Section SF 30 - BLOCK 14 CONTINUATION PAGE
CONTINUATION PAGE
The referenced solicitation is amended to incorporate/address industry questions and Government responses. The following is a listing of questions raised by industry and the responses provided by the Government:
1. Laboratory Certification – Performance Work Statement (PWS) section C.1.5, page 24, states: “All water analysis performed on the HVAC systems shall be conducted by an Environmental Protection Agency (EPA) certified laboratory, engaged and experienced in the field of industrial water treatment.” There is no EPA laboratory certification specifically applicable to industrial water treatment. EPA laboratory certifications for water analysis are applicable to the analysis of drinking and/or waste water. Commercial laboratories engaged in industrial water treatment are normally not involved in drinking or waste water, and are therefore are not required to be EPA certified.
Identifying and utilizing a water analysis laboratory that is both i) EPA certified, and ii) “engaged and experienced in the field of industrial water treatment” may not be feasible. It would certainly be a departure from standard industry practice for the commercial goods and services being procured under this contract and could increase the total price charged to the Government.
Question: Can the Government revise the solicitation to state: “All water analysis performed on the HVAC systems shall be conducted by an Environmental Protection Agency (EPA) certified laboratory, engaged and experienced in the field of industrial water treatment, or by a laboratory operated by a nationally recognized US manufacturer of water treatment chemicals that follow both industry standards and best practices in the analyses they perform to ensure trusted and reliable data.
Response: Section C - Performance Work Statement Paragraph C.1.5 has been revised to add: For all water testing certifications, we are willing to revise the requirement to require a Texas certified NELAP lab, with the appropriate testing certifications applicable to the offeror’s proposed chemical treatment regimen.
1. Specific Tasks, C.5.6.5 Itemized Schedule, page 50 of 124 – The PWS describes how the contractors will provide an “itemized Schedule” of additional chemicals and or components that may be requested by the Government.
Question: Is the bidder instructed to include in proposal Section II Technical Capability the proposed, and unpriced, item list of additional chemicals and or components?
Response: There is no requirement in Section II Technical Capability for the Contractor to provide in their proposal unpriced, item list of additional chemicals and or components.
1. Specific Tasks, C.5.6.5 Itemized Schedule, page 50 of 124 – The PWS states: “The contractor is responsible for providing an itemized Schedule, to include per item cost, of each chemical or component provided by the contractor IAW this PWS that may become a Government burden purchase.”
Question: Is the bidder instructed to include in proposal section I General or section IV Price, a priced item list of additional chemicals and/or components?
Response: No. Section IV - Price has been removed from the solicitation.
Question: Does the Government intend for items requested under C.5.6.5 to be acquired as an order under CLIN X007?
Response: Yes
1. Specific Tasks, C.5.6.6 Project Work, page 50 of 124 – The PWS describes how the contractor will provide a written Firm Fixed Price Project Work Proposal when requested by the Government.
Question: If project work is requested by the Government, will it be acquired as a FFP order under CLIN X007?
Response: Yes

1. In the bid documents you reference the following:
Cooling Towers –
* The green chemical treatment for cooling towers is formulated with polyaspartate (PASP) to inhibit scale formation. This class of water-soluble polymer compounds inhibits the formation of calcium carbonate, calcium sulfate, and barium sulfate. It is a replacement for the less environmentally friendly polyacrylates, which are inexpensive and versatile, but are environmentally persistent, lasting virtually forever. The PASP compounds are more environmentally acceptable on the production end; production uses no organic solvents, and is extremely efficient and virtually waste-free. They are also degradable over time with bacterial action.
o The treatment formulation will also contain additional phosphonate materials and an azole supplement for copper corrosion protection. Sodium molybdate is allowed as a trace element for dosage control only, with a maximum residual of 1.0 ppm. A substitute trace element may be substituted only if molybdate is not permitted by local or state regulations.
* For biological control, an automated dual biocide program shall be provided, with the system programmed to apply the biocide three times per week during the hotter months (9) and two time per week during the remaining cooler months (3). The non-oxidizing material shall be the Presidental Green Chemistry award winner material tetrakis (hydroxymethyl) phosphonium sulfate (THPS), an excellent bactericide. THPS is a broad-spectrum, non-foaming microbiocide. The compound has an environmentally benign toxicity profile and degrades rapidly upon discharge, to nontoxic components. THPS does not bioaccumulate and, therefore, offers a reduced risk to higher life forms.
o The second biocide material should be an oxidizing material fed two times per week during the hot months and 1 time per week during the cooler months, to control algae, and should be automatically controlled with an ORP system and a free chlorine test to maintain 0.2 to 0.5 ppm free chlorine for 4 hours. Periodically, the oxidizing material should be increased, with the specific objective of sanitizing the cooling tower for potential Legionella bacteria.
Our team has significant water treatment experience treating boilers, cooling towers and closed loop systems throughout Texas (all regions of Texas including Central, North, South, East and West). We acknowledge your preference for environmental friendly and economical cooling tower water treatment products and biocides.
Based on our experience of central Texas Make-Up Water Quality we also recommend an organic, environmental sustainable and economical cooling tower water treatment products and biocides program composed of the following special features and benefits:
* Economical low dose use concentrations
* Broad spectrum of activity
* Environmentally preferred and non-persistent in the environment o Complies with regulations and registrations
* Supplied as aqueous solutions
* Effective over broad pH range
* Low toxicity at recommended use residuals
* Rapidly biodegradable
* Not bio accumulating
* Non-oxidizing biocide exhibits outstanding activity against bacteria, molds and yeasts to include legionella control
Question: Would you allow an equal and/or superior performance organic and environmentally sustainable cooling tower water treatment products and biocides program that has been used successfully in central Texas that does not include the following ingredients: polyaspartate (PASP) and tetrakis (hydroxymethyl) phosphonium sulfate (THPS)? The organic and environmentally sustainable program we recommend will meet and/or exceed the specifications you listed in the solidification documents. Upon request, our team is willing to provide product labels, product data sheets and safety data sheets for all the products we will be proposing for your boiler, cooling tower and closed loop water treatment program.
Response: No. However, after award the Contractor may submit any deviation (substitutions) from the requirements outlined in the PWS for Government review and approval.
