Volume II, Factor I, Mission Capability (Technical) Task Authorization Request (TAR) 1 Base Operations Support/ Transitional Phase-In–Technical Exhibit V

1. GENERAL INFORMATION.

1.1 Full name of effort: Base Operations Support. This TAR is not in support of a specific test.

1.2. Location / Dates: Fort Hood, Fort Bliss, TX , and other locations to be determined, 4 March 2019 – 3 March 2020 Transition Location/Dates: Fort Hood and Fort Bliss, TX, 4 March -3 April

1.3. Classification: Unclassified.

1.4 Support Services Narrative. United States Operational Test Command (USAOTC) operational test support involves a major effort in base operations to support data collection, data management, supply, maintenance, transportation, and field testing services. The test support contractor must demonstrate flexibility and depth of professional and technical expertise to meet base operations in order to support operational test requirements.

2. CONTRACTING TECHNICAL POINT OF CONTACT and CONTRACT

INFORMATION.

2.1. Contracting Officer’s Representative (COR), USAOTC G4:

2.3. Personnel identified herein are constrained by the Performance Work Statement (PWS): All technical coordination shall be within the general scope of the contract and the Task Authorization Request. Technical coordination shall not result in any action that:

a. Constitutes an assignment of additional work outside of the contract Performance Work Statement (PWS) or the Government requirement.

b. Constitutes a change as defined in the contract clause entitled "Changes - Cost-Reimbursement" (FAR 52.243-2 Alt I).

c. Causes an increase in the total cost, the resource limits approved by the Contracting Officer (KO) in the approved performance estimate, or the time required for contract performance.

d. Changes in any of the expressed terms, conditions or specifications of the contract.

e. Interferes with the Contractor's right to perform the terms and conditions of the contract.

3. DESCRIPTION OF SERVICES.

3.1. Scope: The Base TAR is designed to provide Operational Test Command (OTC) with the base operations to support operational test functions so that the Government can retreive accurate and complete data collection, analysis, data entry, data base manangement, customer test, and test documentation. The Contractor shall provide OTC with core support functions of management, supervison, logistics, vehicle and equipment maintenance, motorpool functions, supply warehouse functions, and operational field test support services. These support functions shall provide OTC with the capabilities to make milestone decisions on critical operational issues and criteria that are developed to validate the performance assessments of major weapon systems or concepts under test. On an intermittent assignment basis, the contractor shall perform operational and customer testing, data collection, and logistical support for other Department of Defense (DoD) activities and other OTC organziations outside of the above listed locations.

3.2. Safety/ Human Research and Protection Plan (HRPP):

a. Human Research and Protection Plan (HRPP) constraints and requirements are none at this time. Late or subsequent publishing of HRPP constraints and requirements will included in a follow-on point change or Task Instruction Letter (TIL).

b. Safety issues and concerns. Where risks to potential participants are judged to be more than minimal, all participants shall be fully informed and aware of safety issues.

The risk at all levels in the performance of responsibilities pertaining to human subject participation in research and development activities must be considered.

c. Other safety issues and concerns in accordance with Hazardous Duty of this TAR and PWS. The following are elements of the activity program which are anticipated to pose potential hazards in the course of implementation activities. Actions should be considered to mitigate the risks associated with these hazards and should be considered in the development of the Task Implementation Plan (TIP).

3.3. Specific Technical Requirement: The contractor's TIP response shall describe the technical approach and methodology with associated labor and reimbursables for each of the below sub-paragraphs. Costs shall be separately identified by each month and segregated by fiscal years. Unless otherwise specified by a TIL or other government official document, test-specific requirements (e.g., costs attributed to pre-test events or test-preparation events such as Temporary Duty (TDY), test supplies, and aspects of security, etc.) shall not be charged to this TAR. Separately identify all “Core” personnel in the “Base TIP” and give an estimated percentage of how much if any, of their time is spent in support of operational testing.

3.4. Contract Management and Staff (Core personnel): The Contractor shall identify all personnel required to operate the subject PWS regardless of testing workload.

Personnel identified as contract management and staff, comprise the core personnel and shall include as a minimum:

a. All key and essential positions. The contract identifies the Program Manager, Security Manager, and Logistics Manager as key and essential positions.

b. All managerial and staff, inclusive of administrative personnel positions whose efforts are directly related to contract administration and whose time is not divided out amongst test Task Authorization Requests. Examples of areas falling into this category include:

[1] Accounting

[2] Human resources

[3] Management of major contract areas such as logistics, data management, purchasing, quality control, motorpool operations, supply warehouse operations, vehicle and equipment maintenance, security, safety, environmental, etc.

3.5. Information Technology:

a. Requirements. The Contractor shall use the Governments server and designated share drive to perform operations and store government documents. The Contractor shall use Global Combat Support System-Army (GCSS-Army) as its property accountability, maintenance management, dispatching, repairs parts, Military Standard Requisitioning and Issue Procedure (MILSTRIP), drivers training, supply accountability, and other requirements listed in the PWS, section 5.8.

b. LAN Access. The Government will manage and maintain the OTC Local Area Network (LAN) that the Contractor will use to support testing, local e-mail and inter-communications. The Contractor shall obtain and utilize service from an internet service provider for uses not accepted on the OTC LAN, i.e., the processing and storage of Contractor proprietary data. Government data and work will not be conducted, stored or processed on commercial internet service providers, commercial e-mail systems, and non-government systems. Government provided systems will not be connected to any commercial service provider except for authorized Virtual Private Network connectivity provided by OTC. Contractor owned/provided systems are not authorized to be connected to OTC Net and other government networks. The Contractor shall not house its own servers in government facilities. The Contractor shall provide support documentation to the Government as proof that any software, procured satisfies all security and information assurance concerns before the software is allowed to operate on the Government network.

3.6. Logistic Operations (PWS section 5.9.):

a. Requirements. The Contractor shall use Global Combat Support System-Army (GCSS-Army) as its property accountability for both Government Property (GP) and Government Furnished Property (GFP), maintenance management, dispatching, repairs parts, MILSTRIP, drivers training, and supply accountability.

b. Transportation Services. The Contractor shall perform services pursuant to the PWS, section 5.11. and the contractor's approved Property Management Plan (PMP).

c. Supply Services.

[1] The Contractor shall provide quality and responsive supply support in accordance with the contractor's approved property control system and the PWS section 5.12.. The property management plan shall address procedures for issuing both GP and GFP in support of test events where Task Authorization Requests will not be generated.

[2] The Contractor shall obtain repair parts, spares, bench stock, MILSTRIP, and raw materials to meet the requirements of this contract IAW PWS section 5.10.9.. Items having a history of high demand or long lead-time may be stocked at a higher level than other supplies. The Contractor shall have records of stockage available in GCSS-Army for government review.

d. Uniforms(PWS section 5.13).

[1] Contractor personnel, other than professionals in an office environment, shall wear Government-provided uniforms when directed by the Government. When performing field services, contractor personnel shall wear Government-provided uniforms in accordance with USAOTC Management of Government Furnished Property and Equipment, OTC Memorandum 735-2 and FAR 45.5. The Areas of Operation (AO) of the test shall be identified in the TAR.

[2] The Contractor shall issue, maintain, replace, repair, and turn in uniforms provided by the Government for contractor employees assigned to a Test TAR. Uniforms for personnel hired to augment support, over and above existing supply, shall be at test expense.

e. Property Control.

[1] The Contractor shall be responsible and accountable for both

Government Property (GP) and GFP in accordance with applicable FAR 45.5, OTC Memorandum 735-2, and the requirements of the contractor's approved PMP.

[2] The Contractor shall use the GCSS-Army to maintain all property inventory to ensure up to date information is available at all times. Report all changes to the GFP master list to include Contractor Acquired Property (CAP) and Found on Installation (FOI) in the monthly report (CDRL A001, and A008) electronically through a

Government designated share drive or government approved Contractor share drive.

Upgrades to the share drives are not authorized without prior government approval.

Notify the Government via email when the posting is complete. The Contractor shall also use GCSS-Army as its maintenance management system. An approved commercial off the shelf system that is compatible with the Government servers and approved by the Government can be used as a secondary means with the Government GCSS-Army system but shall not be used as a replacement to GCSS-Army.

[3] The Contractor shall identify and dispose of obsolete and unused GP or GFP in accordance with paragraph 5.9.1.3. of the PWS, and request disposition instructions from the Government only when the equipment repair cost exceeds 60% of the replacement value.

[4] Provide an annual reconciliation report of all Contractor issued hand receipts against the Property Book for 100% accountability of all GP/GFP.

[5] Provide a listing of all unassigned and FOI property/equipment requesting disposition instructions from the COR IAW CDRL A001.

[6] The Contractor shall initiate actions through the COR, KO, and the Government Property Administrator to replace all lost, damaged, or destroyed GP/GFP in accordance with the contractor's approved property management plan. No Task Authorization Request shall be closed until all associated property has been recovered or accounted for.

[7] The Contractor shall manage and operate the Sensitive Item Storage Area located in the Governments Motorpool. It shall be used for storage, issue and receipt of sensitive items such as Night Vision Devices (NVDs), Singars Radios etc. to support operational testing. The Contractor is not authorized to store any arms or pyrotechnics, including but not limited to military small arms, crew served weapons, “Javelin” type weapons, and Privately Owned Weapons (POW). Contractor shall be prepared at all times for inspection by the Government of the sensitive items located in this storage area.

[8] The Contractor shall comply with the Policies and Regulations listing in section 6 of this contract concerning secure storage to include any additional guidance issued by the installation.

[9] Inventories shall be conducted IAW PWS section 5.9..

3.7. Purchasing:

a. The Contractor shall provide a responsive system, with subcontracting capability, in accordance with contract terms and the contractor's approved Subcontracting Plan. The Contractor shall keep the plan updated and submit updated copies of the plan to the KO and COR for review and approval within 10 days of any changes to the plan.

b. The Contractor shall use the Government supply system as the primary source for acquiring material. Other sources may be used if material or services are not available from the Government. The Government reserves the right for final determination of supply source.

c. The Contractor shall obtain purchase approvals IAW the PWS. The Contractor shall not split requirements. Splitting of purchase requirements could result in the circumventing of the appropriate approval process.

d. The Contractor shall purchase HAZMAT materials from the HAZMART store using a corporate credit card. Those materials purchased to support the tests shall be charged to the tests. During the course of contract performance, the Contractor shall be required to deal with hazardous materials. The Contractor shall act in conformance with environmental requirements, Environmental Procedures OTC Memorandum 200-1, and submit reports IAW CDRL A010, HAZMAT (TE N).

3.8. Maintenance:

a. General Maintenance Requirements PWS section 5.10.. The Contractor shall provide maintenance management of all equipment assigned to the contract, to include managing the Test, Measurement and Diagnostic Equipment (TMDE) Program (see PWS 5.10.4 and 5.10.5.) and shall ensure equipment enrolled in the program is calibrated. Maintenance management efforts and effectiveness information shall be available to the Government upon request.

b. Automotive Maintenance and Motor Pool.

[1] Provide services in accordance with the PWS section 5.10.4. and 5.10.6..

[2] Maintain all GP and GFP at Mission Capable Standards in accordance with Army Test and Evaluation Command (ATEC) 750-1 and the PWS section 5.10.4.5.. Mission Capable Standards is defined as: All items maintained Mission Capable as listed under the Preventative Maintenance Checks and Services

(PMCS), MISSION CAPABLE COLUMN.

[3] All Safety shortcomings and deficiencies shall be corrected IAW Technical -10 manuals, AR 385-10, Army Safety Program, Occupational Safety and Health Act (OSHA), and local policies.

[4] Maintain accurate maintenance management plans in GCSS-Army of all tactical and non-tactical vehicles and equipment requiring maintenance.

[5] Ensure all Modification Work Orders (MWOs) and commercial manufacturers recall and safety usage messages of any deficiencies are applied and documented as applicable for the safe operation of equipment. All MWOs and open recalls shall be checked and actioned on to return equipment to the manufacturer’s recommended safe operating criteria’s as part of the annual services conducted on government commercial vehicles.

[6] The Contractor shall provide vehicles to move visitors and test personnel in and around test sites on a scheduled basis.

c. Communication Equipment Services.

[1] The Contractor shall maintain communications equipment in operational condition. The Contractor shall be responsible for the accountability and storage of all non-developmental instrumentation currently in inventory. (All maintenance shall be charged to the Test TAR).

[2] The Contractor shall provide GP and GFP maintenance services and support at field locations for pre-test, test, and post-test mission requirements. Field locations may be at Fort Hood or other CONUS or OCONUS locations. Time limits and constraints will be established in specific Government requirements.

[3] The Contractor shall provide repair down to component level, if cost effective. Repairs, replacements, and disposal of equipment shall be accomplished in accordance with contract terms.

[4] The Contractor shall provide vehicle battery maintenance services to meet the requirements of this contract. Batteries shall be maintained IAW applicable technical manuals or documents. Disposal shall be IAW federal, state, and installation hazardous waste disposal procedures.

[5] The Contractor shall seek Government approval regarding actions that could lead to component salvage operations, when appropriate. Examples of appropriate situations include, but are not limited to salvage operations providing protection against obsolescence and/or representing substantial savings to the Government. These salvage operations must not jeopardize reliability and/or mission accomplishment.

d. Calibration Services. The Contractor shall ensure TMDE included with the GFP is maintained and the accuracy of their calibration standards is traceable to the National Institute of Standards and Technology (NIST) as designated in TB 43-180.

Contractor is required to maintain U. S. Army Test, Measurement, and Diagnostic Equipment Activity (USATA) standards IAW PWS section 5.10.5..

e. The Contractor shall provide Personal Computer (PC) maintenance for all Base Task Authorization Request managed Information Technology Resources (ITR).

f. Carpentry Services. The Contractor shall provide repair, fabrication, painting, and installation of carpentry products. Repair services shall be coordinated and approved by the COR if they require modifications to the existing facility structure.

g. Electrical Services. The Contractor shall install and remove test equipment, GP and GFP building electrical hook-ups from Government-provided and designated electrical power drops and other electrical services in the maintenance of GP and GFP.

h. Heating and Air Conditioning Services. The Contractor shall repair, service, install, and uninstall GP or GFP (i.e. air conditioners and heaters) used in support of the contract under base support repairs. Efforts under the base, in support of tests or experiments shall be coordinated and approved by the COR and executed after receiving COR approval.

3.9. Facility Services:

a. The Contractor shall provide transportation to and from, positioning, electrical hook up/disconnection, and removal of portable buildings.

b. The Contractor shall maintain facilities, to include test sites, and surrounding grounds in a clean, orderly, sanitary, safe, and operational condition. The Contractor shall maintain grass out to 100 feet around all towers and all Government furnished facilities. All other open areas such as test sites and motorparks shall be maintained as directed by the KO and/or COR.

c. The Contractor shall perform routine preventive maintenance/self-help on all

GP, GFP and Government-issued facilities IAW OTC Memorandum 420-1 and paragraph 3.1. of the PWS.

d. The Contractor shall provide sustaining and on-call maintenance of transportable and fixed test facilities before, during, and after tests. This maintenance includes, but is not limited to fabrication, electrical, air conditioning, and heating. Repair services shall be coordinated and approved by the COR.

e. The Contractor shall provide portable latrine services for government facilities utilized by personnel, when indoor plumbing has not been provided.

f. The Contractor shall provide potable drinking water for buildings and work sites that are not connected to a potable water supply system.

g. The Contractor shall empty portable trash containers from contractor occupied facilities to Government-provided dumpsters. The Contractor shall maintain a clean and clear area around the dumpsters.

h. The Contractor shall practice measures to conserve government furnished utilities in accordance with FH Reg. 420-9.

i. The Contractor shall appoint in writing a Key Control Officer to establish a Key Control Program within their activity IAW USAOTC Physical Security published guidance, OTC Policy Memorandum 190-2, and all applicable regulations.

3.10. Program Management and Administration Requirements:

a. The Contractor shall provide all necessary financial management services and reports in accordance with the Monthly Progress Report, CDRL A001.

b. The Contractor shall provide electronic files available on a Government approved share drive or repository of all Base and Test Support related contractor correspondence, documentation, and information at the end of each TAR completion, at the end of each contract year, and upon completion of the contract performance period.

A notification via email shall be forwarded to the COR when files are available.

c. The Contractor shall provide security services to include, but not limited to Communications Security (COMSEC), industrial, information, physical, personnel, and automation security for execution of this contract.

d. The Contractor shall identify and track all test-related labor, to include as a minimum: management, mechanic, purchasing, and transportation. Test costs shall be properly charged to the appropriate Test Requirement.

e. Comply with the Safety provisions specified IAW PWS section 1.51..

f. Planning. The Contractor shall provide test plans, procedures, and reports in accordance with Governments Task Authorization Request (TAR). The Contractor shall prepare a TIP in response to a TAR in accordance with the contract terms and conditions and CDRL A003 (TE E). The Contractor shall provide a TIP, CDRL A003 (TE E), in writing, through the COR, estimated test requirements to the G4, Test Support Officers (TSOs) for inclusion in the test planning documents IAW PWS section 4.10.12.. Costs shall be tracked separately and charged to the appropriate test task whenever possible.

g. Documentation Requirements:

[1] An electronic copy of test documents shall be stored as a backup to a government approved share drive or repository or sent via email to the Test Support Officer and Test COR.

[2] The Contractor shall provide services, supplies, and equipment necessary to maintain required documentation.

h. Purchase of any Information Technology Resources (ITR), which the Test Officer and COR deem essential for operational test execution, shall be coordinated through G6 (IAW OTC Memorandum OTC-25-3 and polices set forth by G-6) prior to obtaining approval to purchase, in accordance with contract terms. Funds for purchase are the responsibility of the Test Officer. Inclusion in a TAR or Test Plan does not guarantee that the resources shall be available for issue. Every effort is made to fairly and adequately meet test requirements while dealing with unforeseen resource requirements such as test slippage, unexpected new tests, and resource shortages.

3.11. Database Administration and Development:

a. The Contractor shall provide a database administration to support its Government approved share drive or repository that includes backups, security, and interfaces with Government systems.

b. LAN and Personal Computer (PC) Services. If the Contractor chooses to provide their own LAN and PC support, they shall be required to do the following:

[1] The Contractor shall perform LAN management services for its LAN segment and file services, including management of data storage, security maintenance, backups,and disaster recovery.

[2] The Contractor shall monitor the usage of general application software by the Contractor to ensure licensing requirements are met.

[3] The Contractor shall prepare and maintain an inventory of all IT type equipment by the end of the third quarter of the fiscal year IAW CDRL A011(TE P). The inventory shall include IT requirements for upgrading and replacing computer resources to include lifecycle replacement for Government approval IAW PWS section 5.8..

c. The Contractor shall maintain technical information and assistance in accordance with the PWS. Technical information shall be available to contractor and government personnel during normal duty hours.

d. Documentation Services. Missing or outdated documents for equipment still in the inventory and not scheduled for turn in, shall be replaced or revised. Special emphasis shall be placed upon identifying and eliminating excess documentation and documentation for equipment no longer in inventory.

f. Configuration Management and Control. The Contractor shall provide configuration control for Government approved data systems, and share points as required.

3.12. Environmental Support : Provide research, coordination, and preparation of National Environmental Policy Act (NEPA) documentation to support test events for all OTC Test Directorates (i.e. Fort Hood, ABNSOTD,FTD, ITED, and IEWTD). The Contractor shall:

b. During T-100, review Operational Test Agency Test Plans (OTA TP), Programmatic Environmental, Safety and Health Evaluation (PESCHE) documentation provided by the Government Program Manager (PM), Environmental Impact Statements (EIS), Environmental Assessments (EA) and additional NEPA related documents related to the system under test.

c. Coordinate with the host Garrison Environmental Office (GEO) at the proposed test location and provide the proposed test planning documentation (i.e.

Record of Environmental Consideration (REC) and Categorical Exclusion (CX)) to allow the GEO to conduct an analysis of and develop appropriate NEPA documentation.

d. During T-90, receive the NEPA site analysis from the GEO and develop a Record of Environmental Consideration documenting the appropriate Categorical Exclusion(s), if applicable. The Contractor shall identify and analyze the environmental impacts of the proposed action and each of the alternatives in a REC. Coordinate with test team to obtain GEO review and signature for the REC.

e. During T-60, design, prepare and provide a draft report of proposed mitigation measures or a draft mitigation action plan if required.

f. Notify the COR when the REC does not qualify for a CX or is not adequately covered by an existing EA/EIS. (NOTE: A new EA or EIS will be obtain through a separate contract or other source.)

g. Coordinate with the test team to obtain signatures for the REC. The Government will maintain the completed RECs at OTC designated archive location.

h. Maintain current status of ongoing RECs. Attend Government meetings/status updates as required.

3.13. Financial: The Contractor shall provide a Quarterly TAR Cost Revision IAW CDRL A007 for Base Operations.

a. Provide a weekly progress and status report for each TAR IAW CDRL A004.

b. Provide a weekly Cost Information Management System (CIMS) for each

TAR IAW CDRL A002.

4. FORT BLISS- MOTOR POOL SERVICES.

a. Requirements: Provide Motor Pool maintenance operations support at Fort Bliss. Support for both GP and GFP that includes:

[1] Vehicle maintenance, repair, parts management/accountability and equipment accountability through GCSS-A.

[2] Maintaining records of inspections, services, repairs, and related costs for each item of equipment (if an estimate for repair exceeds 60% of replacement value, request disposition instructions from the USAOTC G4, Maintenance Officer or

COR).

[3] Inspection of vehicles and equipment and returned to Mission Capable (MC) standard prior to issue.

[4] Establish/maintain a Class IX “Fill or Kill” account with the Supply

Support Activity (SSA) at Fort Bliss, Texas.

[5] Prior to dispatch/issue, vehicles shall be serviced IAW regulatory requirements as outlined in AR 750-1 to ensure they meet mission capable status.

[6] Prepare and submit pre and post-test mileage reports and post-test fuel reports for all supported equipment.

b. Recovery Support: See Test TARs. If Headquarters cell vehicles require recovery, it will be charged to the test being supported when recovery is needed.

c. Accountability (DA Pam 710-2-1 dated 1 December 2016) – Coordinate with test teams to ensure that each Fuel Point location is provided a Fuel Accountability Clerk responsible for the daily recording (DA Form 3643) of the total number of gallons dispensed to an individual vehicle by contractor bumper number only. There is no requirement for a full time individual performing this function. This requirement shall be supported by the supply technician assigned to individual test TAR(s). Each vehicle operator shall sign the DA Form 3643 indicating amount of fuel they have received during any given day. DA Form 3643 shall be required for each day of operations where fuel has been received or issued. At 0700 hours daily, the forms shall be provided to the Maintenance Team Lead so that a Monthly Abstract of Issues of Petroleum can be consolidated for the monthly report to USAOTC G4, Maintenance Officer.

5. Transitional Phase-in. The awardee contractor shall provide key personnel to transition with the current incumbent contractor for base operation support and Airborne base operations within the thirty (30) day phase-in period. The Contractor shall transition personnel to obtain base passes, obtain Common Access Cards (CAC) as required, conduct 100% joint inspection and inventory and sign for facilities at Fort Hood,TX, Fort Bliss, TX and Fort Bragg, NC. As part of the phase-in period, the Contractor shall meet with the incumbent Contractor and coordinate an effective orderly transition of all work in progress pursuant to the provisions specified in FAR clause 52.237-3. Upon completion of this joint meeting, the Contractor shall provide the KO and COR a transition plan that shall specify a date for transferring responsibilities for each division of work described in the plan (subject to the approval of the KO). The plan shall incorporates the appropriate number and skill level of personnel, key personnel included, to provide support for -Base Operations (Fort Hood, TX), and motor pool support at Fort Bliss, TX. The Contractor shall plan for training, obtain base passes and Common Access Cards (CAC) as required, conduct 100% GFP inventory at both locations, sign for facilities at both locations. The plan shall address transition of all Government Property between contract organizations and a joint Government/Contractor inspection of all Government Property and GFP to be completed during the phase-in period. This inspection is intended to establish a mutual agreement as to the condition of GP and GFP provided to the Contractor for use in performance under this contract.
