Are these new SSS Technologies to be used, are going to be applied to control access into facilities? The SSS focus is surveillance of the perimeter and not access control. More detailed informtion will be provided during the Virtual Industry Day, see Sam.gov for the link.
Please explain of what is envisioned as to the use of power systems for those surveillance technologies? How many hours or days will these standalone power systems need to supply its power the SSS Technologies? Please provide examples w/o detailing locations (ei: wooded area environments, etc.)?The SSS has a requirement for 72 hours of unattended power that we are meeting through the use of a hybrid power system including batteries, solar, and generator. The system is meant for world-wide operations.
Please provide us a sample of an installation environment?Sample installation environments could range from small combat outposts to larger base camps in austere environments. Theater detention facilities will be located within larger base camps. The power infrastructure could range from generator power only to established utilities.
Please provide us a sample of the most challenging environment. The most challenging environments include, but are not limited to, combat zones and locations with military detention centers.
Please explain if these hardware components are going to be shipped to a site in the USA?The initial plan designates SSS be shipped to a designated Army Prepositioned Stock location (To Be Determined). System fieldings and spares for maintinence are inteded for Outside the Continenetal Unites States locations.
Is the Army going to upgrade the existing C2 Software and Hardware? The Army plans to upgrade the Command & Control software and hardware with the Integrated Groud Security, Surveillance and Response System Capability Program Of Record, upon completion of production.
Can you please tell us what Software and Hardware was used for it?The SSS hardware is derived from the SGS Lite which is used by Base Expeditionary Targeting Surveillance System - Combined program. The SSS Software is Ageon ISR.
Is it a customized software? The SSS software is Government-owned, custom software.
Is this upgrade going to be part of the new SSS initiatives, and part of this contract? The SSS Command & Control software and hardware upgrade from the legacy to Integrated Groud Security, Surveillance and Response System Capability Program Of Record is part of this Request For Proposal. The primary focus of that upgrade, within this Request For Proposal, is regression testing with existing sensors.
The contractor shall also be required to integrate SSS with IGSSR-C as the C2 node once IGSSR-C is ready to be tested and fielded. Does the government have a schedule for this integration? The Government does not have a set schedule for this integration at this time. The Government does anticipate the integration will happen after the first year of production in late Fiscal Year 2022.
Will Executive Summary be evaluated? If so, how?The executive summary is meant for administrative information and must meet proposal requirements. The executive summary will not be part of the evaluation criteria.
"All software will be maintained through existing contracts with the current developers and will be provided to this contract as Government Furnished Information (GFI)." What are the names of the software developers and contract numbers? "Ensure that all requirements in the SSS Performance Specification are met" Unless the Government will be able to provide as GFI all technical and software/firmware source code, SSS Performance Specifications and development tools to make changes, it is not possible for the Offeror to ensure that all requirements are met. The majority of the system will be composed of Commercial products whose technical details including its software/firmware & hardware desigin are protected from disclosure under the Trade Secrets Act. Question: Will the Government provide the Offeror with OEM technical data including their software/firmware source code and any proprietary tools? If not, request the Government consider rewording this requirement to: verification that the system still complies with the SSS Performance Specifications as previously verified by Government test and evaluation and the identification of any descrepancies not previously identified. The government will update this section to make the requirement more clear and will be included in the final Request for Proposal.
The last paragraph of section 1.0 Background states that "The TDP and manuals will be maintained by the Contractor based on the Government provided configuration management plan and all system updates will be made in conjunction with the Government through Configuration Control Boards (CCBs)." Will the Government provide their Configuration Management Plan and list of the CCBs, the scope of each CCB, and the CCBs meeting scheduling, so that the Offeror can properly determine the best approach and solution resourcing to provide the Government with the support it requires. The Government will provide the Configuration Mangement Plan with the final Request For Proposal. The scope and frequency of the Configuration Control Boards will depend on the frequncy of needed changes and complication level. Product Manger Force Protection Systems currently hosts a Configuration Control Board monthly for programs within the portfolio requesting changes.
In the first sentence of PWS 2.0 Scope of Work, the government requires the Offeror to provide, "all personnel, equipment, supplies, facilities transportation, tools, materials, supervision, and other items and non-personal services necessary in accordance with (IAW) the requirements identified in this PWS and the SSS TDP, except for those item specified as Government Furnished Property (GFP) and services." Please verify that the only transportation expected to be provided by the Offeror is transportation within our own facilities or does the Government intend for the Offeror to propose transportation and if so, please provide guidance on what we are to transport, the from and to locations, and the number of transport events. To propose the best solution, the Offeror will require sufficient time to review and source the SSS TDP and to not propose duplicative services, when will the Government provide the list of GFP and the SSS TDP - and Appendix 2, and Appendix 3. If Appendix 3 is the same as the PWS included Appendix A, please clarify. The Government would require the equipment be transported from the contractor facility to the Product Manager Force Protection Systems warehouse at Redstone Arsenal as is listed in Section 6.1.3 of the Performance Work Statement. The number of events would be equivalent to the number of systems procured. The final Technical Data Package will be provided with the final Request For Propoal as well as all appendices and references materials.
"The test plan for all…shall include at a minimum, the requirements marked in Appendix 2 under Government Acceptance Test column." Please verify that since the training material will not have any restrictive markings (e.g. proprietary) to preclude Government distribution, the Government will have already gotten Copyright exemptions from SSS Commercial components OEMs or if we are going to have to develop non-proprietary training materials that do not violate the OEMs' proprietary data rights. The Government will obtain the necessary copyrights and provide non-proprietary training materials.
To provide sufficiently detailed technical and configuration item information required to propose the best solution to the Government, Contractors will require sufficient time to review, prepare, and obtain pricing and delivery lead time and pricing information from all of the suppliers of the TSS configurations. When will the Government release this information and what will potential bidders need to do to obtain it?After release of the final Request For Proposal, potential bidders must provide a signed Non-Disclosure Agreement to request the Tehcnical Data Package, with Vendor ID drawings for each component.
"Contractor shall comply with the SSS IUID Plan (Table 6)." was not provided in the draft information. When will the Government release a draft of the SSS IUID Plan? The Item Unique Identification Plan will be included with the final Request For Proposal. The updated Item Unique Identification Plan, for Milestone C, will be provided after contract award.
Will the Government provide the Contractor with on-site facilities to include NIPRNET and SIPRNET access and IT equipment capabilities for Contractor FSRs to use to keep COLTS up to date with close to real-time information about OCONUS assets? If the Government directs the use of another IDE other than GFE COLTS, will the Government provide Contractor FSRs the on-site Information Technology equipment, network, and priviledges to satisfy this requirement? The Government will provide the facilities and equipment for Outside the Continental United States locations.
"The Contractor shall perform all activities required to sustain the SSS major end items and components/subcomponents.." The Contractor shall maintain an operational readiness (OR) rating of 90% or greater using the following formula: Total number of Systems (TS) minus number of system that are Non-Mission Capable (NMC) equals the number of systems that are Mission Capable (MC) (TS-NMC = MC)." The provided formula only provides an equation to compute the number of MC systems. It does not compute a percentage. Please provide a formula that computes a percentage. Also, provide a matrix or table that lists "the SSS major end items and components/subcomponents etc. that comprises a TSS configuration and the specifications or operational state that each item must exist to be considered mission capable such that if the item does not meet will be considered contributing to the overall system being counted as Non-Mission Capable (NMC). Often in situations where there are several major subsystems and spares that comprise a system, the end-user/commander may not have a mission requirement to secure their area of responsibility. For example, the system may be comprised of 10 EO/IR sensor system nodes and 5 spare EO/IR sensors, but the site commander decides to only use four at a location. While another site commander for a different location needs all 10. Therefore what constitues a mission failure in terms of the number of EO/IR sensor systems is different in each situation -i.e. what constitutes a NMC system is site unique. At some locations that has a considerably larger perimeter, the user commander may need more than one standard base operations kit configuration, and therefore may be fielded with two kits or one full kit and a partial kit. The point being that to maintain and sustain a location will be mission and location specific and should best be specified at the DO/TO level. The formula will be updated in the Request For Proposal. The Government will provide Non-Mission Capable, Partially Mission Capable and Mission Capable criteria based on capability/mission required.
The Government states, "Proposed repair should be in accordance with (IAW) the Maintenance Allocation Chart." The MAC was not included in the draft information. When will the MAC be provided? For equal pricing comparisons, please provide an estimated number of each you would like the bidders to use to base their pricing on.The Maintinence Allocation Chart will be provided with the final Request For Proposal.
At the end of the first paragraph, "The Contractor shall maintain an approved security posture of SSS by…applied, and tested per Section 3.2. There is no section 3.2. Please clarify what the test must be IAW. In addition, "The contractor shall scan the system for vulnerabilities every 30 days or as directed.." What system is the Government wanting the Contractor to perform these monthly scans - i.e. all fielded systems at the end user's site, or on baseline configurations of the system using the same regression testing resources it will provide to satisfy Testing and Protection Planning requirements? The Performance Work Statement will be updated to reflect the correct section. The contractor will scan the Government Furnished Equipment provided system(s). The scans will be conducted on the baseline system and updates will be applied to feilded systems.
Please clarify the following requirement; "Submission of Class I Major ECPs shall be five days or more prior to implementation and Government must approve prior to implementation." What is the reason for this requirement, since all Major ECPs must be approved before work can start on its implementation and only after the Government receives the ECP.Is there some special situation that the Government wants to ensure the Offeror accounts for in its proposed solution, if so, please update this section to make it clearer. The Government does not want to assume that the Contractor knows all major Engineering Change Proposals must be approved before work starts.
Please provide the missing references to PWS paragraphs 8.0 and 8.1.12.The references will be updated with the final Request For Proposal.
There is an incorrect PWS paragraph reference - Paragraph 5.2.2 does not include any requirements for A005 Failure Analysis and Corrective Action Report while PWS Paragraph 5.4.5 does include a reference to A005 yet is not listed. Please provide the current references and missing requirements. The reference paragraph will be updated in the final Request For Proposal.
