About this file

This is a Questions and Answers document clarifying scope of work responsibilities under a federal contract for the White Sands Missile Range Information Systems Facility DC Power System installation.

The question addresses a discrepancy between the Statement of Work (SOW) Section 5 installation list and the Vertiv installation quotation regarding secondary fuse panels. The Vertiv quotation includes installation of 61 secondary fuse panels in equipment racks within the equipment room as a work item, along with naming secondary fuse panels among the installer's responsibilities. However, neither the SOW nor the Purchase Description document mentions fuse panels. The questioner requests confirmation on whether installation of the 61 secondary fuse panels falls within the contractor's scope of work under CLIN 0002, and if so, seeks clarification on which party furnishes the panels since they do not appear in the Purchase Description parts table. The question notes that secondary fuse panels have already been purchased and are stored locally, with authorized Vertiv installers responsible for mounting the panels in equipment cabinets. This inquiry seeks to establish clear contractual responsibility and supply chain accountability for a significant component of the installation work.

Text version

19. Secondary fuse panels. The Statement of Work Section 5 installation list and the Vertiv installation quotation that appears to underlie it are nearly identical bullet for bullet — battery strings, EEE disconnects, main and supplemental combination bays, the NetSure communications cable, the 46 rectifiers, the four 8-load BDFBs and the classified-room 2-load BDFB. The quotation carries one further work item that the SOW does not: "Install (61) secondary fuse panels in equipment racks mounted in the equipment room," and it names "Secondary fuse panels (61)" among the installer's responsibilities. Neither the SOW nor the Purchase Description mentions fuse panels anywhere.

Please confirm whether installation of the 61 secondary fuse panels is within the contractor's scope under CLIN 0002. If it is, please also confirm who furnishes the panels, since they do not appear in the Purchase Description parts table either. Secondary fuse panels have already been purchased and are stored in a local warehouse. Authorized Vertiv installers are responsible for mounting the fuse panels in the equipment cabinets.
