About this file
This document is a Questions and Answers (Q&A) file for Solicitation W90VN625RA012, specifically addressing a site condition at Building B-1357 involving a collapsed ceiling and roof with golf carts pressed against the collapsed structure. The Q&A reveals that while the original Statement of Work (SOW) did not specify requirements for supporting/lifting work, the government has agreed to add a scope of work requiring the contractor to "provide temporary reinforcement support for the collapsing roof prior to demolition" and maintain those supports during salvage operations to ensure personnel safety. The response clarifies that the collapsed area does not directly impact the asbestos abatement zone, and asbestos removal can proceed independently, with the contractor able to secure the immediate area and safely recover end-user property during demolition work.

Q&A for Solicitation W90VN625RA012 DEMO GOLF EQUIPMENT STORAGE, B1357 B1358
Q: According to site verification made at B-1357, ceiling and roof of the building is collapsed and golf carts are pressed against the collapsed ceiling. To remove the golf carts and to abate asbestos, it is inevitable to lifted and support ceiling and roof, as the collapsed ceiling and roof may endanger workers and people under the ceiling. But in SOW of the solicitation, requirement for the supporting/lifting work is not specified. As cost required for the work is not insignificant, you are kindly requested to clarify the requirement of the incidental work.
A: As the floor plan indicates, the collapsed area does not directly impact the asbestos abatement zone. Therefore, asbestos removal work can proceed independently. Once the contractor initiates demolition work in the collapsing area, they can secure the immediate area around the salvageable items. This will allow them to safely recover the end user's property.
Therefore, I concur with adding the following scope of work:
Provide temporary reinforcement support for the collapsing roof prior to demolition and the supports should be maintained during the salvage operation to ensure the safety of personnel and workers.
Given the above approach, additional lifting work is deemed unnecessary at this stage. The temporary reinforcement will provide sufficient stability for the salvage operation and demolition preparation.
