About this file
This document outlines the testing requirements for bid samples to be submitted in response to a solicitation from the Department of the Army Materiel Command for a family of lightweight tactical power sources. Offerors must deliver three production-representative generators of varying wattages, along with operating instructions and ancillary equipment, by seven days after the RFP closing date to the specified location at Fort Belvoir for functionality testing to validate compliance with requirements. Tests will evaluate power output, dimensions, weight, voltages, connections, controls, and identification. Offerors are responsible for shipping and return transportation costs. The government will attempt corrective actions for failures of up to two tests per generator before removal from further demonstration. Results are final and tests will not be repeated once achieved.

Family of Light Weight Tactical Power Sources Demonstration Plan
1.0 Objective and Scope
Each Offeror shall deliver three (3) production-representative Bid Samples, consisting of one (1) commercial generator of each size (1 x 450W, 1 x 750W, 1 x 1250W), totaling three
(3) generators, along with operating instructions and all associated ancillary equipment outlined in Paragraph 4.0, Ancillary Equipment, of the SOW, Appendix A. These Bid Samples shall be available to the Government to conduct functionality testing for SOW compliance.
2.0 Bid Sample Logistics
2.1 Offeror Shipping
Offerors are responsible for the cost of the Bid Samples units, as well as the cost of shipping to and from FT Belvoir, Virginia. The Government shall receive all Bid Sample items no later than seven (7) days after the Request for Proposal closing date. The Offerors may use any commercial transportation service with tracking numbers provided to the Government test point of contact (POC). Although not required, FedEx and UPS are examples of commercial delivery services known to make deliveries to the Government testing location listed in Paragraph 2.2 below, Testing Location and POC. Offerors with access to the testing location may attempt to arrange for direct delivery by the Offeror, which may or may not be permitted based on the current Health Protection measures in place due to COVID-19.
2.2 Testing location and Point of Contact (POC)
Attn: Brandon Sparks 10108 Gridley Road, Building 326 FT Belvoir, VA 22060 Email: Brandon.G.Sparks2.civ@mail.mil (As it relates to this acquisition, Offerors shall not communicate with the Test Location POC for any purpose other than to arrange for the drop-off and pick-up of Bid Samples).
2.3 Government Return of Bid Samples
The Government will not return Bid Samples until sometime after contract award and debriefings. The Government will either make available for pick-up, or ship all generators and ancillary equipment back to the Offeror, at the Offeror’s expense. The Offeror shall provide all pertinent shipping information/authorization for equipment to be picked up by the commercial transportation carrier with access to the testing location. The Government will provide confirmation of Bid Sample pick-up to the Offeror.
3.0 Bid Sample Testing Scope
Bid Sample testing shall be used to validate the Offeror’s commercial offerings that are proposed to meet the Family of Light Weight Power Sources requirements set forth in the SOW, Appendix A: Systems Requirements.
3.1 Test Personnel and Location
Government personnel shall complete Bid Sample testing at FT Belvoir, Virginia. Offeror personnel will not be permitted to witness Bid Sample testing.

4.1 Remote Fueling Kit
(RFK)
The RFK provided by the Offeror, including all necessary components, will be connected to the corresponding generator using the operating instructions provided.
RFK will be 10 feet away horizontally and up to 5 feet high. Generator will be powered on with a load applied for validation.
Safety features will be validated based on visual inspection.

3.3 Failures
Offerors shall submit Operating Instructions for basic functionality by an individual that is not familiar with the equipment. The instructions provided will be used to connect and start up generators and corresponding ancillary equipment.
A failure includes the inability to meet a requirement. The Government will record all failures that occur during the demonstration. If a failure occurs, the Government will attempt a corrective action based on the troubleshooting procedures within the provided manual. Two corrective action attempts will be allowed per test per generator. The Government will only attempt corrective actions for those tests as indicated in Paragraph 3.2, Test Table. If one of the two corrective actions achieves success, the Government will record success for that generator and the generator will continue through testing. If the second corrective action attempt on the generator fails, the Government will record the failure and the generator will continue further testing. If the Government cannot perform a test due to a failure of the generator to start after two (2) corrective action attempts, then the generator will be removed from testing. Once a result is achieved for a demonstrated requirement, that result is final and will not be demonstrated again. A visual diagram of the failure process is included below.
4.0 Responsibility for Bid Sample Damage
The Government shall not be responsible for any damage to the equipment due to normal wear and tear during Government storage (which may be outside) or testing.
