About this file

This document outlines a solicitation for the Third Generation Forward Looking Infrared (3GEN FLIR) Dewar Cooler Bench (DCB) Low Rate Initial Production (LRIP) program. The U.S. Army Contracting Command-Aberdeen Proving Ground intends to award up to two cost-plus-fixed-fee contracts for engineering services and firm-fixed-price contracts for hardware procurement. Engineering services include technical, engineering, test, and logistics support over a 48-month base period. Hardware options include Lots 1 through 8 of DCB production with period of performances ranging from 24 to 29 months. The Army seeks to produce DCBs as government furnished property for integration into the 3GEN FLIR B-Kit as well as for the Next Generation Combat Vehicles Optionally Manned Fighting Vehicle variant. Offerors must submit proposals by November 22, 2021. Award is targeted for the third quarter of fiscal year 2022. The North American Industry Classification System code is 334511 with a $7.5 million size standard.

Notes:
(a) The Government estimated hours shown are for informational purposes only, and there is no Offeror obligation to use those values in any way in their proposal.
(b) All above labor rates to be entered at the fully loaded rate inclusive of all burdens and fees.
(c) The Government projects the below assumptions to require a level of effort of approximately 45,000 hours as estimated in the table above.
(d) Above Government Labor Categories and associated hours were estimated to accomplish the services to be performed. In some cases the labor category and description represent composites of multiple labor categories and descriptions with varying levels of experience and education.
(e) Contractor should determine their own labor category mix and associated hours to accomplish the work. Government labor categories above do not have to be fully utilized and other labor categories can be added.
Assumptions:
(1) Eight (8) total repairs between FY24 and FY26. All repairs expected to be minor.
(2) First Article Test (FAT) performed in FY24, single test occurrence.
(3) One (1) engineering effort such as study, hardware fabrication (material costs collected in Repair-Fabrication Material worksheet), or test every year over the life of the LRIP contract, six (6) month PoP.
(4) Six (6) total failure analyses expected over life of contract; each failure to require a root cause and corrective action plan.
(5) Two (2) performance and/or cost trade study and investigation each with a two (2) month PoP.
(6) One (1) production cost reduction redesign and analysis with a PoP of two (2) months.
(7) Two (2) software upgrades and two (2) software maintenance support activities each with a six (6) month PoP.
