FOR OTHER THAN FULL AND OPEN COMPETITION
1. CONTRACTING AGENCY: U.S. Army Engineer District, Alaska, Contracting Division, Post Office Box 6898, Joint Base Elmendorf-Richardson (JBER), Alaska 99506-0898.
2. DESCRIPTION OF ACTION: The U.S. Army Engineer District, Alaska (POA) intends to include restrictive brand name specifications for the following construction materials in solicitation W911KB-17-R-0002 for EIE377 F-35A ADAL Field Training Detachment on Eielson AFB, Alaska. The solicitation will be a competitive Request for Proposal resulting in a new firm-fixed price construction contract to be awarded with FY17 MILCON funds.
The restrictive specifications will be in a solicitation for a new firm fixed-price construction contract to be awarded with FY17 MILCON funds. The restricted construction materials represent approximately 1.4% of the expected construction cost of the project.
3. DESCRIPTION OF SUPPLIES/SERVICES: The U.S. Army Engineer District, Alaska (POA) intends to include restrictive brand name specifications for the following construction materials in solicitation W911KB-17-R-0002 for EIE377 F-35A ADAL Field Training Detachment on Eielson AFB, Alaska. 4. AUTHORITY CITED: Other than Full and Open Competition is authorized pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2) and 6.302-1(b)(4) when there is only one responsible source and no other supplies and services will satisfy agency requirements.
5. REASON FOR AUTHORITY CITED:
BEST LOCK CORES AND BASIS G ELECTRONIC CARD READERS
a. Background: Engineering and Construction Bulletin No 2005-1, dated 18 March 2005, cites a policy memorandum from the Installation Management Agency (IMA) and the Director of Military Programs, dated December 14, 2004 which directs the use of the electronic card access systems on new construction projects and major building renovations on Army installations. The bulletin also directs that every Army Installation develop a master plan for the electronic key card access system that requires installation buildings to use equipment from a single manufacturer for consistency, compatibility, and sustainability.
Best electronic card access systems and the Best lock cores are compatible with Eielson Air Force Base’s existing master keying system.
b. Justification: Eielson has established Best as the Installation’s master keying system with which all lock cores and keyless entry systems must be compatible. There are several manufacturers of locksets that accept Best interchangeable lock cores, therefore this J&A is for the lock core only and not lockset hardware. Lock and pinning codes are proprietary to each manufacturer thus multiple manufacturers require multiple master systems and do not meet the Installation’s requirement for a grand master keying system. The Best lock cores and Best card access readers comply with the Army’s standardization program.
c. Impact: Use of keying systems from multiple manufacturers is not in accordance with Air Force policy to have a standard keying system from one manufacturer for consistency, compatibility and sustainability and would result in the Installation having to maintain multiple grand master systems.
d. Alternatives: None. Eielson standard grand master lock system is Best. Specification of Best lock cores and card access readers is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.
KNOX VAULT
a. Background: The Eielson AFB Fire Department requires all buildings on the Installation to have an exterior emergency key storage vault keyed to a single master key. The Rapid Entry System by Knox Company is required on Eielson AFB and the specific item is the Knox Vault 4400 Series. The Knox Vaults are used to hold a master key/access card as well as floor plans for the facility and are for use by the Fire Department in the event of an emergency. Each Knox Vault provided on Eielson AFB must be authorized by the Base Fire Chief and Knox Company Program Manager and must be provided with a code that has been assigned to Eielson AFB. The Base Fire Department is currently procuring and installing the vaults on existing facilities however the vaults on new facilities are to be provided under the applicable construction contract.
b. Justification: The Civil Engineering Squadron (CES) on Eielson AFB and the Eielson AFB Base Fire Department require a standard product for use as exterior emergency key storage. The boxes must be from a sole manufacturer to maintain security of the facilities and to provide consistency, compatibility and sustainability throughout the Base. In the event of an emergency, a single code may be used to access any building on Eielson AFB. The code is set by the manufacturer and is not shared outside that manufacturer or the Base Fire
Department. The Knox Vault 4400 Series is a commercial off-the-shelf item available to the general public in the same form as provided to the Government.
c. Impact: Use of multiple manufacturers for exterior emergency key storage boxes with multiple codes jeopardizes the security of Base facilities and safety of facility occupants in the event of an emergency.
d. Alternatives: None. The Eielson AFB Base Fire Department evaluated different exterior emergency key storage systems and selected the Knox Vault 4400 Series for use on the Base.
Specification of Knox Vault 4400 Series Rapid Entry Systems is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.
KNOX CAPS (LOCKABLE STORZ CAP)
a. Background: To prevent foreign material from clogging the standpipe water supply and to protect the connection from unauthorized use. The Fire and Emergency Services on Alaska military installations using a wet standpipe fire suppression system require all standpipe hose valve connections to have a locking Storz Cap that is keyed to a single master keywrench.
b. Justification: To maximize consistency, compatibility, economy, and sustainability Alaska military installations using wet standpipe fire suppression systems currently use the SecureCap® manufactured by the Knox Company.
c. Impact: In the event of an emergency, a single keywrench will access any standpipe connection. Lockable Storz caps must be accessible by a keywrench that is wholly compatible with existing Knox In order to ensure compatibility with the existing Knox SecureCap® Storz caps.
d. Alternatives: None.
WHELEN PANEL/COOPER WHEELOCK MASS NOTIFICATION SYSTEM
a. Background: Eielson AFB also utilizes a proprietary Cooper Wheelock Mass Notification System (Giant Voice) to broadcast emergency messaging throughout all facilities on the Base. The fire alarm and building mass notification systems in each facility must have the capability to communicate with the Base wide systems.
b. Justification: A Building Mass Notification System (BMNS) installed in each facility must provide two-way communication with the Eielson AFB Cooper Wheelock mass notification system via a Cooper Wheelock Autonomous Control Unit (ACU). Transceivers from other manufacturers will not communicate with the Cooper Wheelock Mass Notification System. The single Cooper Wheelock ACU allow procurement of a building mass notification system from other manufacturers. This J&A is for the interface units only.
c. Impact: Failure to incorporate the requirement for compatibility with the existing fire alarm and mass notification systems will result in a failure to meet functional and design requirements of each system and could result in a failure in notification of an incident in the event of a fire or other emergency.
d. Alternatives: None. Specification of a Cooper Wheelock for the mass notification system is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.
DELTA CONTROLS, DIRECT DIGITAL CONTROL SYSTEM
a. Background: Eielson AFB Base is converting to a Delta Controls DDC system for monitoring and controling the HVAC sytems in all facilities on Base. The DDC systems in each facility must have the capability to communicate with the Base wide systems.
b. Justification: The direct digital control devices and controller must communicate with the the existing basewide Delta controls system. Intallation of another system manufacturer would not meet this requirement. Additionally, installation of another system would require substantial duplication of cost to the Government that is not expected to be recovered.
These costs would include:
- Additional training for Base technicians learn a different controls system
- Requirement for stocking duplicate spare parts for different controls system
- Duplicate effort for installing software upgrades
- Modification of existing/future service contracts to include a different controls system
c. Impact: Failure to incorporate the requirement for compatibility with the existing Eielson AFB DDC system will result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
d. Alternatives: None. Specification of a Delta controls system is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.
HONEYWELL VINDICATOR INTRUSION DETECTION SYSTEM
d. Background: Eielson AFB Base Security Forces utilize a Vindicator Command and control software suite integrated with a V5 IDS Server System that controls the intrusion detection system (IDS) of the security system. Compatible equipment in each alarmed area must have the capability to communicate with the base-wide security systems.
b. Justification: In accordance with the “HQ USAF/A7S, Non-Nuclear Intrusion Detection System Equipment Approval” memorandum, dated 29 January 2014 Eielson AFB is allowed to use only the Will-Burt Annunciator, Advantor Annunciator, or Vindicator Annunciator; the current Eielson configuration is with Vindicator. The total Vindicator infrastructure at Eielson is estimated at with unknown replacement costs. In addition;
per “IC Tech Spec for ICD/ICS 705” dated April 23, 2012; “Independent alarm systems shall not be installed in a CA (controlled area)”. Honeywell Vindicator is the sole manufacturer of the Vindicator Security Platform. They maintain a robust distribution of factory-certified firms who can distribute Vindicator equipment and who can also employ factory-certified installers and engineers. Currently Eielson employs several factory-certified maintainers;
this has proven to be a significant cost savings over the past 10 years. This J&A is for interface and data processing units only; any (non-addressable) sensors or additional installation material can be provided by other manufacturers.
c. Impact: Failure to incorporate the requirement for compatibility with the existing intrusion detection system will result in a failure to meet functional and design requirements of each system and could result failure of accreditation for secure operating areas and failure of security event notifications to law enforcement personnel.
d. Alternatives: None. Specification of a Honeywell Vindicator Intrucsion Detection System is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.
6. EFFORTS TO OBTAIN COMPETITION: Based on information in paragraph 5, above, competition for the sole source brand name items to be included in solicitation W911KB-17-R-0002 has historically not been feasible because each material or system must be from the specified manufacturer.
7. ACTIONS TO INCREASE COMPETITION: To ascertain whether existing manufacturers or new manufacturers entering the market have developed products or programming which will be compatible, interchangeable and competitive with the items identified in this document and currently in use, sources sought notices were published in FedBizOpps on 01 April 2016. The notice contains the Government’s intent to acquire the materials/systems included in this J&A on a sole source basis for facilities on Alaska military installations. The Government received two responses to the sources sought notice which were for capabilies only, no similar/compatible products were found.
8. MARKET SURVEY: Market research was conducted to determine if there are other manufacturers who can fully meet the Government’s requirements. Two companies responded to the sources sought notice, but only to provide capability briefings, no fully compatible products were found.
9. INTERESTED SOURCE: In accordance with FAR 5.102(a)(6), this J&A will be included with the solicitation when the solicitation is made available through the Government Point of Entry (www.fedbizopps.gov). Any sources that indicate interest as a result of the publication will be evaluated.
10. OTHER FACTORS:
a. Procurement History: The installation master plans have selected master/supervisory systems to comply with Army standardization programs and minimize risks to life safety in emergency situations. These construction materials are required in the Eielson AFB F-35A Field Training Detachment in order to interface with the existing master/supervising systems.
b. Acquisition Data Availability: Not applicable.
c. Unusual and Compelling Urgency: Not applicable.
d. Subcontracting Competition: Subcontracting opportunities exist for suppliers, distributors, and/or installers. This is a restrictive specification that only precludes consideration of a product manufactured by another company. Subcontracting competition will be the responsibility of the Prime contractor awarded the contract.
