About this file

This document contains questions and answers regarding a solicitation for a family of lightweight tactical power sources. The solicitation seeks proposals for three generator units ranging in output from 450 watts to 1,250 watts to be portable by soldiers. The questions and answers provide clarification on the proposal submission process and requirements, including extending the deadline to June 15, 2021 in response to requests for additional time. Details are given on acceptable sources for past performance references, page limits for proposal volumes, and weight requirements for generators. Offerors are advised to meet strict weight limits but exceptions may be considered depending on operational impacts.

W909MY-21-R-0007 Questions Answers AMENDMENT 02

Question REV SENT TO MP RESPONSE DATE UPDATE 1 Would the Government consider extending the deadline for the delivery of bid samples to 90 days after the submission of written proposals?

If not, would the government consider extending the deadline for the delivery of bid samples at all, while leaving the deadline for submission of written proposals on April 20th?

3/31/2021 4/15/2021 0001 Solicitation has been extended from 20APR2021 to 15JUN2021.

2 Past Performance Volume:

[Vendor] has received several purchase orders over [amount] from [Government Contract] contract vendors and other Purchase Orders from Companies who held other Government Contract Vehicles in which our generators were procured. As these were purchase orders and not direct contracts to [vendor], to whom shall we cite as the POC for these purchase orders and to whom do we send the Past Performance questionnaires to?

For instance, for [Government Contract] Purchase orders from [Government Contract] Contract holders, do we provide the Government with purchase order numbers and contact information for the vendor who issued the Purchase Order to [vendor]?

4/15/2021 0001 The solicitation has been updated to remove the requirement that the POC be a Government Contracting Activity to Contracting Activity.

Your POC may be your prime vendor who is knowledgeable about your performance.

If you wish to submit your request to a known Government POC that is up to the offeror.

3 Can the Government please clarify the Page Limits on each volume? Table 3 Page Counts and File Names (pg 60) appears to be where the page counts are listed, just want to ensure we are in compliance for each volume.

4 Additionally, [vendor] understands all questions need to be submitted 10 days before the proposal deadline. [vendor] may need additional time to deliver the [bid sample]. Is the Government considering an extension? If [vendor] wanted to formally request an extension, what is the latest date that an extension request can be made by an offeror?

4/15/2021 0001 The proposal and bid sample due date has been extended to 15 June 2021 in Amendment 0001 in consideration of the time potentially required to create the bid sample.

AMENDMENT TRACKERQUESTIONS AND RESPONSES TRACKER

5 Would the Government find it responsive if we were to only offer one of the described generators (450W) and no bid the other sizes?

Would this offer be rejected?

0002 The Government is seeking a vendor that can meet the entire contractual requirement, which includes proposing against all three (3) size variants. A proposal for only a single size variant may be considered to be unacceptable. That said, even though offerors shall proposal against all three (3) variants, the Government reserves the right to ultimately award a contract for less than all three (3) variants, depending on such factors as results of evaluations, bid sample testing, and pricing. Vendors that may only have potential solutions for less than the entire requirement (such as one (1) or two (2) variants only) are encouraged to consider partnering with firms that have complementary capabilities.

6 The RFP states that no exceptions are allowed; if we were to offer solutions for the 750 & 1250 W generators that were over the weight specification would that disqualify the offer?

0002 Offerors should strive to meet the strict/bright-line weight requirements of the RFP, as a failure to meet these requirements is likely to result in the proposal being, at worst un-awardable, or at best, merely non-competitive. (The Government cannot pre-evaluate hypothetical system weights and has to consider that exceeding the weight requirement by a large amount (such as 2 pounds) may constitute a material proposal failure, but exceeding it by a negligible amount (2 grams) might not be a material failure). For the benefit of potential offerors, the Government has amended paragraph 3.3.3 (Weight) of Appendix A to the Statement of Work. This amendment clarifies that the weight requirements are the “dry weights” and exclude all liquids such as coolants, lubricants, and fuel. Finally, if a vendor believes it still may not be able to meet a weight requirement, that vendor should (as soon as possible) submit a request for an RFP amendment that explains the exact change in the weight requirement that vendor is requesting. In reviewing such a request, the Government would then balance the benefit of potentially increasing competition against the potential mission impacts of the increased system weight.
