About this file
This technical exhibit provides a historical baseline staffing model and other direct cost history for a federal contract supporting testing activities at Dugway Proving Ground and Western Desert Test Center in Utah. Key personnel requirements included a program manager, business managers, quality control and safety officers, scientists, technicians, and operators. The document outlines the average historical hours per year for 58 labor categories along with associated divisions. It estimates that historical overtime has averaged approximately 5% of total hours. Any future overtime must be approved in accordance with FAR regulations. Additionally, the exhibit estimates historical annual other direct costs of $1,198,300 for expenses such as materials, supplies, and equipment.
Separately, the federal contract opportunity posted by the Mission and Installation Contracting Command seeks proposals for non-personal services to support developmental and operational testing at Western Desert Test Center. The contract would provide personnel, management, supplies, materials, equipment, and tools beyond what the government itself provides.
