"Grubbing consists of the removal and disposal of stumps, roots larger than 3 inches in diameter, and matted roots from the designated grubbing areas. Remove material to be grubbed, together with logs and other organic or metallic debris not suitable for foundation purposes, to a depth of not less than 18 inches below the original surface level of the ground in areas indicated to be grubbed and in areas indicated as construction areas under this contract, such as areas for buildings, and areas to be paved."
Question 1: Is it acceptable to clear, grub, and mulch all areas to 18" in all areas except those within the construction footprint of Missile Field #4 and excavate to 18" within the footprint?
Questin 2: As a point of clarification, does the site of the construction footprint for Missile Field #4 need to be cleared, grubbed and the soil excavated and removed to depth of 18"?
Question 3: Can a drawing overlay be provided to show Missile Field #4 construction site on the area drawing or a call out of how much area in SF will need to be excavated to 18"?
Thank you

1.5 states questions and/or comments are to be received no later than 10 days before the proposal due date, currently March 22. So the questions are due the 12th.
1.8 states a site visit will be determined and visitors are to submit their names, etc. 5 days before the visit.
When the Site Visit Date is announced, could the date for questions be revised so Offerors have at least 2 days after the site visit to ask final questions?
On: Mar 06 2018.
Government Response. . An amendment will be released on Fed Biz Opps with the following information for the site visit: Due to the levels of snow at the site it is not believed that a site visit would provide any information not already provided by the plans. If a contractor would like to visit the site on their own, please contact Bret Styers at 907-306-9291 or Jason Wilson at 907-347-8610 and they will provide access to the site. The bidder inquiry will be extended and will close at 4:00 pm Alaska time on Friday, 16 March 2018 to allow time for any contractors who want to visit the site on their own to submit questions. Section 00 22 11, 5.1.1 of the RFP, submission requirements for Tab A, Factor 1: Specialized Experience states, "The offer shall submit 2 projects which demonstrate experience using mechanical equipment to clear, grub, and dispose of at least 125 acres of land within a 6-week duration."
5.2.1 Evaluation Criteria states that to be acceptable, all of the criteria listed must be met.
We have performed projects of similar size and scope within the required period of performance, however, these projects do not identically match all the criteria listed for Specialized Experience. Would you consider making the criteria less restrictive so that other, qualified companies are not determined to be non-responsive because of this?
On: Mar 07 2018.

Instead of hauling organic debris off site, will it be acceptable to mulch and incorporate all organic matter into the soil profile where actual construction will not take place. For example, mulching and incorporating all organic material over the entire site, less the actual footprint of missile field #4 (presumably 25 acres basis nearby sites).
Will it be acceptable to exclude excavation 18" deep outside of the actual construction footprint of the proposed missile field? For example, only providing excavation 18'' in depth for approximately 25 acres (basis the footprint of nearby sites).
Can you supply a drawing with the proposed missile field overlaid on the site within the construction limits OR Provide dimensions of the proposed Missile site #4 to assist in the calculation of total area to be excavated 18" in depth.

1 ) This question is to clarify if all of Area 1 has to be excavated 18" and the material hauled to the waste pile, or if just the roots greater than 3", stumps, logs, other organic or metallic debris not suitable for foundation purposes, and organic soil must be removed.
Question A of ID 7342883 asked "...and excavate to 18" within the footprint". The answer was yes, but not sure if that was meant to say it was required to excavate the entire Area 1 to 18".
Question B of ID 7342883 asked if "..the soil excavated and removed to depth of 18". The answer said "this section of spec refers to removal of the root systems of trees, brush, etc.", but does not mention that it included excavating and removing all organic and inorganic soils, leading one to believe the entire Area 1 does not have to be excavated and hauled to disposal.
Questions in ID 7367129 talks about excavation of 18" depth but answer was about the area outside Area 1.
Question in ID 7370090 asked if the intent was to excavate a minimum of 18" over the entire site. Answer was "Within Area 1 (as indicated on the plans) the intent is to remove the root systems to a depth of 18". Again not saying the entire Area 1 had to be excavated to 18" and hauled to waste.
Question in ID 7370221 asked "how many acres need to be grubbed and excavated to a minimum depth of 18", with the excavated material hauled to the disposal site..." Answer was approximately 75. This appears to say the top 18" has to be hauled off.
Question in ID 7372825 asked "within the MF #4 and the Landfill Road footprints, will excavation depths of 18" be required?" Answer was "...removal of root systems to a depth of 18" will be required." This appears to say not everything needs to be excavated to 18" and hauled off in these areas, just the organics.
On: Mar 22 2018.
Government Response. . Only roots greater than 3", stumps, logs, other organic or metallic debris not suitable for foundation purposes must be removed from Area 1. Topsoil to remain and will be removed by CP#02 contractor. Area 2 will allow for grinding/mulching of tree stumps. If whole trees are to be mulched, they are to be mulched and hauled away. Question in ID 7370091 asked about depressions below 18" depth being filled to the 18" depth or original ground.
The answer was original ground. However, answer to ID 7370224 said organics below 18" do not have to be removed, making this a moot point. Is it correct that, given the case we are required to excavate all of Area 1 to 18", we are not required to backfill to original ground? Is it correct that, if we are only required to remove roots larger than 3", etc. and not excavate the entire Area 1 to 18", we will be required to bring in fill and bring to original grade those areas that have depressions due to cases such as removing a large stump?
On: Mar 22 2018.
Government Response. . Only roots greater than 3", stumps, logs, other organic or metallic debris not suitable for foundation purposes must be removed to depth of 18" as specified in 31 11 00. Contractor to smooth depressions to conform with adjacent surface.

Is it the government's intention to only receive proposals from clearing/mulching contractors? There is a significant amount of unusable excavation associated with the Area 1 work. The submittal requirements stated in 5.1.1. may unintentionally exclude heavy civil contractors (that typically subcontract clearing/mulching work) that are capable of doing the work.
On: Mar 22 2018.

Mulching--mulchers typically remove the top soil to a maximum depth of six inches. A prior answer said 75 acres will be cleared, grubbed and hauled to 18". That leaves 292 acres that can be mulched to 18" and remain in place (not hauled).
What are methods/equipment acceptable to the gov't to mulch to a 18" depth and keep all the material/debris in place without excavating or grubbing?
On: Mar 23 2018.
Government Response. . Direction has not been provided in specifications or drawings directing the contractor to mulch. Grinding/mulching are means for tree stump removal. If contractor elects to mulch trees

1. 00 21 00 /1.1 General description of Work (Ref also question 7363286). States "total tree clearing of Approximately 252 and clearing and grubbing of 367 acres". On the 367-252= 115 acre area slated for "clearing and grubbing", is it the Gov'ts intent that this area be cleared and mulched prior to grubbing and the subsequent hauling and disposal of the grubbing material? Or is this 115 (or 75 acres) acre area only to be grubbed, without prior tree clearing?
Prior answers said 75 acres only is to be cleared, grubbed and hauled. We're trying to reconcile answers that appear to be somewhat in conflict.

3. Is the intent of "mulching to a depth of 18" mean that the grubbed material is to be mulched prior to grubbing?
