RESPONSE TO INDUSTRY

Response to Industry Questions W91151-17-B-0014

Repurpose Area CYS Building 36000

1. Instructions to bidders item #1 Submission of bids states that RS Means is the government’s method of evaluating bids. Will a line item estimate be required for a competitive bid project?

Answer: No, Para 1 Submission of Bids is revised as follows:

Submission of Bids

The priced bid shall be supported by a draft progress schedule that demonstrates the offeror's understanding of the work requirements, estimated time frames for ordering and installing equipment.

2. If a line item bid is required, how detailed does the estimate need to be? Break out estimate by divisions or more complex?

Answer: See answer to question 1.

3. Instructions to bidders item #1 Submission of bids ask for a project schedule demonstrating the offerors understanding of the work requirement. If a preliminary project schedule is required upon award and contractors are bidding the projects based on the government’s drawings and specifications then does this not demonstrate the contractor’s ability to perform the work? This requirement seems to be a post award item versus a pre award.

Answer: No, a draft progress schedule is required for this solicitation.

Answer: Note for demo walls was an error, Note should read wallpaper to be removed.

Drawings will be updated.

Answer: Work being done by another contractor, not a part of this scope.

8. There was a statement that there is an asbestos lead report? Can this be provided?

Answer: Yes, See attached Hazmat report.

9. PRE BID: Is the pre-bid / site visit mandatory in order to provide a proposal for this project?

Answer: Yes, see answer to question 4.

10. COMMUNICATIONS: In reference to the 1" EMT for the comms drops, can they be surface mounted?

Answer: No, EMT comms drops are to be install in-wall.

11. PERIOD OF PERFORMANCE: Is the period of performance 150 calendar days or 195 calendar days, Form 1442 states 150, synopsis states 195.
