1.10 JOINT VENTURE AND LLC PROPOSAL REQUIREMENTS
When proposing as a joint venture, all members of the joint venture shall sign the SF 1442 unless a written agreement by the joint venture is furnished with the proposal designating one firm with the authority to bind the other member(s) of the joint venture. In addition, a copy of the joint venture agreement shall be submitted with the proposal. Failure to comply with the foregoing requirements may eliminate the proposal from further consideration.
If this is an 8(a) or HUBZone joint venture, the offeror shall ensure that it complies with the applicable requirements of 13 CFR Part 124 and 13 CFR Part 126, respectively.
When proposing as a Limited Liability Company (LLC), a member authorized to bind the LLC shall sign the SF 1442. A copy of the LLC Certificate of Organization, Articles of Organization and the Operating Agreement shall be submitted with the proposal.

1.11 BUY AMERICAN ACT ADVISORY NOTICE
Your attention is invited to the provision 52.225-12, Notice of Buy American Act Requirement-Construction Materials. You are advised to inform your potential subcontractors and suppliers of the Buy American Act requirements contained in this solicitation. Subparagraph (b) of the clause provides instructions for pre-award determinations as follows: “Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American Act should submit the request to the Contracting Officer in time to allow a determination before submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-11 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy American Act before submitting its offer, or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.” In accordance with FAR Part 25 Foreign Acquisition, subpart 25.205 entitled Post Award determinations, subparagraph (a), if a contractor requests a determination regarding the inapplicability of the Buy American Act after contract award, the contractor must explain why it could not request the determination before contract award or why the need for such determination otherwise was not reasonably foreseeable. 5.0 VOLUME 1- TAB A - FACTOR 1: SPECIALIZED EXPERIENCE
5.1. Submission Requirements:

5.1.1. The prime contractor shall demonstrate experience on recent, relevant projects. The offeror must demonstrate experience similar to their role as prime contractor on this project. Utilize the COMPANY SPECIALIZED EXPERIENCE FORM – PRIME CONTRACTOR (Attachment 2) at the end of the section. Offerors may identify state and local government and private contracts that are similar to the Government’s requirements. If the offeror is a joint venture, each firm comprising the joint venture shall provide information demonstrating experience relevant to their role on this project. Submit projects that are currently well underway (at least 50% completed) or completed and turned over no longer than six
(6) years preceding the date of this solicitation. A firm may receive credit for relevant experience under a previous business arrangement (joint venture for example); if the firm demonstrates that their role on the project submitted for Specialized Experience is relevant to their anticipated role on this project. Clearly identify the role and responsibilities of each joint venture partner. The prime contractor shall submit no more than five
(5) projects (whether single entity or joint venture). Submit no more than twelve (12) projects total for the prime and sub-contractors, if applicable and no more than five (5) projects for any individual firm for Specialized Experience. AM 01

SECTION 01 19 30.00 29 Page 1 discussion at the Preconstruction Conference. Other recurring or special purpose meetings, as agreed between the Government and the Contractor, will be held as necessary to resolve contentious issues and maintain the partnering spirit.
1.27 NON-GOVERNMENT BORROW SOURCES

1.28 COORDINATION OF WORK
1.28.1 Weekly Coordination Meetings
The Contractor shall participate in weekly coordination meetings with the Contracting Officer and other Government representatives-as applicable.
The Contractor shall be responsible for preparing the agenda in coordination with the Contracting Officer, distributing the agenda, conducting the meeting, preparing the meeting minutes, distributing the minutes, and tracking action items. The Contractor's superintendent and QC System Manager shall attend each meeting. Typical topics shall consist of but not limited to the following: review of the previous week's activities and progress; forecast of the following two week's activities and progress; upcoming utility outage or street closure; status of shop drawing submittals and reviews; status of outstanding requests-for-information (RFI); status of pending modifications;
anticipated modifications; proposed schedule changes; other concerns and/or issues.
1.29 JOINT USE OF ROADS AND BORROW AREAS
Roads and the borrow pit will be used by the Government and other Government Contractors for the duration of construction. The Contractor shall not have exclusive use of these.
1.30 LAUNCH HAZARD ZONE AND EVACUATION INSTRUCTIONS
Work on the Missile Defense Complex is subject to interruptions due to operational considerations of the Missile Fields. The Explosive Facilities Area Warning System (EFAWS) is an emergency notification system consisting of visual and audible alarms projected by high-intensity lights and a mass-notification system. See attachments at the end of this section for more details.
1.31 SWITCHGEAR INTEGRATION PLAN
The contractor is responsible for developing a final construction schedule and integration plan that minimizes all outages and maintains radome pressurization that will be approved by the Contracting Officer.
An Integration Plan is attached for your reference at the end of this section as attachment 6.

Recommended Switchgear Integration
Site integration of the enclosures will be performed with minimal impact to IDT No.1 and IDT No.2 loads due to the redundant services to the facilities. The enclosures with equipment will be installed and site conduits and cables will be installed and tested prior to integration. Blower 3 will be powered from the site portable generator during the feeder cutovers to minimize risk. The existing shielded manholes include spare stub-outs that will allow the new ductbank to be installed without affecting the existing feeders. An outline of the proposed integration procedure is outlined below.
1. Transfer IDT No.1 and IDT No.2 to source B.
2. Cut 12.47kV feeder in manhole EMHS-17B and install a three-way tap and connect the IDT
Switchgear Enclosure 12.47kV feeder to the circuit. This will provide a temporary tap to energize the IDT Switchgear Enclosure transformer until the existing pad-mount transformers are removed later. Please note that currently the 12.47kV and 480V A&B feeders to the IDTs are crossed.
3. Transfer IDT No.1 and IDT No.2 to source A.
4. Cut 12.47kV feeder in manhole EMHS-17A and install a three-way tap and connect the IDT
Switchgear Enclosure 12.47kV feeder to the circuit. This will provide a temporary tap to energize the IDT Switchgear Enclosure transformer until the existing pad-mount transformers are removed later.
5. Transfer IDT No.1 and IDT No.2 back to normal configuration. The IDTs are still powered from the existing pad-mounted transformers and the IDT switchgear enclosures are now powered from the 12.47kV feeders from the FPP.
6. Test and commission the IDT Switchgear Enclosure systems.
7. Transfer IDT No.1 to source B.
8. Cutover the IDT No.1 source A 480V feed to the IDT Switchgear Enclosure at the HEMP filter.
9. Transfer IDT No.1 back to normal.
10. Transfer IDT No.2 to source B.
11. Cutover the IDT No.2 source A 480V feed to the IDT Switchgear Enclosure at the HEMP filter.

3.4 QUALITY CONTROL ORGANIZATION
3.4.1 Personnel Requirements
The requirements for the CQC organization are a CQC System Manager and sufficient number of additional qualified personnel to ensure safety and contract compliance. The Safety and Health Manager shall serve as a member of the CQC staff. The CQC System Manager, if qualified and if allowed by Section 00 73 00.00 29 SPECIAL CONTRACT REQUIREMENTS may serve as the Safety and Health Manager or may be a separate position. Personnel identified in the technical provisions as requiring specialized skills to assure the required work is being performed properly will also be included as part of the CQC organization. The Contractor's CQC staff shall maintain a presence at the site at all times during progress of the work and have complete authority and responsibility to take any action necessary to ensure contract compliance. The CQC staff shall be subject to acceptance by the Contracting Officer. The Contractor shall provide adequate office space, filing systems and other resources as necessary to maintain an effective and fully functional CQC organization. Complete records of all letters, material submittals, shop drawing submittals, schedules and all other project documentation shall be promptly furnished to the CQC organization by the Contractor. The CQC organization shall be responsible to maintain these documents and records at the site at all times, except as otherwise acceptable to the Contracting Officer.
3.4.2 CQC System Manager
The Contractor shall identify as CQC System Manager an individual within the onsite work organization who shall be responsible for overall management of CQC and have the authority to act in all CQC matters for the Contractor. The CQC System Manager shall be a graduate AM 01 electrical AM 01 engineer AM 01, graduate architect, or a graduate of construction management with at least 5 years of construction experience on similar work including switchgear and HEMP systems. The CQC system Manager may alternately be an engineering technician with at least 2 years of college and an ICC certification as a Commercial Building Inspector (Residential Building Inspector certification will be required for Military Family housing projects). In addition, the CQC system manager shall have a minimum of 5 years construction experience on construction similar to this contract. The CQC system manager shall have qualifications as a certified electrician with experience on similar work. AM 01 The CQC System Manager shall be on the site at all times during construction and shall be employed by the prime Contractor. The CQC System Manager shall be assigned no other duties (except may also serve as Safety and Health Manager, if qualified and if allowed by Section 00 73 00.00 29). An alternate for the CQC System Manager shall be identified in the plan to serve in the event of the System Manager's absence. The requirements for the alternate shall be the same as for the designated CQC System Manager.
AM 01 3.4.3 CQC Personnel
In addition to CQC personnel specified elsewhere in the contract, the Contractor shall provide as part of the CQC organization specialized personnel to assist the CQC System Manager for the following areas: civil, structural, electrical, telecommunications, and design qualilty control manager.
These individuals may be employees of the prime or subcontractor; be responsible to the CQC System Manager; are not intended to be full time, but must be physically present at the construction site during work on their areas of responsibility, have the necessary education and/or

experience in accordance with the experience matrix listed herein. These individuals may perform other duties but must be allowed sufficient time to perform their assigned quality control duties as described in the Quality Control Plan. One person may cover more than one area provided that they are qualified to perform QC activities for the designated areas below and provided that they have adequate time to perform their duties.

Telecommunications Telecommunications design must be performed and stamped by a Registered Communications Distribution Designer (RCDD) with 2 yrs related experience or person with 5 yrs related experience. The installers assigned to the installation of the telecommunications system or any of its components shall have a minimum of 3 yrs experience in the installation of the specified copper and fiber optic cable and components or shall be Building Industry Consulting Services International (BICSI) Registered Cabling Installers, SECTION 01 45 04.00 29 Page 6

3.4.4 3.4.3 AM 01. Additional Requirement
In addition to the above experience and/or education requirements the CQC System Manager shall have completed the course entitled "Construction Quality Management For Contractors". This course is periodically offered at both Anchorage and Fairbanks by the Associated General Contractors (AGC) or Associated Builders and Contractors, Inc. (ABC). Contact AGC or ABC directly for course dates and fees.
AM 01 3.4.5 3.4.4 AM 01 Organizational Changes
When it is necessary to make changes to the CQC staff, the Contractor shall revise the CQC Plan to reflect the changes and submit the changes to the Contracting Officer for acceptance.
3.5 SUBMITTALS AND DELIVERABLES
Submittals, if needed, shall be made as specified in Section 01 33 00 SUBMITTAL PROCEDURES. The CQC organization shall be responsible for certifying that all submittals and deliverables are in compliance with the contract requirements.
3.6 CONTROL
Contractor Quality Control is the means by which the Contractor ensures that the construction, to include that of subcontractors and suppliers, complies with the requirements of the contract. At least three phases of control shall be conducted by the CQC System Manager for each definable feature of the construction work as follows:
3.6.1 Preparatory Phase
This phase shall be performed prior to beginning work on each definable feature of work, after all required plans/documents/materials are approved/accepted, and after copies are at the work site. This phase shall include:
a. A review of each paragraph of applicable specifications, reference codes, and standards. A copy of those sections of referenced codes and standards applicable to that portion of the work to be accomplished in the field shall be made available by the Contractor at the preparatory inspection. These copies shall be maintained in the field and available for use by Government personnel until final acceptance of the work.
b. A review of the contract drawings.
c. A check to assure that all materials and/or equipment have been
2.2.14 Protective Relays
Provide digital, utility grade, programmable, multi-function, protective relays for each main breaker and feeder, as indicated on the drawings.
Relays shall be utility grade and shall conform to IEEE C37.90.1. Relays shall be suitable for operation with instrument transformer ratios and connections as indicated. Relays shall be equipped with programmable inputs suitable for 120 VAC input voltage. Relays shall be equipped with programmable dry output contacts and a normally-closed relay alarm contact, all suitable for use at 120 VAC. Relays shall be suitable for operation on 120 VAC control power, unless otherwise indicated. Relays shall be equipped with sequence of events (SOE) fault monitoring with waveform capture. Protective relays shall provide multi-function voltage, current, and power metering. SOE fault monitoring and metering data shall be transferable to the PLC control system via RS-232 communications.
Where indicated or specified herein, feeder protective relays shall be interconnected to communicate with each other via high-speed differential channel. Relay device numbers indicated on the drawings shall correspond to the function names and descriptions of IEEE C37.2.
2.2.14.1 Line Differential Relay (SEL-411L)
Bus differential relays shall be equipped with three-phase, high-impedance current differential protection suitable for bus protection with multiple current transformers connected in parallel.
Bus differential relays shall be equipped with an HMI (LED indications and navigation pushbuttons) and 2-line LCD display. Bus differential relays shall have a minimum of 2 inputs and 5 outputs, all with terminal block connections. Bus differential relays shall be mounted horizontally through the front door using a projection panel mounting. Bus differential relays shall be Schweitzer Model SEL-587Z or approved equal.
Undervoltage/sync check relays shall be Shweitzer Model SEL-751A or approved equal.
2.2.14.2 Lockout Relays
Lockout relays (86) shall be provided as indicated. Lockout relays shall be equipped with multiple contacts as indicated on the drawings.
Contacts shall be double-sided, double wiping type rated for 30 amps (minimum) continuous at 600 volts and 3 amps (minimum) interrupting at 125 VDC. Lockout relays shall have black oval handles, black target escutcheon engraved "trip/reset," and orange target indicator flag. Escutcheons shall be equipped with integral white and red LEDs wired to indicate "lockout relay ready," and "trip signal monitor," respectively. Lockout relays shall be Electroswitch Series 24 LOR with manual reset and lighted target nameplate or approved equal.
2.2.14.3 Information Processors for Protective Relays
Communications processors for protective relays shall be capable of receiving and forwarding SOE fault-monitoring data directly from the protective relays in each line-up of switchgear, synchronizing IRIG-B time signals (from the PCMS system) to all protective relays, and providing advanced logic control functions.
Processors shall be equipped with a LED indications and a front serial port for field access with a laptop computer. Processors shall have a

1.6 QUALITY ASSURANCE
1.6.1 Certificate of Competency for Cable Splicer/Terminator
The cable splicer/terminator must have a certification from the National Cable Splicing Certification Board (NCSCB) in the field of splicing and terminating shielded medium voltage (5 kV to 35 kV) power cable using pre-manufactured kits (pre-molded, heat-shrink, cold shrink). Submit "Proof of Certification" for approval, for the individuals that will be performing cable splicer and termination work, 30 days before splices or terminations are to be made.
Certification of the qualification of the cable splicer/terminator shall be submitted, for approval, 30 days before splices or terminations are to be made in medium voltage (5 kV to 35 kV) cables. The certification shall include the training, and experience of the individual on the specific type and classification of cable to be provided under this contract. The certification shall indicate that the individual has had three or more years recent experience splicing and terminating medium voltage cables.
The certification shall also list a minimum of three splices/terminations that have been in operation for more than one year. In addition, the individual may be required to perform a dummy or practice splice/termination in the presence of the Contracting Officer, before being approved as a qualified cable splicer.
