Furthermore, PWS Section 1.1 states that the contractor is required to provide all Transportation, Tools, and materials.
With the amount of travel and equipment that would need to be on site as measurements and data is being collected, is there a requirement for a contractor to purchase and maintain a vehicle/van to provide these services and transport equipment around the base?

The phase-in and phase out periods are broken out on government provided CLIN structure/tables, does the customer request that these periods be priced out on separate CLINS as the tables suggest, than the rest of the months during base and last option years? Will any equipment/vehicles/materials, internet etc. need to be priced WITH Labor as a Firm Fixed Price in that CLIN or can the contractor propose a materials CLIN to cover Internet subscriptions, vehicles, fuel, and initial equipment purchases?

However, in the RFI Questions released on 6/13/2025, it states that "PPQs shall be included in Volume III." Can the government clarify whether PPQs should still be emailed to contract POCs? If this is true, how are they also supposed to be included in Volume III? Offerors may email PPQs to KO and KS
