Government Response: The required Physical is the Contractor responsibility.
6. Industry Question: PWS 5.3.1.6 Is the contractor required to provide a Property Control System or will a government system be used for this?
Government Response: Yes, the contractor is required to provide a Property Control System in accordance with FAR 52.245-1. Currently the GFP module in the Procurement Integrated Enterprise Environment (PIEE) will be utilized.
7. Industry Question: For ODCs, the pricing spreadsheet has ODCs listed out in various categories such as Supplies, Parts/Materials, etc. The Section B sheets have a note that ODCs should not exceed $250,000.00. How does the government want the $250,000.00 split out among the ODCs categories listed on the pricing spreadsheet?
Government Response: ODCs referrers to CLIN xxx2 in those areas that require those funds during the period of performance not to exceed $250K.
8. Industry Question: On the PWS Section 1.4, the period of performance for the base year consists of 12 months (1 May 2021-30 April 2022) while the Section B sheets lists the base year as 11 months.

For the phase-in period on the new contract, will the incumbent be responsible for full performance during the phase-in or will the new contractor be responsible for hiring/paying all employees on the first day of the phase-in?
Government Response: The incumbent has full responsibilities to provide support services until the end of period of performance.
11. Industry Question: PWS Section 4.1.3, the Contractor is to provide vehicles for on and off road operations. Will the cost of these vehicles be reimbursed through the ODC line, CLIN X002, on the contract?
Government Response: CLIN 0001 (and subsequent annual CLINs 1001, 2001, 3001, and 4001) states “The contractor shall furnish all TADSS support services in accordance with the PWS to include all labor, vehicles, and supervision. Contractor costs associated with vehicle maintenance (e.g. tires, batteries; oil; and fuel) of the contractor furnished vehicles are reimbursable under CLIN 0002, ODC and subsequent annual CLINs 1002, 2002, 3002, and 4002.

Government Response: Confirmed
22. Industry Question: Please confirm that offerors are allowed to add Headers and Footers to show Company Name, Proprietary Statement, Date of submission, and page numbers.
Government Response: Reference Section L of RFP
23. Industry Question: Please confirm that it was the Government’s intention to change the SCA Wage Determination (WD) on the TADSS contract from an odd-numbered WD to an even-numbered WD. Incorporating an even-numbered WD (“average cost method”) can potentially increase the overall cost of health and welfare fringe benefit to be higher than that of the “fixed cost” method by individual employee.
Government Response: The TE-F Wage Determination has been updated to Wage Determination 2015-5237 Revision 14 dated 21 December 2020.

28. Industry Question: Under proposal instructions, Section I, the government states “7. The prime contractor is responsible to enter any subcontractor(s) pricing on the pricing spreadsheets.” Can the prime enter sanitized pricing on the pricing spreadsheet and the subcontractor submit un-sanitized pricing to the government showing the details of its pricing build-up? If un-sanitized pricing is submitted by the subcontractor, can the subcontractor also provide its only pricing narrative to the government in conjunction with its pricing spreadsheet? Does the government have a specific naming strategy it would like subcontractors to use in regard to these files?
Government Response: The prime contractor shall submit all document in reference to the RFP. Subcontractors are not authorized to submit documents in reference to the RFP. Although not anticipated, if the Government requires certified or other than certified cost and pricing data, subcontractor un-sanitized information may be requested in accordance with FAR 52.215-20.
29. Industry Question: On the pricing spreadsheet, there is no area for the contractor to include its Overhead rate or costs. Can the government update the spreadsheet to allow the contractor to apply its Overhead rate to all labor?
Government Response: No, the Government will not update TE G Pricing Spreadsheet. However offerors are allowed to adjust the format to align with their accounting practices.
30. Industry Question: May CPARS be used in place of the PPQ?
Government Response: No, Past Performance Questionnaire (PPQ) is the requested document.
31. Industry Question: Organizational Structure Change History- do you want this to come from the Prime only, or do you want this from subcontractors too?
Government Response: Organizational Structure Change History shall apply to all parties responding to the RFP.
32. Industry Question: Section L page 67 paragraph B3 states “source selection will be Best Value, Lowest Price Technically Acceptable” Section M (a) 1 states “this is a best value source selection…” “Award will be made to the Lowest Price Technically Acceptable offer”. Can the Government clarify if this is a Best Value or Lowest Price Technically Acceptable Award?
Government Response: The Best Value, Lowest Price Technically Acceptable Source Selection Process will be used.
33. Industry Question: In the pricing workbook (TE G) there is a section for OTHER DIRECT COST (ODC). Is this section for reimbursable ODCs (CLIN xxx2) or contractor ODCs that will be included in the FFP CLIN xxx1 cost?
Government Response: This section is for Other Direct Cost that will be referred to CLIN xxx2.
34. Industry Question: The TE G pricing worksheet for Phase-In does not include a section for ODCs such as one-time startup costs. Can additional ODC lines be added to the Phase-In page for these one-time, transition costs?
Government Response: Offerors are authorized to adjust the Pricing Spreadsheet to fit their accounting practices.
35. Industry Question: Section L, paragraph C.2.a, page 68 reads, “Offerors shall submit the proposal electronically at the following secure website: https://beta.sam.gov/ and to email to Mr. Kendrick Nance…” Please either provide upload instructions for beta.sam, or confirm that email submission to Mr. Nance and Mrs. Rodriguez (without beta.sam) is the correct action.
Government Response: Instructions to Offerors have been updated to reflect emailing proposal directly to Contracting Officer and Contract Specialist.
36. Industry Question: Section M, paragraph c.(3).(d), page 80 reads, “Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
An “acceptable” evaluation for a lack of reported or available past performance puts such contractors at an unfair competitive advantage in that a) they do not have to make the effort to prepare and coordinate past performance citations and customer questionnaires; b) there is no risk to provision of adverse or even average information being provided by their customers; and c) there is no evidence of experience or capability from which to project future performance or risk mitigation. Will the Government consider reevaluating their position on this criteria to “unknown” is considered “unacceptable?”
Government Response: No. This statement is driven by the FAR, which states in the case of an offeror without a record of relevant past performance or for whom the information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
37. Industry Question: The solicitation uses WD 2015-5238, an even numbered WD, this means H&W is paid based on hours worked not hours paid. However the pricing workbook uses the hours paid method to estimate H&W cost for the FFP labor cost and for OT calculations. Would the Government consider changing to WD 2015-5237 Rev 14 to better align with pricing workbook? The pay rates are the same and it was updated on the same day as 2015-5238 Rev 14.
Government Response: The TE-F Wage Determination has been updated to Wage Determination 2015-5237 Revision 14 dated 21 December 2020
38. Industry Question: In light of cyber security requirements, as well as the possibility of miscommunicating/ mis-providing data with our proposal, is it acceptable to disable external links to the TE G Pricing Spreadsheet?
Government Response: Yes
39. Industry Question: In TE G, is it acceptable to adapt the pricing burden formula to differently treat exempt and non-exempt workers? For instance, exempt workers may not typically receive the SCA/SCLS H&W rate of $4.54, but a different package value from their employer instead.
Government Response: Offerors are allowed to adjust the formulas/format to remain compliant with their accounting practices.
40. Industry Question: Will contractors be required to handle HAZMAT? If so, what types, at what facilities, is there adequate storage for them, and are there available cleaners/solvents for those items or products?
Government Response: Yes, the contractor will be required to handle HAZMAT to include but not limited to, batteries, propane, etc.
41. Industry Question: PWS 3.1.3: Who provides oversight and facility access to government provided office custodial services?
Government Response: The Government
42. Industry Question: PWS 3.1.3: Are there any work areas that the custodial service does not clean (i.e.
workshops, fabrication shops, maintenance areas)?
Government Response: YES, the Fort Hood custodial services only cleans the common areas, hallways and latrines.

Government Response: USGOV occupy both building as required.
46. Industry Question: PWS 5.5: Will technical assistance be required beyond/outside of normal duty hours?
Government Response: YES, however no overtime is authorized. Per PWS 1.5.4. “Flexed work schedules may be required in the performance of services on this contract.”
47. Industry Question: Are TSC facilities shared with other contractors?
Government Response: YES.
48. Industry Question: Who is responsible for opening, closing, securing the TSC buildings?
Government Response: The TSC Contractors.
49. Industry Question: How many and what type of vehicles are being used by the current (incumbent) contractor?
Government Response: Two box trucks, one van, and one 4x4 Truck.
50. Industry Question: In TE G, the H&W used is the rate without EO13706 Sick Pay ($4.54), however Solicitation page 38 lists FAR 52.222-62 as a flowdown clause. Please clarify if TE G should be updated to use $4.22 for H&W, or if the above FAR clause should be removed.
Government Response: The Government will not revise TE G Pricing Spreadsheet, however, offerors are allowed to adjust the formulas/format to remain compliant with their accounting practices. TE F has been updated with new WD 2015-5237 Revision 14 dated December 21, 2020. FAR 52.222-62 will remain incorporated into the solicitation and resulting contract.
51. Industry Question: The pricing spreadsheet that is provided rolls up fully burdened rates with the data on the government provided spreadsheet. Every contractor has their own method of building up the pricing. The government’s spreadsheet does not include some Fringe benefits that we provide such as 401K matching, health care contributions, life insurance, etc. Also, we provide sick pay (56 hours for SCA employees) and pay the H&W at
4.22 per the Service Contract Act - the government spreadsheet does not account for this. The government spreadsheet provides H&W dollars to Exempt employees; we do not follow that practice. No opportunity for Overhead Costs are allowed either. We ask the government to revise the pricing requirements to request Contractor’s detailed level pricing but not force the Contractor’s to use a government roll-up spreadsheet.
Government Response: The Government will not revise TE G Pricing Spreadsheet; however, offerors are allowed to adjust the formulas/format to remain compliant with their accounting practices.
52. Industry Question: Overtime: There is an overtime section of the government pricing spreadsheet. Can the government provide the historical overtime data for the last contract period?
Government Response: This is a Firm Fixed Price RFP, overtime is not authorized. Not all cells on TE-G will be used. Offerors shall use only cells that apply to their accounting practices.
53. Industry Question: The pricing spreadsheet currently sums ODC together with labor pricing for each POP. Why do we have to load any detail ODC’s if the CLIN XXX2 is a plug number of $250,000?
Government Response: Not all cells on TE-G will be used. Offerors shall use only cells that apply to their accounting practices.
54. Industry Question: How many and what type of vehicles are owned by the incumbent and used for this project?
Government Response: Two box trucks, one van, and one 4x4 Truck.
55. Industry Question: Are general hand tools part of the GFE?
Government Response: YES
56. Industry Question: Since all TADSS Property shall be accounted for using GCSS and TS-MATS (5.4.1) is the contractor still required to “Establish and maintain an inventory tracking system” (5.3.1.2)?
Government Response: Yes, in accordance with FAR 52.245-1.
57. Industry Question: 5.3.1.7 states “The Contractor shall be responsible for TSC property that is lost or damaged while under the Contractor's control.” Would the Government please define “Contractor’s Control”?

Government Response: The contract reduced manpower according to the Post guidelines for a short period of time, but quickly adjusted (meeting CDC safety requirements) and returned the entire workforce because of mission essential training support.
60. Industry Question: Reference: PWS 4.1.3 - What kind of vehicles have been historically provided by the contractor to perform services?
Government Response: Two box trucks, one van, and one 4x4 Truck.
61. Industry Question: Reference: PWS 1.5.7, 1.5.14 - Please confirm that personnel under this effort do not require a Secret Security Clearance. Upon review of the IT position requirements for 1.5.14 to be satisfied, there may be specific clearance requirements specified under Federal Law that necessitate the issuance of a DD254 and subsequent Secret Clearances for the appropriate positions.
Government Response: Only the System Administrator need to have a Secret clearance.
62. Industry Question: Will the Government clarify if the Information Assurance Technician (IAT) Level I can have either an Information Assurance Technical (IAT) Level I or an Information Assurance Management (IAM) Level I professional certification?
Government Response: IAT level I is acceptable.
63. Industry Question: The Contractor is responsible for ensuring employees possess and maintain current Information Assurance Technician (IAT) Level I professional certification during the execution of this TO.
Question: Is the contractor required to have an employee who is a Fort Hood certified “system administrator” (SA), with NET+ or A+ certifications?
Government Response: This contract will require an onsite employee certified by Fort Hood NEC.
67. Industry Question: The proposal preparation instructions state “Tab indexing shall be used to identify sections.”
Question: Can the Government clarify what “tab indexing” is referring to in an electronically submitted document?
Government Response: TAB Indexing for electronically submitted document means to label and organize the proposal sections and any tabs for a clear distinction between submitted sections of the RFP.
68. Industry Question: Will the Government confirm that Offerors are not required to include the signed SF 30s from each amendment, but rather acknowledge the amendments within Block 14 of the SF33?
Government Response: All SF30s shall be submitted in accordance with Section L of the RFP which includes filling out, dating, and signing any Amendments.
69. Industry Question: Section I’s instructions ask for the TE G Pricing Spreadsheet to be electronically submitted and readable by Microsoft Excel 97-2003. The TE G Pricing Spreadsheet provided in the solicitation is an .xlsx file, which is the Microsoft Excel 2007 version.
Question: Will the Government clarify if Offerors are to submit the TE G Pricing Spreadsheet as a Microsoft Excel 97-2003 file (.xls) or a Microsoft Excel 2007 file (.xlsx)?
Government Response: Offerors may submit the TE G Pricing Spreadsheet in either .xls or .xlsx format.
70. Industry Question: OTHER DIRECT COSTS: ODC is reimbursed excluding profit or fee.
Question: Is the contractor allowed to apply a Material Handling fee (comprised of G&A and overhead) to the ODC costs?
Government Response: No.
71. Industry Question: Paragraph 1.5.7 says “Contractor personnel performing work under this contract does not require a security clearance”. However in paragraph 1.5.7.3 and paragraph 1.5.14 of the PWS requires employees with IAT Level I certification, and further “and qualified to administer a LAN.”
Question: Fort Hood NEC rules specify to be a “system administrator”, individuals must have SECRET Clearance.
Please clarify the apparent conflict.
Government Response: Only the System Administrator needs to have a Secret Clearance.
72. Industry Question: The Contractor shall be responsible for providing personnel, supplies, and equipment for outside maintenance of Government provided, Contractor-occupied facilities and TSC areas.
Question: Can the government clarify what will be required at the start of the contract to fulfill this task?
Government Response: Ground maintenance equipment (riding lawnmower and weed eater)
73. Industry Question: Wage Determination 2015-5238, Revision (14), dated 05/27/2020.
Question: Please clarify which WD is correct; WD (2015-5238 rev (14), dated 05/27/2020 or WD 2015-5237 rev 14 dated 20 Dec 2020?

After checking on https://beta.sam.gov, we did not find a location to submit proposals on https://beta.sam.gov.
Question: Would the Government please provide instruction on how to submit proposals using https://beta.sam.gov?
Government Response: Instructions to Offerors have been updated to reflect emailing proposal directly to Contracting Officer and Contract Specialist.
75. Industry Question: The Contractor Shall provide vehicles for on and off road operations as required". Since the site visit was cancelled and we were unable to tour the facilities and see the requirements, please provide the number of trucks currently being used to meet the requirements.
Government Response: Two Box trucks, one Van, and one Pick-up truck.
76. Industry Question: Paragraph 1.4 calls for the base period of performance to be 12 months, however, Section B, CLIN 0001 has unit of 11 months. Please clarify if Base period is 12 or 11 months
Government Response: Base year period of performance is from 1 May 2021-30 Apr2021 (which includes a 30 day phase in).
77. Industry Question: Summary Tab formulas are not pulling data from the Phase-in through Option Year 4 tabs.
