JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. CONTRACTING AGENCY: U.S. Army Engineer District, Alaska, Contracting Division, P.O. Box 6898, JBER, Alaska 99506-0898.
2. DESCRIPTION OF ACTION: This is a Limited Sources Justification for Other than Full and Open Competition to include a sole source HONEYWELL specification for the VINDICATOR V5 Access Control /Intrusion Detection system in solicitation W911KB-17-R-0019 for FTG192 MDC IDT Switchgear Facility on Fort Greely, Alaska. The solicitation will be a competitive Request for Proposal resulting in a new firm-fixed price construction contract to be awarded with FY17 MILCON funds.
3. DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification is for the inclusion of a brand name specification for the Honeywell Vindicator V5 Access Control/Intrusion Detection in the solicitation and resultant contract for FTG192 MDC IDT Switchgear Facility project. The Missile Defencse Complex Access Control/Intrusion Detection system is a Honeywell based network security System and all individual building access/intrusion detection control systems and components are required to communicate and integrate with the Honeywell Vindicator V5 head end.
Approval authority for this Limited Source Justification is the Procuring Contracting Officer.
4. AUTHORITY CITED: Other than Full and Open Competition is authorized pursuant to 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2), when only one responsible source and no other supplies or services will satisfy agency requirements.
5. REASON FOR AUTHORITY CITED:
Background: The Missile Defence Complex utilizes a Honeywell based security system as the main system for access control and authentication of vehicles and personnel. All buildings on the complex are required to be connected to the head end control system. Multiple components such as IDS sensors, card readers, door control, intrusion sensors, transponders, and alarm devices are maintained and controlled by the system centralized access control, intrusion detection, and security management application software. The system also provides relational and embedded database, encryption, and scalable database, which provides full communication and functionality among individual components. With a Honeywell system in the individual facilities, operators and security forces are able to monitor the security of the complex from a central location.
b. Justification: Honeywell Vindicator V5 systems are installed in all areas of the Missile Defense Complex. This system is an autonomous access control/intrusion detection and credential database system. It is essential to the Government’s mission and security forces that systems in new facilities integrate with the proprietary system for proper control and response during emergencies.
c. Impact: Failure to incorporate the requirement for compatibility with the Missile Defense Complex Honeywell Vindicator V5 security system will result in a failure to meet functional, security, and operation requirements of the complex and could result in a mission failure and breaches in security, alarm notification, and inadequate response in the event of security violations.
d. Alternatives: None. Specification of a Honeywell Vindicator V5 access control/intrusion detection system for the FTG192 MDC IDT Switchgear Facility is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.
6. EFFORTS TO OBTAIN COMPETITION: In an attempt to solicit offers from as many potential sources as practical, market research was conducted as described in paragraph 8 below. Effective competition is not anticipated for this system. There are no other known sources that have the capability to integrate with an existing Honeywell Vindicator V5 access control system and its credential database therefore no competition is proposed for the acquistion of this system.
7. ACTIONS TO INCREASE COMPETITION: Based on information in paragraph 5, above, competition for the sole source brand name items to be included in solicitation W911KB-17-R-0019 is not feasible.
8. MARKET SURVEY: A sources sought notice for market research for alternative Access Control system sources/items was posted on FedBizOpps in 1 April 2016. No manufacturers responded to the sources sought notice and no fully compatible products were found.
9. INTERESTED SOURCE: In accordance with FAR 5.102(a)(6), this J&A will be posted with the solicitation when the solicitation is made available through the Government Point of Entry (www.fedbizopps.gov). Any sources that indicate interest as a result of the publication will be evaluated. To date, no other sources have written to express interest.
10. OTHER FACTORS:
a. Procurement History: Procurement History: The Honeywell Vindicator V5 Access Control System has been provided under prior Missile Defenese Complex contracts at Fort Greely; ie.

d. Subcontracting Competition: Subcontracting opportunities exist for suppliers, distributors, and/or installers. This is a restrictive specification that only precludes consideration of a product manufactured by another company. Subcontracting competition will be the responsibility of the Prime contractor awarded the contract.

Background: The Missile Defenese Complex at Fort Greely utilizes an Edwards System as the supervising station for monitoring the fire alarm systems in all buildings in the complex.
The fire alarm system in each building must have the capability to communicate and integrate with the complex-wide system.
b. Justification: It is essential to the Missile Defense Complex that systems in new buildings integrate with the proprietary Fire and Life safety alarm system although integration alone is not sufficient. An Edwards EST-3 Fire Alarm and Life Safety system is required to communicate and integrate with the existing Edwards System front-end. Fire alarm and Life Safety systems from other manufacturer’s cannot be utilized as their panel cannot fully communicate and integrate with the existing Edwards System front-end. The J&A is for the Edwards EST-3 Fire Alarm and Life Safety system only and does not preclude Contractros with the necessary access, license, tools, training and expertise to install the system.
c. Impact: Failure to incorporate the requirement for compatibility with the existing fire alarm front-end will result in failure to meet functional and design requirements of the Missile Defence Complex site-wide system and could result in a failure in notification of an incident in the event of a fire or other emergency.
d. Alternatives: None. Specification of a Edwards EST-3 for the Mechanical Electrical Building is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.

The solicitation will be a competitive Request for Proposal resulting in a new firm-fixed price construction contract to be awarded with FY17 MILCON funds.

DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification is for the inclusion of a brand name specification for the low-voltage circuit breakers for an EATON Type FDE with adjustable LSIG, EATON Type KD Optim Trip, and Siemens Type JC with 576 LSI Trip Units for the Coordination Upgrades in the IDTs in the solicitation and resultant contract for the FTG192 MDC IDT Switchgear Facility project.
Approval authority for this Limited Source Justification is the Procuring Contracting Officer.
4. AUTHORITY CITED: Other than Full and Open Competition is authorized pursuant to 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2), when only one responsible source and no other supplies or services will satisfy agency requirements.
5. REASON FOR AUTHORITY CITED:
Background: Recent Missle Defense Complex Studies (REC 164, REC183, REC190 and REC191) indicate that the IDT facility service and UPS systems cannot be provided with 100% selectivity with the currently installed equipment. If a fault occurs downstream of an ATS in the miscoordination region, total loss of power could occur at the facility. Circuit breakers of similar type have been installed on Missle Defense Complex but do not have the required electronic trip units and available settings to provide optimum coordination.
b. Justification: The low-voltage circuit breakers for an EATON Type FDE with adjustable LSIG, EATON Type KD Optim Trip, and Siemens Type JC with 576 LSI Trip Units relays will be used to in the project for reconfiguration of the IDT No.1 and IDT No.2 facility services with power circuit breaker switchboards to provide 100% selective coordination of the facility services.
c. Impact: Failure to incorporate the requirement for the new low-voltage circuit breakers within the IDTs will result in electrical miscoordiantion and a fault that occurs downstream of an ATS in the miscoordination region, a total loss of power could occur at the IDT1 and IDT2 facilities.
d. Alternatives: None. Specification of a EATON Type FDE with adjustable LSIG, EATON Type KD Optim Trip, and Siemens Type JC with 576 LSI Trip Units for the FTG192 MDC
IDT Switchgear Facility project is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.
6. EFFORTS TO OBTAIN COMPETITION: In an attempt to solicit offers from as many potential sources as practical, market research was conducted as described in paragraph 8 below. Effective competition is not anticipated for this system. There are no other known sources that have the capability to integrate into the site-wide electrical coordination therefore no competition is proposed for the acquistion of this system.
7. ACTIONS TO INCREASE COMPETITION: Based on information in paragraph 5, above, competition for the sole source brand name items to be included in solicitation W911KB-17-R-0019 is not feasible.
8. MARKET SURVEY: A sources sought notice for market research for alternative Access Control system sources/items was posted on FedBizOpps in 6 October 2016. A response was received; however, the GE unit proposed does not meet the physical size and dimensions for the existing spaces in the switchboards and will not mount properly. Also, it is uncertain the GE unit proposed will be within existing switchgear and circuit breaker range to provide proper fault and overcurrent protection.
9. INTERESTED SOURCE: In accordance with FAR 5.102(a)(6), this J&A will be posted with the solicitation when the solicitation is made available through the Government Point of Entry (www.fedbizopps.gov). DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification is for the inclusion of a brand name specification for the GE RX3i PLC in the solicitation and resultant contract for the FTG192 MDC IDT Switchgear Facility project. The Missile Defense Complex Power Control and Monitoring System (PCMS) network utilizes the GE RX3i and all individual building power components are required to communicate and integrate with the PCMS system and head-end.

Background: The Missile Defence Complex utilizes the GE RX3i as the main PLC for the PCMS. All buildings on the complex are required to be connected the power switches to the PCMS head end control system. The power control network to to multiple components such as medium voltage power breakers, low voltage power breakers, and low-voltage power system equipment and components are maintained and controlled by the centralized PCMS system. The GE RX3i provides the full integration of the central system.
b. Justification: GE RX3i PLC is used to configure and fully integrate all equipment power components to the head end PCMS control system are installed in all areas of the Missile Defense Complex. The GE RX3i PLC is essential to the Government’s mission and it criterial that systems in new facilities integrate with the PCMS using the proprietary GE RX3i for proper monitoring/control to prevent inoperability of the missiles.
c. Impact: Failure to incorporate the requirement for compatibility with the Missile Defense Complex with the existing PCMS system will result in a failure to meet functional and operation requirements of the complex-wide system and could result in a mission failure.
d. Alternatives: None. Specification of a GE RX3i for the FTG192 MDC IDT Switchgear Facility is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.

The solicitation will be a competitive Request for Proposal resulting in a new firm-fixed price construction contract to be awarded with FY17 MILCON funds.
3. DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification is for the inclusion of a brand name specification for the SEL specification for a SEL-751A and SEL-411L relays in the solicitation and resultant contract for the FTG192 MDC IDT Switchgear Facility project. The Missile Defencse Complex site-wide electrical coordination system and Power Control and Monitoring System (PCMS) network is currently configured to operate with SEL relays and all individual building power components are required to communicate and integrate with the PCMS network and head end.
