1.10 JOINT VENTURE AND LLC PROPOSAL REQUIREMENTS
When proposing as a joint venture, all members of the joint venture shall sign the SF 1442 unless a written agreement by the joint venture is furnished with the proposal designating one firm with the authority to bind the other member(s) of the joint venture. In addition, a copy of the joint venture agreement shall be submitted with the proposal. Failure to comply with the foregoing requirements may eliminate the proposal from further consideration.
If this is an 8(a) or HUBZone joint venture, the offeror shall ensure that it complies with the applicable requirements of 13 CFR Part 124 and 13 CFR Part 126, respectively.
When proposing as a Limited Liability Company (LLC), a member authorized to bind the LLC shall sign the SF 1442. A copy of the LLC Certificate of Organization, Articles of Organization and the Operating Agreement shall be submitted with the proposal.
1.11 BUY AMERICAN ACT ADVISORY NOTICE
Your attention is invited to the provision 52.225-9, Notice of Buy American Act Requirement-Construction Materials. You are advised to inform your potential subcontractors and suppliers of the Buy American Act requirements contained in this solicitation. Subparagraph (b) of the clause provides instructions for pre-award determinations as follows: “Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American Act should submit the request to the Contracting Officer in time to allow a determination before submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-10 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy American Act before submitting its offer, or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.” In accordance with FAR Part 25 Foreign Acquisition, subpart 25.205 entitled Post Award determinations, subparagraph (a), if a contractor requests a determination regarding the inapplicability of the Buy American Act after contract award, the contractor must explain why it could not request the determination before contract award or why the need for such determination otherwise was not reasonably foreseeable.

1.2.6 SCR-GE060 Qualifications Of The Contractor Quality Control

1.2.7 SCR-GE070 Requirements For Contractors Performance Evaluation:
The Government will evaluate the contractor's performance and prepare a performance report using the Contractor Performance Assessment Reporting
System (CPARS), a web-based system (https://www.cpars.gov/). After an evaluation (interim or final) is generated by the Government, the contractor will have the ability to access, review and comment on the evaluation for a period of 30 days. If the Contractor fails to review, and or comment on the evaluation within the 30-day period, the
Contracting Officer will take the appropriate steps to finalize the evaluation without the contractor's comments. It is the sole responsibility of the Contractor to purchase any necessary software to access the electronic system, including a Public Key Infrastructure (PKI) certificate. Contractors are encouraged to obtain and use the Public Key
Infrastructure (PKI) certificate. Details and information to access the system are listed below. The contractor shall provide the Contacting
Officer the primary contact name and email address in order to receive the initial email and to access the system. Additional information and training material is available at https://www.cpars.gov/. This web site will give the contractor an understanding of the system and levels of access, the policies and regulations governing CPARS and the electronic workflow with particular attention to the Contractor comment function.
Contractor users are required to obtain a PKI certificate in order to log into CPARS. PKI certificates can be purchased from DoD's industries partners under External Certificate Authorities (ECAs). A list of ECAs vendors is available at http https://www.cpars.gov/main/pki_info.htm.

PART 2 PRODUCTS
2.1 GENERAL
The HEMP shielded doors provided under this section shall be of the pneumatic (RF gasketed air bladder) type. The HEMP shielded hatches provided under this section shall be of the recessed fingerstock type.
All HEMP shielded doors or hatches of the same type and width at the site shall be provided by the same manufacturer. HEMP shielded door or hatch rough and clear opening dimensions shall be as required per the enclosure manufacturer.
Shielded doors or hatches shall be furnished as complete assemblies including rigid structural frames, leafs, hinges, latches, and all other parts necessary for operation. Door control systems shall include all necessary hardware and accessories. All required electrical filters shall meet Section 13 27 54 HIGH ALTITUDE ELECTROMAGNETIC PULSE (HEMP)
PROTECTION SUBSYSTEMS and MIL-STD-188-125-1 acceptance and verification pulsed-current injection (PCI) performance requirements.
HEMP shielded door or hatch assemblies shall be suitable for repetitious use. Adequate structural strength and permanent sealing is required to meet the total specification, usage, and 15 year service life requirements. Assemblies including doors or hatches, hardware, shielding devices, sealing operating mechanisms, and other components shall function properly through 100,000 cycles of use while maintaining the shielding effectiveness requirements provided in this section.
2.1.1 Shielding Effectiveness Performance
When installed into the host facility, the shielding effectiveness of the
HEMP shielded door or hatch shall meet the minimum performance requirements provided in MIL-STD-188-125-1. The HEMP shielded door or hatch shall provide a shielding effectiveness performance margin of 0 dB above that required by MIL-STD-188-125-1.
2.2 HEMP SHIELDED DOOR LEAF AND FRAME
Steel conforming to ASTM A36, ASTM A366, ASTM A568, ASTM A1008, ASTM A1011, or AISI 304/304L and be stretcher leveled, and shall be installed free of mill scale. Metals shall be thicker where indicated or required. Provide metal thresholds of the type for proper shielding at the floor, rising not more than AM03 1/4 1/2 AM03 inch above finished flooring. Supply assemblies complete with a rigid structural frame, hinges, latches, and all parts necessary for operation. HEMP door leaf and frame shall be made of corrosion resistant steel or stainless steel and shall be suitable for welding to surrounding structure and shield. HEMP shielded door shall be non-sagging, and non-warping. The door shall have a minimum clear opening of 36 inches wide and 84 inches high, actual door dimensions are provided on drawings. When the shielded door has knife edge and when it is exposed to moist air containing salt (near the sea coast), uncontrolled environment or corrosive environment; knife edge shall be made out of stainless steel 430 (magnetic type) series. Shielded door leaf and frame shall be provided with a rust-inhibiting primer by the manufacturer. For security reason, locate controls and locking mechanism inside HEMP space so that unauthorized personnel cannot tamper.

j. Filter Life Test: The filter life test shall be performed in accordance with MIL-PRF-15733G, subsection 4.6.19, except that the filter shall be mounted and grounded in the filter/ESA assembly enclosure or mounted and grounded on a metal plate by the same methods that will be used for mounting and grounding in the enclosure. The test shall be made in still air, and the filter/ESA assembly shall be heated to a test temperature of 85 plus/minus 5 degrees C, while the filter/ESA is not operational. The filter shall be removed from the heat source and then operated at rated voltage and rated full-load current.
2.6.6 Electrical Surge Arresters
ESAs shall be new and shall be standard products of a manufacturer regularly engaged in the manufacture of such products for at least the previous 5 years. The ESAs shall essentially duplicate items that have been in satisfactory use for a period of at least 2 years. ESA vendor identification and experience data, drawings and catalog cuts for the ESAs to be supplied, manufacturer recommended installation and maintenance procedures, and other printed documentation shall be submitted to the Contracting Officer for approval at least 60 days before shield assembly and installation is scheduled to commence. All ESAs with the same operational ratings and functional requirements at the site shall be provided by the same manufacturer and shall be of the same model number.
2.6.6.1 Orientation
ESAs shall be designed for operation, transport, and storage in any orientation.
2.6.6.2 Interchangeability
ESAs with the same operational ratings and functional requirements and furnished under the same part number shall be interchangeable.
2.6.6.3 Safety
ESAs shall conform to the safety standards of UL AM03 1283 1449 AM03, 3rd Edition and shall be qualified for Underwriters Laboratory (UL) listing.
2.6.6.4 Terminal Strength
Unless otherwise shown on the drawings, ESA terminals shall withstand a 20-pound pull without damage and degradation when tested in accordance with the ESA testing portions of this specification.
2.6.6.5 ESA Performance Requirements
a. Operational Ratings: The operating voltage ratings, the full-load current ratings, and the operating frequency or frequency band of the circuits on which the ESAs will be installed are shown on the contract drawings. ESAs shall be designed for use in circuits with the specified operating parameters.
b. MOV Voltage at 1 mA dc Current and Spark Gap dc Breakdown Voltage: Voltages at 1 mA direct current (dc) current for MOVs shall

h. ESA Pulse Life Test: The ESA pulse life test shall be performed with the ESA mounted and grounded in the filter/ESA assembly enclosure or mounted and grounded on a metal plate by the same methods that will be used for mounting and grounding in the enclosure. A pulse generator shall be connected between the high-voltage terminal and the enclosure (or plate). The pulse generator shall be capable of providing repetitive 4-kA current pulse on 50 X 500 naosecond waveshapes into the ESA. Current through the ESA and voltage across the ESA shall be monitored on oscilloscopes or transient digitizing recorders. The ESA shall be visually monitored during a series of the specified number of pulses and, after the series, shall be inspected for charring, cracks, and other signs of damage or degradation. For the ESA to be considered satisfactory, the MOV voltage at 1 mA dc current or spark gap dc breakdown voltage test must remain within the device manufacturer's published values for the type of test performed.
2.6.7 Filter/ESA Assemblies
2.6.7.1 Transient Suppression/Attenuation Performance
The filter/ESA assemblies shall meet the transient suppression/attenuation requirements of MIL-STD-188-125-1.
2.6.7.2 Filter/ESA Assembly Transient Analysis
Prior to installation of filter/ESA assemblies, contractor and shielding specialist shall provide a transient analysis to demonstrate that the filter/ESA assemblies will meet the short pulse PCI residual requirements. The analysis shall be performed using a computer modeling software(PSpice or similar). A transient analysis report shall be prepared by the contractor and shielding specialist and shall be submitted to the Contracting Officer for approval. AM03 In lieu of the transient analysis, the contractor can provide experience data for the filter/ESA combination that states that it has successfully passed MIL-STD-188-125-1 PCI testing in the past or a factory MIL-STD-188-125-1 PCI test may be performed. 2.6.7.3 Filter/ESA Factory Inspections
Visual inspections shall be conducted on 100 percent of the Filter/ESA assemblies to be provided on this project to ensure that the units are of high quality and workmanship, to verify that the filter/ESA assembly enclosures are intact, to determine that the electromagnetic seals for shielded compartments are in good condition, and to ensure that the assemblies are properly marked with required standards compliance labels, nameplates, and HCI labels.
2.7 WAVEGUIDE ASSEMBLIES
Waveguide-below-cutoff (WBC) protection shall be provided for all HVAC, piping, plumbing and fiber optic cable penetrations of the HEMP shields as shown in the project drawings. These WBC penetration protection devices shall have transverse dimensions such that the waveguide cutoff frequency is at least 1.5 GHz. The lengths of the WBC shall be at least five times the cross-sectional diameter for circular waveguides and at least five time the diagonal cross-sectional cell dimension for rectangular waveguides. No conductors (electrical wiring, louver operating rods, fiber optic cable metallic strength members or shields, pipes or hoses, etc.) shall be permitted to pass through the WBC.

IDT Switchgear 42822 be repaired or replaced when removed or damaged during the welding process.
The bond on conduit and fittings shall meet requirements of NEMA RN 1. No coating shall be applied to any surface that would interfere with the electrical conductivity requirements of the conduit systems including the mating surfaces of the conduit and coupling threads. Installation of the PVC coated rigid steel conduit system shall be performed in accordance with the manufacturer's instructions.
2.9.3 Shielded Conduit PVC Coating Repair
Contractor shall prepare a plan for repair of shielded conduit PVC coating based on recommendations from conduit manufacturer. Repair plan shall indicate the materials and procedures that will be used when repairing the exterior PVC coating on the shielded conduit, particularly where conduits are required to welded. Contractor shall submit the shielded conduit PVC coating repair plan to the contracting officer for approval.
2.10 HEMP SHIELD GROUNDING
Ground conductors used to connect the shielded manholes to the earth electrode system shall be bare copper and at least 4/0 AWG (American Wire Gage), or as shown on drawings. Ground conductors shall be exothermically welded to the exterior face of the steel plate. Inside the HEMP shielded manhole, connections to the HEMP shield shall be made by exothermic weld to the steel HEMP shields or as shown on the drawings. The ground conductors shall be welded or brazed to the ground rod. Ground rods shall be as specified in Section 33 71 02 ELECTRICAL DISTRIBTUION SYSTEM, UNDERGROUND.
2.11 BUILT-IN SHIELD MONITORING SYSTEMS
2.11.1 General Requirements
Built-in shield monitoring capabilities include installation of insulated SELDS wires as shown on the drawings in the following locations:
a. Under the ISE HEMP floor shield (drive wires). SELDS drive wires shall be routed in PVC conduit within the enclosure under the floor shield.
b. Inside shielded ductbank conduits
All installed SELDS drive wires shall be #10 type RHW-2/PVC (Circuit Schedule type U) insulated cable, or as indicated on the drawings.
As an acceptable alternative to underfloor SELDS wires, Contractor may provide connection points on HEMP shield at the bottom corners of each HEMP enclosure. The four corner connection points shall provide easily accessible accommodations for attaching SELDS testing wires without soldering or welding testing wires to the shield.
2.11.2 ISE HEMP Floor Shield and Stem Wall Monitoring Systems
The floor shield SELDS wires are routed in PVC conduit to terminals in connection boxes, where they can be connected to the RF source and RF sensing equipment of a shielded enclosure leak detection system (SELDS).
The wires shall run continuously for the length or width of the shielded enclosure along the principal shield weld seams. The conduit shall be centered along the overlap with a tolerance of plus or minus one inch. The conduit shall maintain a one and one half inch distance from the shield with a tolerance of plus or minus one half inch. The SELDS wires shall be

3.3.4.3 Preliminary Shielding Effectiveness Testing
The preliminary shielding effectiveness test shall be conducted after the shield is closed, but before the 15 kV cable is installed and before the exterior concrete is installed. The purpose of the preliminary test is to identify shield defects while the shield is exposed and easily accessible for repairs. Comprehensive testing of the entire shield surface shall be performed using shielding effectiveness measurement techniques at test areas and test points as prescribed in the approved preliminary shielding effectiveness test plan and procedures document. The specific shielding effectiveness test procedures in MIL-STD-188-125-1 and the services of an independent testing specialist will not be required for the preliminary shielding effectiveness testing. Shielding defects found during the preliminary test shall be corrected and shown to provide the required performance before interior equipment and finishes are installed in the affected areas.
3.4 INSTALLATION OF SHIELDED DOORS
3.4.1 Installation of Recessed Fingerstock Shielded Doors
The door frame shall be continuously welded to the shield subframe. The door frame shall be welded to the HEMP shield using Metal Inert Gas (MIG) method. The installer shall use skip welding technique to minimize warpage. The structural system supporting the door frame shall provide proper support for doors and frames. The welds shall be in-progress tested. See drawings for further information.
The HEMP shielded door manufacturer's authorized technical expert shall be on site to supervise and install the frame and shielded doors per manufacturer's recommendations. HEMP shielded door manufacturer's authorized technical expert shall ensure the frame and shielded door are installed without warpage or misalignment that would degrade the performance of the installed HEMP shielded door. The HEMP shielded door assemblies shall be installed as complete assemblies in pre-existing, prepared openings. The installer shall exercise care during installation to prevent damage, especially to finger-stock (contact fingers) and or RF gaskets.
3.4.2 HEMP Door Frame Accessibility
The door frame shall be installed to allow access for future removal with a minimum of demolition. The access provided shall be to the entire periphery of the door frame where it is attached to the shield, including the threshold, both inside and outside the shield. Alignment shall be maintained within tolerances shown in approved shop drawings during installation, tack welding, and final welding of the the HEMP shielded door assembly to preclude warpage. Three-point latches shall be installed on the HEMP shielded room side of the door.
3.4.3 Site Specific Repairs and Temporary Fixes
All corrections and repairs shall be approved by the Contracting Officer.
Modifications to the door and frame design will not be allowed. Normal troubleshooting aids, such as bronze wool, conductive tape, conductive caulking, peices of RF gaskets of all shapes and sizes, rope gasket, and microwave absorber, shall not be used to correct design or manufacturing deficiencies of the HEMP shilded door. Conduit Size Number of Full Threads
Conduit threads shall be cleaned to remove any dielectric or insulating coating prior to assembly. Only conducting thread lubricants such as graphite shall be used.
3.8.2 Installation of Above Ground and Interior Shielded Conduit
Interior shielded condiuts shall be RGS or flexible HEMP shielded conduit as shown on the drawings. Exterior above ground shielded conduits shall be PVC-coated, rigid galvanized steel conduits or flexible HEMP shielded conduits as shown on the drawings.
All dielectric coatings shall be removed from shielded conduit threads.
Dielectric coatings shall be removed from conduits where they are to be welded, prior to any welding taking place. Conduit threads shall be cleaned prior to making up shielded conduit joints.
3.8.3 Installation of Underground Shielded Conduit
Underground shielded conduits shall be direct buried and shall be composed of threaded and welded, PVC-coated, rigid galvanized steel conduits.
3.8.3.1 Shielded Conduit Installation Quality Control
The quality control program for shielded conduit installations shall include weld inspections and tests and conduit shielding acceptance testing. Circumferentially welded joints in the conduit runs shall be visually inspected under high intensity lighting conditions, using mirrors and magnifying glasses as required to view completely around the conduit, and/or dye penetrant tested completely around the conduit. Quality control for all other types of welded conduit joints and welds at conduit penetrations into shielded manholes shall be in accordance with procedures for in-progress primary shield weld inspections and testing.
The quality control program for the shieled conduit shall include the inspection for the placement and repair of the PVC coating on the conduit.
Results of quality control inspections and tests on the shielded conduit installations shall be reported to the Contracting Officer in the Daily HEMP QC Reports.
3.9 GROUNDING
AM03 The contract drawings indicate the extent and general arrangement of the manhole shielded enclosure grounding system. The grounding shall employ the equipotential grounding plane method in accordance with , NFPA 70, NFPA 77, NFPA 780, IEEE Std 142, MIL-STD-188-124, and MIL-HDBK-419. Ductbank grounding wires shall be exothermically welded to the existing EMHS external ground ring. Grounding conductors inside the conduits shall be bonded to the existing manhole internal ground bus.AM03 Grounding cables used to connect the manhole HEMP shields to the grounding rods shall be exothermically bonded.
3.9.1 Grounding Quality Control
Quality control for grounding conductors and electrical bonds to the manhole HEMP shield and earth electrode subsystem shall be in accordance with requirements of specification 16375 - ELECTRICAL DISTRIBUTION SYSTEM, UNDERGROUND. Additionally, the HEMP shield shall be visually inspected under high-intensity lighting conditions in areas where the grounding conductors are bonded to ensure that there are no burn-throughs or other

Results of quality control inspections of grounding conductors and electrical bonds shall be reported to the Contracting Officer in the Daily HEMP QC Reports.
3.10 INSTALLATION OF BUILT-IN SHIELD MONITORING SYSTEMS
Built-in SELDS drive wires shall be installed for shield quality control monitoring purposes where specified in Subpart BUILT-IN SHIELD MONITORING SYSTEMS. The SELDS drive wires shall be in place after completion of the construction project for potential use in monitoring the HEMP shield and conduit shielding performance over the operational lifetime of the HEMP shield.
3.10.1 Installation of ISE HEMP Floor Shield Monitoring Systems
The wires and conduit shall be routed concealed within the floor assembly and wall assembly as close as practical to the outer surface of the wall assembly, and routed in PVC conduit to the appropriate SELDS junction box.
SELDS testing for the walls is not required as long as proper space is provided to perform SE testing of the walls.
3.10.2 Installation of HEMP-shielded Manhole SELDS Drive Wires
3.10.2.1 Installation of Conduit Shield Monitoring Systems
SELDS drive wires shall be installed in all sections of shielded conduit runs as shown on the contract drawings. Prior to the conduit shielding acceptance test, insulated SELDS drive wires shall be pulled through the conduit sections to the SELDS termination pullbox at the manhole and terminated at 50-ohm N-type bulkhead feedthrough connectors.
It is anticipated that the SELDS drive wires will need to be pulled out of the conduits after the conduit shielding acceptance test and reinstalled with the power feeders. After reinstallation, the SELDS drive wires shall be terminated as shown on the drawings.
3.10.3 SELDS Junction Boxes
3.10.3.1 ISE HEMP Floor Shield Monitoring Systems SELDS Junction Boxes
SELDS junction boxes for the ISE floor SELDS wires shall be provided on outer walls, with SELDS wires routed to the junction boxes in PVC conduit. The junction boxes shall be of the type indicated on the drawings and shall have a hinged door. Each drive wire shall be electrically connected to an insulated terminal and shall be identified with a laminated plastic nameplate engraved with the unique wire number.
A separate laminated plastic plate on the inside of the each junction box cover shall provide a complete physical location diagram for the under-floor SELDS system , with each drive wire identified by its wire number.
3.10.4 Quality Control for Installation of SELDS Drive Wires
Continuity checks shall be conducted on all SELDS drive wires in accordance with the HEMP Quality Control Plan and Procedures. For the conduit wires, the continuity checks shall be made from manhole to manhole.
The SELDS system installation quality control program shall also include in progress primary shield weld inspection and testing of the circumferential welds joining the SELDS penetration entry plate to the

IDT Switchgear 42822 accordance with shielding effectiveness test procedures in IEEE STD 299.
The extended frequency testing shall be conducted after or in conjunction with acceptance testing described in subsection ACCEPTANCE TESTING.
3.12.3 Extended Frequency Test Points
Comprehensive testing of the entire ISE shielded surface is not required.
A minimum of ten test points shall be established. Example test points include the following:
a. shielded doors
b. ventilation waveguide assemblies
c. mechanical penetrations
d. electrical penetrations
e. typical shielded wall
Measurement axes for test points shall be normal to the shield surface at the geometric center of any shielded doors and ventilation waveguide assemblies and at the centerlines of penetrating pipes or conduits for piping and electrical penetrations.
3.12.4 Extended Frequency Test Frequencies and Antenna Polarizations
For each test point, shielding effectiveness measurements shall be made from 1GHz through 50GHz. Measurements shall be made at a minimum of ten test frequencies with two antenna polarizations. Test frequencies shall be logarithmically spaced through the test frequency range. This is in additional to all MIL-STD-188-125-1 required testing. To follow prior extended frequency tests performed on site, the following frequencies should be selected:

3.12.5 Extended Frequency Test Report
The ISE extended frequency test report shall be submitted to the Contracting Officer within 15 days after the completion of testing. The extended frequency test report shall include, but not be limited to, shielded enclosure identification and a reference to the applicable test plan; a discussion and rational for any deviations from the test plan;
test calibration and measurement data.
3.13 TRAINING
Training shall be in accordance with the requirements in Section 01 78 00
OPERATION AND MAINTENANCE DATA.

1.5.1 Fire Protection and Detection Systems
Provide all labor, equipment and materials as required by this project for proper installation and operation of all prefabricated equipment enclosure fire protection systems in accordance with this specification and as shown on the drawings. Contractor shall submit sufficient data to enable approval to be given for applicable systems.
1.5.2 Electrical, Communication, and Instrumentation and Control Systems
Provide all labor, equipment and materials as required by this project for proper installation and operation of all prefabricated equipment enclosure systems, including lighting, receptacles, communication, instrumentation and controls, and equipment, in accordance with this specification and as shown on the drawings. Contractor shall submit sufficient data to enable approval to be given for applicable systems. As a minimum: design drawings, calculations, and catalog information shall be provided. Where circuits and raceway routings are not indicated on the associated enclosure drawings, the Contractor shall provide, route, install, and terminate all circuits and raceway to provide complete and operational systems. Factory installed electrical devices within the prefabricated equipment enclosures shall be UL listed. Factory installed wiring system shall bear UL Classification insignia certifying compliance with NFPA 70.
All electric work shall be in compliance with NFPA 70.
1.5.3 Lifting and Installation
Deflection during lifting shall not exceed 0.25 inch per 10 feet. Base shall be designed for mounting on a concrete slab, and shall have removable lifting/jacking devices to facilitate handling and installation. The normal lifting for transportation and installation shall be by means of a crane making a single point lift using suitable rigging. All equipment on the inside the enclosure shall be sufficiently attached so as to not be damaged during lifting and installation procedures. Provide fasteners on the containers designed for anchorage to the foundation structures indicated on the drawings. Conceal all fasteners to protect them from damage from all site weather conditions.
Deflections resulting from environmental loadings, hauling, and lifting shall be limited to ensure the integrity of the HEMP shielding is not compromised.
1.6 DESIGN REQUIREMENTS
1.6.1 Specification and Drawings
The Contractor is responsible for the final design enclosure dimensions and site locations.
All equipment and components necessary to meet the requirements herein shall be provided, even if not shown on the drawings.
1.6.1.1 Transportation and Not Reconstitutable Requirements
The Contractor shall select how to package, ship, and assemble the enclosures and equipment. The Contractor AM03 may shall fully fabricate and assemble the enclosures and equipment in the shop and then transport as a single unit with the equipment installed. or the Contractor may ship the enclosures and equipment components in multiple pieces and then

The Contractor may ship external equipment, such as exterior insulated wall panels, separately to be assembled on site and shall include and identify all equipment components to be installed on site in the Enclosure Design and Equipment Integration Plan. AM03 The enclosures shall be not reconstitutable such that the enclosures and equipment after the initial installation can be reasonably disassembled, packaged, shipped, and reassembled at a new location. The enclosures are not required to be transportable or relocatable with the equipment installed and the overall enclosure dimensions are not required to be within the transportation MIL-STD-1366E maximum shipping container dimensions.
1.6.1.2 Non-Deviation Requirements
The enclosures shall be designed, fabricated, and installed per the following requirements. Any deviation from the requirements below shall require Contracting Officer approval.
a. Enclosure shall have ballistic protection that meets or exceeds UL 752 Level III protection from small-arms fire, in accordance with UFC 4-023-07.
Any deviation shall require Contracting Officer approval.
b. Separation Between Enclosures. Enclosures shall have a minimum separation of 10 feet. Minimum separation distance is between the enclosure itself and does not apply to the HEMP door vestibules or foundation pads.
c. Enclosure Foundations. The foundation design shall be as shown on the drawings. If the Contractor provides enclosures that require redesign of the foundations, the Contractor is responsible for the additional cost and redesign of the enclosure foundations.
1.6.2 Foundation Design
1.6.2.1 Enclosure Foundation Dimensions
Enclosure foundations were designed for the integrated enclosures shown in the drawings. The access foundation maybe used for flexibility of the Contractors enclosure design, but under no circumstances shall the enclosure footprint be located less than 1 foot from the foundations edge.
1.6.2.2 Enclosure Weights
The table below shows the design weights of each of the enclosures including equipment:

If the weights of the integrated enclosures including equipment exceed the values shown in this specification, the contractor shall redesign the foundations using the actual weights of the enclosures and allowable bearing pressure OF 8000 psf.
1.6.3 Structural Performance
Provide prefabricated equipment enclosures and anchorage capable of withstanding the effects of transportation, installation, gravity loads, and the following loads and stresses within the limits and conditions indicated.
Design prefabricated equipment enclosures conforming to procedures described in UFC 3-301-01, UFC 3-310-04, and as indicated in this specification.
1.6.2.1 Design Loads
Conform to the requirements of UFC 3-301-01 for the Risk Category indicated below, and the requirements of the building code applicable to the project geographical location.
Risk Category V
1.6.2.2 Live Loads
Include all vertical loads induced by the building occupancy and equipment indicated on the drawings, as well as loads induced by maintenance workers, materials and equipment for roof live loads.
1.6.2.3 Roof Snow Loads
Include vertical loads induced by a ground snow load of 60 psf. Allow for unbalanced and drift loads as required.
1.6.2.4 Wind Loads
Basic Wind Speed (50 year) 140 mph, Exposure C
1.6.2.5 Collateral Loads
Include additional dead loads other than the weight of the prefabricated equipment enclosures for permanent items such as sprinklers, mechanical systems, electrical systems and ceilings.
1.6.2.6 Auxiliary Loads
Include dynamic live loads, such as those generated by cranes and materials-handling equipment indicated on the drawings.
1.6.2.7 Seismic Performance
Design and engineer prefabricated equipment enclosure systems capable of withstanding the effects of earthquake motions determined in accordance with UFC 3-310-04 for the ground motions provided in Section 13 48 00
SEISMIC PROTECTION FOR MISCELLANEOUS EQUIPMENT and the applicable portions of the building code in the geographic area where the construction will take place. A design review shall be performed by an independent team of registered design professionals, as required by UFC 3-310-04.
1.6.4 Roof Panel, Wall Panel, and Floor Panel Assemblies
1.6.4.1 Insulation
The walls, roof, and floor shall be fully-insulated, with a minimum of
R-11 insulation. The walls and roof shall be provided with fiberglass batt type insulation. The floor shall be provided with polyurethane spray foam insulation.

1.7 WARRANTY
The equipment items shall be supported by service organizations which are reasonably convenient to the equipment installation in order to render satisfactory service to the equipment on a regular and emergency basis during the warranty period of the contract.
PART 2 PRODUCTS
2.1 PRODUCT COORDINATION
Products and materials not considered to be secondary unit substations and related accessories are specified in Section 33 71 02 UNDERGROUND ELECTRICAL DISTRIBUTION and Section 26 20 00 INTERIOR DISTRIBUTION
SYSTEM.
2.2 SECONDARY UNIT SUBSTATION
Secondary Unit substations shall comply with IEEE C37.121 regardless of the kVA rating specified. Substation shall consist of one incoming section, one transformer section, and one outgoing section. Substations shall be subassembled and coordinated by one manufacturer and shall be pre-installed in the Switchgear Enclosure prior to the Switchgear Enclosure being shipped to the site. The Switchgear Enclosure shall be ready for connection at the site. Where practicable, substation shall be shipped as one unit. External doors shall have provisions for padlocking.
2.2.1 Incoming Section
The incoming section shall consist of an air-filled terminal chamber for connecting the incoming circuit through an oil-immersed load break primary disconnect switch in the transformer. If required for proper connection and alignment, include a transition section with the incoming section.
2.2.1.1 Incoming Section Enclosure
The incoming section enclosure shall be NEMA ICS 6. Paint enclosure, including bases, ASTM D1535 light gray No. 61 or No. 49. Paint coating system shall comply with IEEE C57.12.29.
2.2.1.2 Cable Terminations
Provide medium voltage cable terminations as specified in Section 33 71
02 UNDERGROUND ELECTRICAL DISTRIBUTION.
2.2.1.3 Surge Arresters
Provide 12 kV (10.2 kV MCOV) distribution class surge arrestors as shown on one-lines.
2.2.2 Transformer (Liquid-Filled) Section
ANSI C57.12.13. Less-flammable liquid-filled. AM03 Transformer base,including the tank, radiators, flanges, base, lifting provisions, and hardware, shall be fabricated of ASTM A167 type 304, 304L, or 316 stainless steel. Transformer base shall include any part of the transformer that is within3 inches of floor. AM03 Paint coating system shall comply with IEEE C57.12.29.

2.2.1.1 Incoming Section Enclosure
The incoming section enclosure shall be NEMA ICS 6. Paint enclosure, including bases, ASTM D1535 light gray No. 61 or No. 49. Paint coating system shall comply with IEEE C57.12.29.
2.2.1.2 Cable Terminations

Provide a three-pole, single-throw, deadfront, metal-enclosed, load interrupter switch with manual stored energy operator. Switch shall be

Connect frame of unit to ground bus. The door shall have an inspection window to allow full view of the position of the three switch blades through the closed door. Switch shall have provision for Kirk-Key and padlocking in the open and closed positions. Switch ratings shall be as follow:
2.2.2 Transformer (Liquid-Filled) Section
