About this file
This is a Purchase Description document for the White Sands Missile Range Information Systems Facility DC Power System installation. The requirement specifies installation of the VERTIV NetSure DC Power System, a modular, scalable -48 VDC power infrastructure designed to support mission-critical information systems with power requirements ranging from 1,000 to 16,000 amps. The system comprises multiple bay configurations including compact combination bays, distribution bays, and standalone power bays, each supporting up to ten rectifier modules capable of 200-amp nominal output with 220-amp current limit capability. The facility design, documented in the Corps of Engineers Basis of Design dated October 2020, was engineered exclusively around VERTIV NetSure equipment specifications, including physical layout, electrical capacities, distribution architecture, and system features. The document emphasizes that VERTIV equipment is the only system compatible with the approved design baseline and that substituting alternative vendor systems would require complete redesign of the DC power plant, AC distribution interfaces, equipment room layout, cable routing, load calculations, and safety clearances, resulting in significant cost, schedule delays, and project risk.
The procurement includes two NetSure 8200 Main Combination Bays with AC Power Distribution Service Cabinets, two NetSure 8200 Supplemental Combination Bays with associated PDSCs, associated software (NCU W 565806 and Monitor W 563436), AC cabinets rated at 480VAC/65KAIC, 480-volt option kits, circuit breakers (CB MCB 4P 800A), lug adapters, distribution frame components, bullet distribution modules, shunt feed assemblies, grounding assemblies, dressing bars, load mounting hardware, and fuses. The requirement also includes installation services and shipping for the DC power system. The solicitation is issued by the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood under solicitation number W9115126QA063.

1. Description of Services or Supplies: The new White Sands Missile Range (WSMR) Information Systems Facility (ISF) requires installation of the VERTIV NetSure DC Power System, which serves as the foundational DC power infrastructure for the facility’s mission‑critical information systems. The NetSure platform is a modular, scalable –48 VDC power system composed of multiple bay configurations capable of supporting power requirements ranging from 1,000 amps to 16,000 amps. Bay options include compact combination bays, complementary distribution bays, and stand‑alone power bays, all of which integrate seamlessly with the facility’s AC electrical infrastructure.
Each bay supports up to ten (10) rectifier modules, with each rectifier providing a nominal 200‑amp output and capable of delivering up to 220 amps at current limit. This modular architecture enables both distributed and centralized power configurations, ensuring the ISF can meet current operational loads while maintaining the ability to scale for future mission growth. Combination bays provide 2,000 amps of rectifier capacity and 2,400 amps of distribution in a compact footprint. Stand‑alone power bays support up to 2,000 amps with optional AC infrastructure in the upper bay section, while 6,000‑amp distribution‑only bays are available to support expanded distribution requirements. All bay types can be interconnected to create large‑scale DC power plants up to 16,000 amps. The system includes an intuitive touchscreen control interface that provides real‑time status monitoring and multi‑level security controls.
Based on the approved facility layout and electrical design, the ISF requires NetSure 8200 Main Combination Bays with associated AC Power Distribution Service Cabinets (PDSCs), as well as NetSure 8200 Supplemental Combination Bays and associated PDSCs located in the rectifier room. These components are required to meet the engineered load distribution, redundancy, and scalability requirements established during the design process.
The WSMR ISF Corps of Engineers (CORe) Basis of Design (BOD) dated October 2020 was developed exclusively around VERTIV NetSure equipment, including its physical layout, electrical capacities, distribution architecture, and system features. All decisions associated with the USACE‑designed and USACE‑funded DC power infrastructure were based on VERTIV component specifications. The resulting design reflects extensive coordination between USACE, WSMR Information Management Directorate (IMD), and VERTIV engineering teams. The selection of VERTIV was required because the CORe design team had to engineer a complete DC power system around a single vendor’s architecture to ensure compatibility, maintainability, and integration within a major MILCON project.
As a result, the VERTIV NetSure DC Power System is the only system compatible with the approved BOD, the engineered electrical distribution layout, and the facility’s AC/DC integration requirements. Substituting an alternate vendor’s system would require redesign of the DC power plant, AC distribution interfaces, equipment room layout, cable routing, load calculations, and safety clearances, resulting in significant cost, schedule delays, and risk to the MILCON project. Therefore, the requirement includes unique equipment necessary for the United States Army to complete delivery and installation of the DC Power System in the WSMR ISF building in accordance with the approved design baseline.
