About this file

This document contains a comprehensive set of questions and answers (Q&A) for Solicitation W9115125RA007 for Work Reception, CADD, and GIS services at Fort Cavazos. The Q&A covers technical and administrative details about the contract requirements, including key personnel, software specifications, data management, and proposal submission guidelines. Critical technical details include the requirement to use MicroStation, Open Roads, and Adobe Illustrator, collect GIS data with sub-meter accuracy, convert GIS data to CADD, and operate on a DoD network with Common Access Card (CAC) access. The GIS lead must have the ability to receive a Secret Clearance, and all personnel are required to work on-site full-time.

Proposal submission guidelines specify that all submissions must be sent to the Contracting Officer Ryan Hoover and Contracting Specialist Imelda Perry, with both redacted and unredacted versions of volumes I, II, and III. Key personnel are limited to a Project Manager and Alternate Project Manager, and their resumes should detail job descriptions, educational background, experience, certifications, and qualifications aligned with the Performance Work Statement (PWS). The government will evaluate the GIS team based on accuracy, response time, quality, and completeness. An amendment is forthcoming to clarify page limits for Volume III and submission requirements.
