About this file
This is a Questions and Answers document for a Firm Fixed Price contract involving HVAC replacement, building envelope repairs, and related maintenance services at a government facility (shelters/SIBs).
The contract is brand-new with no incumbent. Vendors must submit quotes via email to Chasity.n.griffin.civ@army.mil after visiting the site. Key deliverables include: (1) manufacturing and installation of metal trim on shelter roof connection points to prevent water intrusion (CLIN 0001), with the contractor responsible for remediation of any damaged substrate, decking, framing, sealants, or roof membrane discovered during installation; (2) disconnect and reconnect of existing electrical power for eight 4-ton HVAC wall units (CLIN 0002), with no electrical upgrades, panel modifications, or new disconnects anticipated but vendors should verify at site; (3) provision and installation of eight 4-ton HVAC units with "brand name or equal" equivalents to Bard units acceptable provided they generate equivalent airflow output; (4) quarterly maintenance visits (CLIN 0004) including filter changes, coil cleaning, condensate drain clearing, blower inspection, refrigerant level verification, thermostat testing, electrical connection inspection, system performance measurement, and repair of any identified issues—all separately billable work is prohibited and maintenance costs must be fully incorporated into the quarterly rate. HVAC warranty must comply with FAR 46.709 and meet the contractor's commercial warranty minimum of one year. Contractors are responsible for troubleshooting and replacing concealed maglock control wiring, power supplies, and panels to integrate with the existing SCIF access control system and restore "Push to Exit" button functionality. Condensate drainage system serviceability is uncertain and requires subject matter expert assessment during site visit.

Questions and Answers
Remember that this is a Firm Fixed Price Contract.
1. If this is a brand-new contract OR if there is (was) an incumbent performing these services.
a. Brand new.
2. Are we supposed to email those quotes to you directly or use the (PIEE) platform to submit them?
a. You can email them directly to me.
3. What are my next steps after visiting the site:
a. If you are still an interested vendor, you can submit a quote to be via email.
(Chasity.n.griffin.civ@army.mil)
4. The solicitation states “disconnect and reconnect of existing electric power” for eight (8) 4-ton Bard units, please confirm whether any electrical upgrades, panel modifications, new disconnects, or wiring replacements beyond disconnect/reconnect are required or whether existing electrical systems are guaranteed adequate for the new HVAC units
a. The following answer is to the best of our ability. The government is not aware of any need for electrical upgrades, panel modifications, new disconnects, or wiring replacements. It would be best to email me to see the site, the vendor would need to if one is needed to support the install of new HVAC units, otherwise we believe that the existing power can support the units.
5. Please clarify the minimum required HVAC manufacturer warranty duration and whether the contractor is responsible for labor, parts, or both during the warranty period, including overlap with the one-year maintenance.
a. Per Far 46.709: The warranty duration is based on the commercial warranty that your company offers. If you are unable to provide a year-long commercial warranty, then you will be considered unresponsive for this requirement. If your company offers warranty, then that commercial warranty will automatically apply to this acquisition.
6. Please define “standard maintenance” for CLIN 0004 and confirm whether the quarterly visits are limited to inspection and filter changes only, and whether repairs, consumables, refrigerant, call-outs, or corrective maintenance are excluded or separately billable.
a. Standard maintenance: Standard maintenance will include the following: cleaning or replacing air filters; inspecting and cleaning evaporator coils; checking and clearing condensate drain lines; inspecting blower wheels and fans; verifying refrigerant levels and checking for leaks; testing thermostat and control operations; inspecting electrical connections and tightening as needed; measuring system performance (airflow, temperature split, etc.); general visual inspection for wear, corrosion, or damage; be prepared to conduct repair of any of the above listed items.
b. “Separately billable” will not be allowable. The maintenance clin should factor in everything that you as the contractor believe will be necessary to support the customer for their quarterly (4) maintenance visits.
7. Please clarify whether wall penetration repair, flashing, waterproofing, exterior finish restoration, or interior patching associated with HVAC replacement is included in CLIN 0002 or expected to be incidental with no additional compensation.
a. CLIN 0002 will only cover what is supported in the PWS and the information given in the Solicitation document, if you believe this to be a concern then you may include it in
CLIN 0002.
8. Can you provide more information/details on the existing trim installed on the building.
a. It would be best to email me to see the site. The following answer is to the best of our ability. There is no trim on the roof of the shelters. The issue is that whenever it rains, the water is able to seep through the roof through connection points of the shelter into the interior of the units, which can cause damage to electronic and IT systems. The requirement is for the manufacturing and installation of a trim to cover those connection points on the roof of the SIBs in order to prevent rainwater from seeping inside.
9. Please confirm whether CLIN 0001 is limited strictly to installation of metal box trim or if the contractor is responsible for remediation of damaged substrate, decking, framing, sealants, or roof membrane discovered during installation
a. The contractor will be responsible for remediation of damaged substrate, decking, framing, sealants, or roof membrane discovered during installation. You are not able to add additional charges, CLIN 0001 should already factor in anything that you believe will support or effect fulfilling what is being asked.
10. Please confirm whether existing condensate drainage systems are serviceable and reusable, or if the contractor is responsible for modifying or installing new condensate drainage to meet code and operational requirements.
a. The government is not sure if the existing condensate drainage systems are serviceable and reusable and would require a subject matter expert to determine what is needed. It would be best to email me to see the site.
11. Please provide the existing exterior door and access control system make/model and confirm whether maglock replacement is standalone or must integrate with an existing base or SCIF access control system.
a. We do not have the access control system make/model. The maglock must integrate with an existing SCIF access control system, and the “Push to Exit” button electronic system on the inside of the unit must be fixed to ensure proper functionality.
12. Please confirm whether the contractor is responsible for troubleshooting or replacing concealed control wiring, power supplies, or panels required to restore full maglock functionality
a. Yes, you are.
13. Section 5.4.3 explicitly states the requirement to provide and install eight (8) 4-ton Bard brand wall units. Could you please confirm if it is strictly mandatory to provide the exact Bard brand, or if the Government will accept "Brand Name or Equal" equivalent units that meet the 4-ton capacity and all other required performance specifications?
a. “Brand name or equal” equivalent units are acceptable, so long as they generate the same air flow output as the units that are currently mounted.
