About this file
This Performance Work Statement (PWS) outlines requirements for contractor support to assess, document, and achieve accreditation for a Sensitive Compartmented Information Facility (SCIF) for the Center for Countermeasures (CCM), in coordination with the Defense Intelligence Agency (DIA). The primary objectives include performing a comprehensive facility assessment to identify deficiencies against Intelligence Community Directive (ICD) 705 standards, which covers areas such as high-security doors, intrusion detection systems, access control, CCTV, physical hardening, acoustical protection, and electromagnetic shielding.
The contractor must provide both on-site and remote support to prepare accreditation documentation, including completing final facility checklists, TEMPEST checklists, standard operating procedures, and emergency action plans. The period of performance is twelve months, with the goal of achieving full DIA accreditation by Fall 2026. Key requirements include having personnel with Top Secret security clearance and SCI eligibility, demonstrable experience in ICD 705 compliance, and expertise in facility assessments. The government anticipates two trips will be required to support the contract, and the contractor must submit monthly status reports detailing completed activities, issues, and planned work.
