Industry Questions Following Amendment 0003
W90BRJ-22-R-0005
Dirab Airbase Follow-on Repair and Modification 18 February 2022
Ministry of National Guard – Dirab Airbase
Riyadh, Saudi Arabia
Date Question # Response
16 Feb 2022
1. Attachment 10 - Articles 4.1.14.2 and 4.1.14.3 introduce a significant new requirement for the removal and replacement of flexible and rigid pavements (in specific areas), and rehabilitation of the underlying strata. This requirement will definitely push the value of the bids much more than the ROM’s upper bound.
However, at the bottom of the page there is a statement that reads as follows, ACC-RI Response: Please bid in a way that allows for your company to receive fair payment for services even if it goes above the ROM. If changes/negotiations need to be made that will occur after solicitation closes. Please note that SOW has been updated and all errors in numbering have been resolved in SOW, dated 17 February 2022.
Can you please clarify whether this statement,
a. applies to Article 4.1.14.2 or Article 4.1.14.3 or both, ACC-RI Response: This statement applies to 4.1.1.14.4, Spall Repairs. Please note that SOW has been updated and all errors in numbering have been resolved in SOW, dated 17 February 2022.
b. is OPM-SANG recommendation for the bidder or is it a material requirement of Amendment 0003, meaning that these articles are not part of the present solicitation but that they will be added later as an amendment to the contract!
ACC-RI Response: This recommendation is for the bidder that a change order will be negotiated and incorporated after award to include 4.1.14.4, Spall Repairs. By submitting proposal, Offeror(s) is stating they have capabilities and abilities to acquire materials, resources, and labor to perform requirement to repair concrete edge spall IAW Industry Best Practices.
2. In Article 4.1.14.3, reference is made to Caution-https://transportation.erdc.dren.mil/cacsites/TriService/pavement_repair.aspx < Caution-https://transportation.erdc.dren.mil/cacsites/TriService/pavement_repair.aspx > However, this link is sensitive and required a security clearance that is exclusive to selected individuals. We were advised this by contacting the Tri-Service Transportation Administrator!
Could you please provide us with an alternative unclassified resource!
ACC-RI Response: The POC: Dr. Craig Rutland, AFCEC; COMM: 850-283-6439;
craig.rutland.1@us.af.mil and Table Of Known Certified Rapid Setting Repair Materials have been incorporated into the SOW, dated 17 February 2022 for Offeror(s).
3. Stated Period of Performance is 180 calendar days from NTP. Weekly working is restricted to 5 days. Each working day is restricted to 6 hours for ATC Works and 11 hours for Apron Works. Furthermore, no working allowed on holidays. Hence, 180 calendar days provides only 122 working days which is deemed to not be feasible.
Please consider 180 working days (not calendar days).
ACC-RI Response: Period of Performance will remain 180 calendar days from NTP.
