water surface elevation must be below the ground/rock surface at the pile location.
A dedicated protected species observer must be on site during pile extraction and driving and shall have no other duties.
All sightings of marine mammals shall be documented on the form in the contract.
There is a 150 meter exclusion zone around the pile work and work shall be shut down if a marine mammal enters, or appears likely to enter the exclusion zone. See Section 01 57 20.01 29 for details of the shutdown requirements.
iii. Section 31 62 16.17 addresses pile driving requirements. A pile driving plan is required prior to the start of any pile related work and shall address pile extraction as well as pile installation.
iv. Drawing G-002, general note 8 addresses incidental work associated with the wave barrier work.
v. Fabricate lumber and timber prior to preservative treatment, see Section 06 13 34, paragraph 2.1.2 Preservative Treatment. Field treat damaged areas and field drilled holes in accordance with paragraphs 2.1.3 Field Treatment and 3.2 FIELD TREATMENT of this section.
vi. New W8x67 piles are uncoated.
vii. Red-lines and as-built record drawings of the Aurora wave barrier shall be provided in accordance with Section 01 78 00.
c. Dredging (Section 35 20 23 and contract drawings)
i. Dredging will be performed in the southern half of Harris Harbor and the northern third of Aurora Harbor. Aurora Harbor dredging is a contract option which may be exercised at any time until July 1, 2020 (see contract clause 52.217-7).
ii. Required dredge depth in both harbors is -12 feet mean lower low water.
Hydrographic surveys were conducted in March 2019 and are included as exhibit drawings. Note that there are a few obstructions identified which must be removed if the obstruction is within the dredge limits.
iii. Dredging will be performed around the harbor floats. To facilitate the removal of vessels from the floats, the contractor shall provide a minimum 21 calendar day advance notice of the start of dredging operations. Dredging shall be performed as close to the floats as practicable to not cause damage to the floats or pilings.
iv. The dredge material disposal site is in Gastineau Channel just east-southeast of Douglas Harbor and approximately 900 feet down channel from a disposal site that was used for the placement of contaminated material from Douglas Harbor in 2015.
v. Section 35 20 23-3.2.3 identifies measures required for the controlled placement of dredge material from Harris and Aurora Harbors to keep material from drifting into the Douglas Harbor disposal site.
vi. Section 35 20 23.13 requires the use of Dredge Quality Management (DQM) instrumentation on the dump scow to monitor disposal location. The DQM instrumentation requires a current annual certification (Letter of National Dredging Quality Management Certification) from the DQM center located in Mobile, Alabama.
vii. Section 01 57 20.01 29-1.9.2 includes requirements for a marine mammal watch during dredging. The requirements differ for dredging with a crane-operated clamshell/bucket versus dredging with a barge-mounted excavator so please review carefully. Paragraph 1.9.3 includes a speed limit of 8 knots on transiting vessels.
d. Surveys (Section 31 09 13.00 29)
i. Pre-dredge and post-dredge hydrographic surveys by an independent certified hydrographic surveyor are required for both Harris and Aurora Harbors. The survey limits for each include the entire harbor rather than just the dredge limits.
Reference COORDINATE TABLE NOTE 2 on V-102 regarding the requirements related to the survey limits shown.
ii. Post-dredge surveys shall also include LiDAR surveys of the breakwaters of each harbor. See Section 31 09 13.00 29-2.1.C.4
iii. Pre-disposal and post-disposal surveys of the Gastineau Channel disposal area are required before any disposal occurs and after all dredge material disposal is complete.
e. Safety Requirements (Section 01 35 26)
i. Floating Plant: Requirements for Floating Service Load Chart and Naval Architectural Analysis are contained in this Section as well as EM 385-1-1. This documentation shall be provided for Government review and approval in the Accident Prevention Plan following contract award.
ii. Site Safety Health Officer (SSHO): Requirements and qualifications for this individual and approved alternates are contained in this Section as well as EM 385-1-1. The Contractor Quality Control System Manager cannot serve as the
SSHO.
iii. Navigation Safety Plan: Requirements for this plan are included in Section 01 19 40.00 29, Special Items. The Navigation Safety Plan shall be included as part of the Accident Prevention Plan.
