RESPONSE TO INDUSTRY QUESTIONS
REQUEST FOR INFORMATION (RFI)
CONSOLIDATION LIST
W91151-21-B-0003
REPLACE HVAC BLDG 7050
1. Q. Confirm reuse of existing duct detectors at AHUs 1-9? Or will new duct detectors be required?
ANS: Contractor shall install two new duct smoke detectors for each new AHU as shown in M-701.
2. Q. Confirm TAB will be required for all new equipment and associated air devices? Will TAB be required of any existing equipment or associated air devices to remain?
ANS: Contractor shall be responsible for testing, adjusting, and balancing all new HVAC equipment, including air handlers (9), chillers (1), and pumps (2). This does not apply to existing equipment. Upon further consideration, TAB of individual air devices shall not be required for this project.
3. Q. Confirm if DALT testing of any kind will be required for any new duct work that is used to place back
AHUs? Is DALT required of any existing ductwork?
ANS: DALT shall not be required for this project.
4. Q. Drawings state that the existing concrete pads shall be preserved. Confirm modifications/add-ons to existing mechanical pads as needed will be acceptable?
ANS: Existing concrete pads shall be expanded if necessary to accommodate new equipment.
5. Q. Can the government confirm the amount of nonfunctional dampers per page MD-101A, General Note

ANS: Please disregard MD-101A, general note 2 wherever it appears in Technical Exhibit B. See question 2.
6. Q. Please confirm that Fan Coil units FC-1, FC-2, FC-3, Chiller CH-3, Air Conditioners AC-025, AC-026, and Unit Heaters UH-1, UH-2 shown on page MD-102A are to remain?
ANS: The listed equipment shall not be demolished for this project.
7. Q. Confirm the HVAC Control Panel CPH-1 is to remain per sheet MD-103?
ANS: M-701, general note 1 is incorrect. While B7050 does contain some pneumatic equipment, all of the existing air handlers are DDC controlled. Contractor shall demolish the existing DDC system and establish a new system as described in M-701 and M-702. The new main control panel (with LonWorks display) shall take the place of CPH-1, with additional panels being located at each AHU as necessary.
Please note that, due to the age of the existing system, DPW will not be able to provide an existing controls database for this building.
8. Q. Per the drawings, there are several units of equipment that are to be removed and nothing placed back. This will leave mechanical pads unused in the mechanical room. Would the government like for these mech pads to be removed?
ANS: All existing concrete pads shall remain, even if they are not reused for new equipment.
9. Q. Will any of the existing piping be required to re-insulate? (e.g. existing piping from new AHUs to wall/floor/ceiling penetration, or set amount of linear feet outside of new AHUs)
ANS: For AHU-1, 2, and 9, all branch piping on the second floor shall be reinsulated. For AHU-3, 4, 6, 7, 8, and 10, only the vertical branch piping between the roof deck and the unit shall be reinsulated.
Assume approximately
10. Q. Drawing Sheet M-201A, note #1 indicates that the existing AHUs 1-9 have existing concrete pads. Observed at the site visit, no concrete pads exist. Instead the AHUs are supports by steel mechanical frames and isolators.
Would the government like new concrete pads for the new AHUs? Or will new fabricated steel frames suffice?
ANS: Contractor shall install all new air handlers on new fabricated steel frames to match existing.
11. Q. Will concrete testing be required for any new concrete placed for mechanical pads? Please specify which tests are required.
ANS: All new concrete pads shall be installed per Technical Exhibit A (23 00 00). No additional tests shall be required.
12. Q. If new concrete pads are required for AHUs 1-9, will the contractor be responsible for engineering to confirm the building is suitable for the added weight of new concrete pads on the 2nd floor mezzanine?
ANS: No new concrete pads shall be installed on the second floor. See question 10.
13. Q. Page M-001, Mechanical General Note #12 states that any new mechanical pads placed for this thickness is to be used?
ANS:
thickness if necessary.
Existing pads shall be expanded at the existing
14.Q. At the site visit we observed 3 CRAC units, AC-3, AC-4, and AC-5 of page MD-202A that are to be removed. The drawings do not show anything being placed back at these locations. Please confirm that these 3 units are to be demo’d and associated piping, etc, to be abondoned in place?
ANS: Confirmed. See MD-202A, note 2.
15. Q. Please provide the manufacture of the existing Exterior Insulated Metal Panels to this building?
ANS: This information is not available.

ANS: Upon further consideration, all condenser-water piping shown in bold on MD-102A shall be abandoned in place and not demolished. All exposed condenser-water piping in room 126 and the mechanical yard shall still be demolished, as shown in MD-103 and MD-104.
17. Q. Will the existing utilities (electrical, gas, water) need any upgrades performed by privatized utilities (Dominion, AMWater) to appropriately accommodate the new equipment?
ANS: No.
18. Q. Can the amps for new Chiller CH-1 be provided? New AHUs 1-9?
ANS: My basis of design for CH-1 is a Daikin AGZ075, which has an MOCP of 175 A. This value may be used for estimating purposes. Please see Technical Exhibit C for the electrical requirements of all existing air handlers. These should provide a reasonable high limit for the power consumption of new units.
19. Q. If the electrical supply to new Chiller CH-1 is larger than the existing Cooling Towers CT-1 & CT-2, it is possible that the underground conduit and wiring will have to be upgraded. Please confirm?
ANS: Underground conduit shall not be expanded. If the new wiring for CH-1 does not fit in the existing conduit for CT-1 and 2, contractor shall install new wiring and conduit aboveground and run it though the exterior wall of room 126.
20. Q. The provided as-builts dated 1980 show there to be removable insulated panels at the East end of the building above the mechanical yard. Are the currently available for use?
ANS: Contractor may remove exterior wall panels from the east side of B7050 as necessary to replace equipment on the second floor. These panels shall be reinstalled or replaced in kind as soon as possible. Afterwards, they shall be sealed and finished to match existing. Existing thermostat and light fixture shall be relocated to an unused panel if necessary. See provided photos.
21. Q. The assumed removable insulated panels also appear to be just above the existing electrical transformers in the mechanical yard. Are the transformers removable provided they are reinstalled after equipment is placed inside the mezzanine?
ANS: Contractor may remove fence panels from the east side of the mechanical yard as necessary to replace equipment. This will allow vehicles and cranes to approach the building directly from an access road. These panels shall be reinstalled or replaced in kind at the end of construction. See provided photos.
22. Q. Could the contractor provide a new permanent or temporary roof access as an option to remove existing equipment and place back new equipment?
ANS: No.
23. Q. Will any duct cleaning of existing ductwork be required?
ANS: No.
24. Q. Will testing of existing Chilled/Hot Water piping to remain be required? Or will testing of new piping isolated from existing be acceptable?
ANS: Contractor is not required to test existing piping.
25. Q. To install new pipe hangers throughout the mechanical rooms, this will require demolition of the existing hard lid gypsum ceilings. Will build back of gypsum ceiling be required?
ANS: Contractor may demolish sections of the existing ceiling in room 126 as necessary to install new pipe hangers.
These sections shall be replaced to match existing.
26.Q. 210 total days, 30 being administrative days, leaves 180 day to complete this SOW. With long lead times, can we please get more time?
ANS: The performance period, as stated in the project synopsis, shall be extended to 240 days.
27. Q. Will temporary heating and/or cooling be required?
