About this file

This is an amendment to a solicitation for base-wide fuel tank maintenance and repair services. The contractor shall provide inspection, maintenance, repair, and testing services for 357 above-ground and underground storage tanks, day tanks, associated piping and components including valves, gauges, and leak detection systems. The services include routine maintenance, painting, cleaning, troubleshooting, and repairs. The period of performance for the base year is 1 August 2022 through 31 December 2022. The solicitation includes pricing for monthly inspections from August through December 2022, an annual inspection between July and October 2022, and routine and emergency service calls. The amendment provides responses to contractor questions, updates the performance work statement and bid schedule to clarify requirements and pricing, and adjusts delivery schedules to align with the base year period of performance.

QUESTION AND ANSWERS

Contractor Question: The total number of tanks stated in documents are not consistent. Which one is correct? For example, we could find 371ea in the PWS para 6.3.1, 357ea in the fuel tank inventory 2022, and could calculate 364ea from Contract Bid Schedule CLIN 0002, Annual Fuel Tank Management, Maintenance and Repair. What is the correct quantity?

Government Response: The tank amount has been corrected to reflect 357 in all documents as applicable.

Contractor Question: The contract period of ITEM No. 0001-0004 is not clear. Is it 6 or 7 months? Delivery date is described as “POP 30-JUN-2022 TO 31-DEC-2022” in RFP page 11 of 21 and it is 6 months and 1 day. Does it mean 6 months or 7 months? We could not finish the monthly inspection in one day.

Government Response: The POP for the Base Year is 1 July 2022 – 31 Dec 2022 which includes 4 months for annual and individual inspections.

Contractor Question / Comments: The Tank Quantities of Contract Bid Schedule are not clear. Please make sure each CLIN’s tank quantity.

Total number of tanks for CLIN 0001, Monthly inspection is seven (7) times as many as CLIN 0002, Annual inspection for basic year and it means that monthly inspection required for 2022 is seven (7) times, one per month.

But it does not match with the contract period, six (6) months for the basic year. (please refer to the above Question 2.)

And for option years, the total number of tanks CLIN1001 (2001, 3001,4001), needs to be 12 times more than CLIN1002 (2002,3002, 4002) but it still has seven (7) times.

Please clarify them.

Government Response: The information has been placed in the extended description of the appropriate CLIN.

Contractor Question: Is it mandatory to submit “Company’s past performance/experience” and “Resumes of key personnel”-Contract Manager, (STI) Tank Inspector, POL Technician, Electrician?

There is no sentence specifying those.

Government Response: It is not mandatory to submit past performance / experience or resume’s. The Government has the capability to check past performance and has confienced that the contractor’s that participated in the testing can properly meet the agency’s needs.

Contractor’s Question: About Prime Contractor’s Business Registration – Is the General Construction Certificate

(종합건설업) valid?

Government Response: The PWS has been updated to reflect allowing sub-contracting of the license as long the actual inspectors pose the correct creditials to perform.

From the PWS page 3 of 16, the contractor shall possess a valid Business Registration Certificate for item:

Mechanical Facility Construction (기계설비공사업) in accordance with the Article 9 of ROK Law "Framework Act on Construction Industry" (건설산업기본법).

But the company who has general construction certificate (종합건설업) has entitled to cover the "mechanical facility construction” business in accordance with the same "Framework Act on Construction

Industry"(건설산업기본법). Could it mean that the company holds general construction license can also be qualified to bid without specific construction certificate of "mechanical facility construction business" (전문건설업-

기계설비공사업)?

Contractor Question: If a prime contractor has experience and performance for the requirement but no certificate of "mechanical facility construction", can he joint venture with one that has a certificate of "mechanical facility construction" but no experience of tank inspection/repair/maintenance?

And what about the case of vice versa?

Government Response: The answer is Yes to both parts of the question for certificate.

Contractor Question: If the company is under the process of registering "mechanical facility construction" certificate and the process is anticipated to be completed prior to contract award date, will it be feasible for bid?

Government Response: Yes
