Volume II, Factor I, Mission Capability (Technical) Task Authorization Request (TAR 2)-Airborne Special Operations Test Directorate (ABNSOTD) Base Services/Transitional Phase-In-Technical Exhibit Q
1. GENERAL TEST INFORMATION.
1.1. Full name of effort: Airborne Special Operations Test Directorate Technical Support Services (ABNSOTD Base Services). This TAR is no in support of a specific test.
1.2. Location/Dates: Fort Bragg/Pope Field, North Carolina (NC), 4 March 2019 – 3 March 2020.
Transition Location/Dates: Fort Bragg/Pope Field, NC, 4 March -3 April 2019
1.3. Classification: Unclassified.
1.4. Support Services Narrative: The Contractor shall provide Airborne Operations with the support to multiple test types including low velocity airdrop, personnel airdrop (both static line and freefall), internal and external air transport and technical support requirements for ABNSOTD.
2. CONTRACTING TECHNICAL POINT OF CONTACT and CONTRACT
INFORMATION:
2.1. Contracting Officer’s Representative (COR), USAOTC ABNSOTD:

2.3. Personnel identified herein are constrained by the Performance Work Statement (PWS). All technical coordination shall be within the general scope of the contract and the Task Authorization Request. Technical coordination shall not result in any action that:
a. Constitutes an assignment of additional work outside of the contracts Performance Work Statement (PWS) or the Government requirement.
b. Constitutes a change as defined in the contract clause entitled "Changes - Cost-Reimbursement" (FAR 52.243-2 Alt I).
c. Causes an increase in the total cost, the resource limits approved by the Contracting Officer (KO) in the approved performance estimate, or the time required for contract performance.
d. Changes in any of the expressed terms, conditions, or specifications of the contract.
e. Interferes with the Contractor's right to perform the terms and conditions of the contract.
2.4. Safety/ Human Research and Protection Plan (HRPP):
a. HRPP constraints and requirements: None identified at this time. Late or subsequent publishing of HUC constraints and requirements shall be included in a follow-on point change or Task Instruction Letter (TIL).
b. Safety issues and concerns: The risk at all levels in the performance of responsibilities pertaining to human subject participation in research and development activities must be considered IAW the PWS (Safety Section) of the contract.
c. Other safety issues and concerns In Accordance With (IAW) PWS (Hazardous Duty Section) of the contract. The following are elements of the test program, which are anticipated to pose potential hazards in the course of test implementation activities.
Actions should be considered to mitigate the risks associated with these hazards and should be considered in the development of the TIP.

3. DESCRIPTION OF SERVICES:
3.1. Provide test support services and non-personal services at Airborne and Special Operations Test Directorate (ABNSOTD), Fort Bragg, NC. A specific scope determination will be made prior to tasking the contractor to provide non-personal services to support the technical support services portion of this TAR.
3.2. Scope: The Contractor shall maintain a staffing level and skill mix that shall provide continuity of airborne operations. This TAR supports multiple test types including low velocity airdrop, personnel airdrop (both static line and freefall), internal and external air transport and technical support requirements at ABNSOTD.
4. Specific Technical Requirement: The contractor's TIP response shall describe the technical approach and methodology with associated labor and reimbursable identified in the below sub-paragraphs. The Contractor shall identify costs by each month and segregated by fiscal years. Separately identify all “Core” personnel in the “Base TIP” and give an estimated percentage of how much if any, of their time is spent in support of operational testing.
4.1. Data Management Requirements:
a. Contractor Points of Contact: XXXXXXXXX.
b. Period of Support: 4 March 2019 – 3 March 2020
c. Provide a data manager on-site at Fort Bragg.
d. Planning:
[1] In conjunction with the Government Operational Research and Systems Analysis (ORSA) and Government Data Manager, develop data collections forms and the database dictionaries and queries using Microsoft Access.
[2] Perform data collection efforts during testing.
[3] Perform data reduction, formulate, and provide databases to the government for its use in test reports.
[4] Survey forms must be created using information from Chapter 2 of the
Operational Test Agency Test Plan (OTATP) to collect the required data to reduce to a numerical response.
(a) Surveys must be created for each the following phases of testing: New equipment training, equipment loading, equipment rigging, pre-jump, post-jump, post-airdrop inspection.
(b) Technical data collection includes numerical data such as from inspections, function checks, rigging, collimation, drop zone, aircraft, hit/miss data, etc.
[5] Provide training for data collection and reduction personnel.
[6] Carry out the data collection functions to include collection and initial Quality Control (QC) of field test data in conjunction with other test team personnel.
[7] Execute the data collection plan. Ensure all data is collected and QC checks are performed during test events. Collect all data during test events (if data collectors are not required or available).
[8] Observe Rigging procedures and annotate any rigging issues noted.
[9] Attend Simulated Airdrop Impact Testing (SAIT) and all airdrops to collect data in preparation for the writing of Test Incident Reports.
[10] Input all manual data into the Microsoft Access database collected from surveys, technical function checks, testing, and data from other departments, such as photos and instrumented data (APLS, accelerometers).
[11] Maintain constant quality control checks on all data input.
[12] Prepare final reports in Microsoft Access for test officer to use in test report.
[13] Verify all numbers and run reports to ensure quality of data.
[14] Turn databases over to ORSA to do a final authentication.
e. Data Reduction:
[1] Execute the data reduction plan.
[2] Provide DAG and scoring conference support, as required.
[3] Provide an authenticated database on CD-Rom.
[4] Provide a scored RAM database and resulting reports.
f. Meetings:
[1] Attend Test and Integration Integrated Process Team (T&I IPT) meetings, ATEC Systems Team (AST) meetings, Threat Working Groups (TWGs), Instrumentation IPT meetings, Test Event Planning meetings, and specific contractor meetings at various locations conducted /coordinated by Government agencies to provide operational test technical clarification during the meetings.
[2] The Test Officer or Test Support Officer will provide date, time, and location of remote installation meetings. Provide personnel for travel to IPT working groups (test planning, instrumentation, R&M, and threat) and coordination conferences, scenario development and validation activities, technical interchange meetings, in-progress reviews, and other events held in support of test scenario development.
g. Additional Travel Requirements: Contractor personnel shall be required to make several round trips to the locations listed below. The Test Officer or Test Support Officer may provide additional travel dates and duration.

h. Milestones/Deliverables: As required and if identified in paragraph 4.1 above.
4.2. Instrumentation Requirements:
a. Period of Support: 4 March 2019 – 3 March 2020
b. Requirements:
[1] Operate and maintain the Government provided Mobile Bore Sight Collimator.
[2] Provide Global Positioning System (GPS) based surveying services using Government provided surveying systems. GPS based services to be provided may include, but are not limited to, surveying select points in the test area and gathering load dispersion data after a test mission.
(a) Maintain a catalog of networked GPS points suitable for gathering load dispersion data.
[3] Provide meteorological services using Government provided meteorological systems. Meteorological services include gathering surface and upper air meteorological conditions including temperature, humidity, barometric pressure, winds, and cloud height.
[4] Provide assistance to obtain and maintain ATEC instrumentation accreditation and Risk Management Framework (RMF) certification for TSC assigned instrumentation. Adhere to ABNSOTD RMF controls when operating TSC assigned instrumentation.
[5] Provide rigging/de-rigging/recovery support for the Airborne Position Location System.
[6] Provide rigging/de-rigging/recovery support for the On-Board Data Storage System (accelerometers, data recorders).
4.3 Logistics Requirement:
a. Obtain repair parts, spares, and raw materials to meet the requirements of this
TAR.
b. Property Control:
[1] Be responsible and accountable for GFP in accordance with applicable FAR 45.5 provisions and the requirements of the contractor's approved property control plan.
[2] Initiate actions through the Government Property Administrator, with a copy to the ABNSOTD COR, to replace all lost, damaged, or destroyed GFP in accordance with the Contractor's approved property control plan.
c. Purchasing: Purchasing of items shall be in accordance with the terms of the contract.
d. Maintenance:
[1] General Maintenance Requirements.
[2] Automotive Maintenance. Provide motor maintenance service support in accordance with the PWS for vehicles.
[3] Milestones/Deliverables. Provide the following Government Furnished Property (GFP).

4.4 Non-Personal Technical Support Services: The purpose of this section of the requirements is to define the non-personal technical support services required to support the ABNSOTD test mission. The contractor shall structure its response to this section of the TAR to fill requirements outlined below. Additional requirements by the Government will require a specific scope determination by the contracting officer.
a. Period of Support: 4 March 2019 – 3 March 2020
b. Requirements:
Note: ABNSOTD conducts an average of 15 tests a year. The current forecast for this year is 24. The Contractor shall structure its response based on the requirement of 24 tests per year.
[1] Provide photographic support on a variety of Directorate tests as needed. Support encompasses capturing test data on digital still cameras and digital video cameras. The Government estimates that the contractor shall support up to two active aircraft test days per month. On those test days, the contractor shall provide video and stills of up to eight individual low velocity airdrop test missions and the subsequent derigging and operational use of the pieces of test equipment.
[2] The contractor shall also provide video and stills for up to four individual personnel airdrop test missions (both static line and freefall) including the operational use of the pieces of test equipment. Each aircraft test shall require pretest setup time and post-test processing time for videos and stills. Requirements for photographic support shall be provided weekly to the TSC designated contractor.
5. Transitional Phase-in. The Contractor shall provide a thirty-day phase-in plan with its ABNSOTD proposal for government approval after the Contractor has met with the incumbent to coordinate an effective orderly transition that specifies a date for transferring responsibilities for each division of work described in the plan pursuant to the provision specified in FAR Clause 52.237-3. The plan shall include all labor mix with the skill set and resources to perform and provide management, supervision, supplies, equipment etc. for an efficient transition with its successor. The Contractor shall plan for training; obtain base passes and Common Access Cards (CAC) as required, conduct 100% GFP inventory, sign for facilities if required, and any other ancillary requirements.
