• Are the proposed colors and material finishes conducive to the working environment of the facility?

• Has the proposal addressed/provided for natural and artificial light in working spaces and is the arrangement of fenestration and lighting fixtures in the spaces conducive to space usage?

• Has “support item” placement been considered and addressed in the proposal to enhance the environment? For example: placement of supply/exhaust devices, placement of electrical panels, and placement of exhaust fans, etc.

• Does the proposal provide for acoustic control of noise in the fire station?

5.2.2.3. Minimum Space and Facility Size: The proposal must include all the mandatory spaces in response to the requirements set forth in Section 01 10 00, Statement of Work. For this element, proposals will be evaluated on compliance with these requirements. Individual areas may slightly exceed the requirements, so long as building function is not compromised elsewhere and as long as the overall square footage is not greater than that as described in

Section 01 10 00, as authorized by Congress

5.3. VOLUME 1- TAB B – SUBFACTOR 2 - QUALITY OF BUILDING SYSTEMS AND MATERIALS

5.3.1. General. As part of this Subfactor, the Government has identified certain items as desirable features or preferable items. Desirable features are identified below in the evaluation criteria. Preferable items are listed in order of priority. These items, along with any Offeror-identified betterment, will be given additional consideration during the evaluation process, provided that they are included in the proposed base price and are within the contract cost limitation

(CCL) identified in the Solicitation.

Preferable Items:

1. Day lighting via insulated translucent wall systems located on all four sides of apparatus bay. System shall consist of translucent wall panels with minimum light transmission of 17% and U-factor of 0.05 thermally broken.

2. Sound absorption panels/baffles in ceiling and/or on walls to reduce noise in the apparatus bay. Baffle face area will ideally total at least half of the total combined wall and ceiling area of the apparatus (less doors). Sound baffle core should be inert, mildew resistance and meet fire rating ASTM E- 84 class I.

Baffles will ideally have noise reduction capability of 25 STC or 0.80 NRC, minimum.

3. Laminate solar panels mounted to vertical building surfaces.

5.3.2. Submission Requirements:

5.3.2.1. Presentation Drawings

There are no specific drawings requirements for this Subfactor. However, the Offeror has the option of providing concept level drawing information for specific materials and/or systems which the Offeror feels are necessary to describe the proposed systems or materials in the drawings provided under Tab A.

5.3.2.2. Technical Approach Narrative:

Provide technical approach narrative, both qualitative and quantitative, defining the elements of the proposal. It is the responsibility of the proposer to ensure that all aspects identified in the evaluation criteria below are addressed.

Maximum total length for the narrative shall be ten (10) typewritten pages.

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

Water vapor migration resistance shall be less than 0.06 Perm (Class I per ASTM E-96 Procedure A) and have a fire-rating meeting Class 1, Class A flame spread ratings per ASTM E 84 or be approved for use as a thermal/ignition barrier per UL 1715 Fire Test of Interior Finish Materials. Color to white, off-white or light gray.

c. At locations where vapor retarder is installed over exposed wall finishes (gypsum wall board, wood paneling, metals or other architectural finishes materials), quality standard shall be equal to spray or roller applied, low/no VOC synthetic resin, water based latex emulsion or latex primer sealer with a water vapor migration resistance of less than 0.06 Perm (Class I per ASTM E-96 Procedure A), have flame spread ratings as required by 2015 IBC for Interior Finishes, be tested in accordance with ASTM E 84 and be compatible with application substrate and finish paint coatings.

Color to be white, off-white or neutral base.

d. Brush, roller or spray-applied vapor barrier products shall be applied per manufacturer’s instructions and shall not be thinned to improve application ease or be color tinted without expressed approval of the manufacturer. Color coats (finish paint coatings) if used, shall be through independent painting process with paint products compatible with vapor barrier coating as approved by the vapor barrier coating manufacturer.

F. Air Barrier - Continuous air barrier shall be installed throughout the building envelope. Air barrier system leakage shall not exceed must not exceed 0.4 cfm/ft2 (2.00 L/s-m2) when test results are extrapolated to 0.3 inches water (75 Pa). AM08.. Use of 0.2 inches water (50 Pa) test pressure allows for the use of the building HVAC system to provide test pressure. Determine air leakage pathways using ASTM E 1186-03 Standard Practices for Air Leakage Site Detection in Building Envelopes and Air Barrier Systems, and perform corrective work as necessary to achieve the whole building air leakage rate specified above and any more stringent requirements for building performance standards required elsewhere in this

2.3.10 Exterior Signage

A. Signage shall be integrated into the building and site design in an attractive manner, in accordance with Air Force sign standard in UFC 3-120-01, exterior identification signs, and regulatory and parking regulation signs.

2.3.11 Glazing

A. Glazing for Fire-Rated Windows: UL listed and rated in accordance with ASTM E 2010.

Wired glass shall be Type II flat type, class 1, q7 decorative, form 1 wired and polished both sides conforming to ASTM C1036.

B. Windows shall bear an identifying UL label or the label of a nationally recognized testing agency as tested in accordance with NFPA 257.

e. Load design criteria: Heating load calculations shall not include people gain, lighting gain and gain from equipment. For cooling load calculations the degree of activity for all people shall be moderately active office work. Lights shall be included in calculations based on the actual quantity/power provided. Any additional equipment furnished under this contract shall also be included in the calculation for the appropriate space. Comfort cooling shall be by outdoor ventilation only and shall be sized such that the space temperature of areas cooled for comfort be 78 degrees Fahrenheit or less 90% of the year. Loads such as the pick-up heating load for the Apparatus Bay and snow melt system loads which do not occur concurrently may be considered in the diversity of the total facility heating load.

f. Ventilation air: Calculations determining minimum outside ventilation air and exhaust shall be provided for each building space. Ventilation rates shall be in accordance with the current edition of the ASHRAE 62.1. Ventilation shall be at a continuous rate. Outside air quantities shall be sufficient to meet ventilation requirements. Outside air quantities and exhaust air quantities shall be sufficient to maintain the following pressure relationships:

i. Maintain a neutral pressure 1) inside the Apparatus Room relative to the outdoors.

ii. Maintain a positive pressure 1) Inside in the Administrative/Sleeping area relative to the outdoors and to the Apparatus Room, 2) Inside any Data / Communications Rooms and the Emergency Communications Room relative to adjacent spaces AM08... 3) Inside the Sleeping Rooms relative to adjacent spaces.

iii. Maintain a negative pressure, 1) Inside the Sleeping Rooms relative to adjacent spaces, 2) Inside the Restrooms relative to adjacent spaces, 3) 2) Inside the PPE Storage Room relative to adjacent spaces. ...AM08

g. Storage rooms shall be considered occupiable and shall be ventilated according to their intended storage use.

h. Piping calculations: Calculations shall be provided for pressure drop calculations for all piping systems, including head loss calculations for all pumps.

01 10 00 Para 2.5.2 - Mechanical Systems

Pumps shall have automatic lead/lag feature. Receiver shall be cast iron and shall be provided with condensate return, vent, overflow, inlet strainer, pump suction connections, and a high level alarm connected to the DDC.

iv. Steam and condensate return valves shall be cast steel flanged class 150 for high pressure steam up to and including the steam pressure reducing valve. Bronze valves are allowed only on blowdowns and traps when less than 2”. Bronze valves shall be 300 lb class, bronze body, union bonnet, rising stem, threaded. Threaded valves shall be provided with a union installed adjacent to valve to allow valve removal. Cast Steel valves are allowed only for high pressure steam up to and including the steam pressure reducing station (PRV). Union shall be located on building side and not between the valve and the main.

i. Strainers, basket or Y-type shall be the same size as the pipe in which they are installed. Strainers shall be rated for 125 psi minimum.

j. Steam coils shall not be used.

C. Steam Boiler (Option Item 4)

a. Provide a redundant oil-fired boiler heating system to supply heat to the building.

b. Provide a minimum of two boilers, each sized at 60% of building capacity.

c. Provide for manual and automatic switchover of heating systems.

d. Provide fuel storage systems as described under Paragraph J. Fuel Systems below.

D. Hydronic Heating System.

a. The hydronic systems shall be heated using base-wide steam through a steam to glycol heat exchanger as described under section B (Steam Heating System), h (Steam heat exchanger system) above. The temperature of the glycol shall be reset based on the outdoor air temperature.

b. Pumps. Provide inline or base mounted centrifugal pump for each hydronic system provided. Variable speed pump control as an energy savings measure shall be included for motors 1 HP and above, unless the calculated energy savings does not pay for the added costs of equipment and installation within 10 years. Provide flexible connections and pressure gauges on pump inlet and outlet on pumps with capacities greater than 10 gpm. Provide primary and backup pump for each hydronic system provided. Primary and backup pump shall be piped and valved to allow each pump and motor assembly to be removed for service without affecting the operation of the second pump. Strainers shall be provided upstream of each pump.

c. Air separator. Provide air separator for each closed hydronic system. Pipe vent to glycol make up tank.

2.8 HAZARDOUS MATERIALS

A pre-renovation hazardous materials assessment of AM08…old Fire Station Building 251 on Clear AFS has been Building 1337 on Eielson AFB will be…AM08 conducted in anticipation of the current project. Suspect materials will be sampled and analyzed for asbestos, lead, PCBs, mercury, radio isotopes and any other suspect hazardous material encountered during the course of the site assessment. Per 40CFR part 61 29CFR1926and 29CFR1910 an accredited asbestos building inspector will secure representative samples of suspect materials and those samples will be analyzed for asbestos content by an accredited lab. The EM 385-1-1, section 6, enumerates Army Corps of Engineers requirements for conducting construction where the potential exists for the disturbance of asbestos. Materials encountered during the renovation which were not addressed in the referenced assessment should be considered ACM until tested. Unless suspect materials are assessed for asbestos content they must be considered asbestos containing materials (ACM) and handled accordingly.

In addition to asbestos there is the potential for exposure to lead from building components as well as coatings during renovation/construction. Section 6 of EM 385-1-1 contains the requirements for conducting construction where a lead hazard is present.
