EXCAVATION AND HANDLING OF CONTAMINATED MATERIAL
PART 1 GENERAL
1.1 MEASUREMENT AND PAYMENT
1.1.1 Measurement
Measurement for excavation and onsite transportation shall be based on the actual number of cubic yards of contaminated material in-place prior to excavation. Determination of the volume of contaminated material excavated shall be based on cross-sectional volume determination reflecting the differential between the original elevations of the top of the contaminated material and the final elevations after removal of the contaminated material. Measurement for backfilling of excavated areas shall be based on in-place cubic yards of compacted fill. Measurement for construction of stockpile areas shall be based on the number of square yards of stockpile liner constructed.
1.1.2 Payment
1.1.2.1 Excavation and Transportation
Compensation for excavation, onsite transportation of contaminated material, and transportation for disposal will be paid as a unit cost. This unit cost shall include any other items incidental to excavation and handling not defined as having a specific unit cost.
1.1.2.2 Backfilling
Compensation for backfill soil, transportation of backfill, backfill soil conditioning, backfilling, compaction, and geotechnical testing will be paid as a single unit cost.
1.1.2.3 Stockpiling
AM#9... All soils excavated within the areas designated for 100% stockpiling will require stockpiling on liners. Areas designated for 100% stockpiling are shown on drawing C-102. Additionally, location where long term stockpiles will be constructed is identified on drawing C-102.
A minimum of three long-term stockpiles shall be constructed as directed by the Contracting Officer. The intent is to segregate soils potentially contaminated with perfluorooctanesulfonic acid/perfluoroctanoic acid (PFOS/PFOA) from soils potentially contaminated with petroleum, oil, and lubricants (POL). Previous sample results indicate the contaminants are not co-mingled. Of the minimum three stockpiles, two of the stockpiles will be for potentially contaminated POL soils. POL contaminated soil shall be separated into one stockpile with photoionization detector (PID) reading less than 20 parts per million (ppm) and one with PID readings equal to or greater than 20 ppm.
The Contractor will not dispose of soils potentially contaminated with
Section 02 61 13 Page 3
PFOS/PFOA but will maintain these long term stockpiles until the project's Beneficial Occupancy Date (BOD). For other long term stockpiles, soils with contaminant levels that exceed action levels shall be disposed off site. Clean soils shall be disposed of at a location identified by the Contracting Officer within 7 miles of the project site. See Proposal Schedule for separate CLIN for disposal of POL Contaminated soils and disposal of clean soils.
In addition, soils excavated outside the areas designated for 100% stockpiling with PID readings equal to or greater than 20 ppm shall be placed in a short term stockpile. Short term stockile locations are shown on G-102. Compensation for construction of short term stockpiles will be paid for as a unit cost. This unit cost shall include all aspects of grading, preparation, handling, placement, maintenance, removal, treatment, and disposal of stockpile cover materials and liner materials and all other items incidental to construction of stockpiles. ...AM#9
