About this file

This document contains instructions for a solicitation seeking maintenance and repair services for fuel storage tanks on an Army base. The solicitation will use a confidence rating approach to evaluate offerors' technical capability, with the highest rated companies invited to provide pricing. Interested parties must submit notice of intent to quote by May 6th and perform an inspection of a designated tank within one week, documenting all findings on the provided form within one hour. Inspections will be monitored, and companies cannot use electronic devices or communicate findings. Confidence ratings will be assigned based on the number of non-conformities identified compared to the original report, with high confidence allowing up to two missed issues, some confidence three to five, and low confidence more than six or failure to complete on time. The resulting confidence ratings will determine award eligibility, with high rated offers receiving first consideration and the lowest priced offer selected. Quotes are due by May 25th and must include business registration, completed representations and certifications, pricing, and eligibility documentation.

The anonymous feedback will be used to further refine 411th CSB procurement practices.

Any questions regarding this solicitation must be submitted via email to Contracting Officer: lillian.d.parhm.civ@army.mil and Contract Specialist: anthony.s.mosley.civ@army.mil no later than 5:00pm Korea Standard Time (KST) on 6 May 2022. The Quoter must include the solicitation number in the subject line of the email.

The Government intends to conduct this procurement using a Confidence Rating Evaluation Approach under FAR Sub Part 12 and 13.5 Procedures. On 18 March 2022 and revalidated on 25 April 2022, the United States Government Base environmental shop representative (qualified inspector) conducted an inspection on 1 (one) of the ConVault tanks that will require maintenance when the new contract is awarded. The deficiencies have been identified and documented on a STI SP001 AST Record annual inspection sheet which is maintained by the contracting officer.

This process that will be used to select the new contractor will be strictly from the results of the confidence rating and pricing and at no time will the Government use the data to seek or make repairs, thus were not looking for any free services to be rendered.

The Confidence Rating Steps and Process During the 18 March 2022 and re-validated (25 April 2022) on the specified tank there were numerous deficiencies noted and documented on the STI SP0001 annual inspection report. This is the same form the potential awardee would be using during contract performance.

The confidence rating source selection process is being used to gauge the potential awardee’s technical capability to perform the relevant services before the contract award. The information will not be used for any other purposes. Any company that chooses to not participate will be given the appropriate rating according to the rating scheme listed below.

How does the Process Will work?

1. All interested companies shall submit the company interest to the contracting officer and contract specialist no later than 6 May 2022 at 2:00 pm Korean Standard Time. Once all data is received a date within the following week will decide for the actual inspections. The intent is for the company to conduct an annual inspection on the designated tank and fill out the annual inspection report with the findings. Each company will be limited to 1 hour to perform the inspections and all results will be provided to the contracting office once completed. The inspection will be monitored by several government personnel and at no time should the contractor use any electronic devices or communicate with other parties.

2. The inspection results will be compared against the original data and an appropriate given. This process will lead to the Government determining its confidence rating. The confidence ratings are listed as noted: High, Some, and Low. The award consideration will first be from the companies that fall in the high category, then some, and lastly low. If there is only company in the high category then the Contracting Officer will proceed to make the award after determining that the Price is Fair and Reasonable. If there is more than 1 company in the high category then each will be considered and award will be made to the Lowest Price Offeror from the respective category and no other category will be considered for the award. If no company meets the high confidence ratings then the KO will move to the some confidence ratings which then the government will decide to evaluate or cancel the RFQ in its entirety.

How the scoring Works?
