1. The Army Contracting Command – Rock Island (ACC-RI) hereby issues the solicitation, W9098S22Q0009, for the procurement of 2 new CNC Jig Grinders. This project includes auxiliary equipment such as a flood coolant system, fire surpression, and a wet grinding rotary spin table in support of Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC). This solicitation is issued in accordance with Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Items) and FAR Part 13.5 (Simplified Procedures for Certain Commercial Items).
This action is subject to funds availability.
2. The following attachments apply:
Attachment 0001 - RIPD E4000-23-1-01 Attachment 0002 – 23-1-01 CDRL
3. Contractor responsibility will be determined as outlined in FAR 9.104-1. The Government intends to evaluate proposals and issue an award without discussions with Offerors (except for clarifications as described in FAR 15.306(a)).
4. PLEASE NOTE AND CONFIRM: Due to production schedule MUST HAVE CONFIRMATION that delivery can be met. If delivery can’t be met provide your company’s best delivery date.
5. Payment will be made by the Defense Finance and Accounting Service (DFAS) via Wide Area Workflow (WAWF) System. Only electronic invoices submitted through WAWF will be accepted. All other formats will be rejected. See Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 and 252.232-7006 for additional invoicing guidance.
6. On time delivery is very critical. Therefore, contractor(s) must adhere to the delivery requirements indicated in the subsequent award. Failure to comply with the contractual delivery schedule in the subsequent award may result in termination of the order or require consideration if the Government elects to extend the delivery. The Government is not required to extend the delivery schedule if you encounter delays. The non-availability of raw materials, subcontractor issues, scheduling conflicts, etc. are not considered acceptable delays/excuses for failing to meet the delivery schedule in the subsequent award.
It is the responsibility of the contractor to ensure that they are providing quality products that conform to the subsequent award terms and conditions as well as meet the required delivery schedule. Delivery of non-conforming products results in delivery/acceptance delays and ultimately increased cost to the Government.
Early delivery is authorized and is encouraged in the subsequent award, but must be approved and coordinated in advance of the due date with the Contract Specialist and/or Contracting Officer designated in the subsequent contract. If there is going to be a delay in delivery, the contractor is required to notify the Contract Specialist and Contracting Officer designated in the contract at least 10 days prior to being late. Such notification shall include the contractor’s reasons for delay, proposed revised delivery schedule, and the contractor’s offered consideration for the delay should the Government elect to extend.
All deliveries shall be shipped to the following address:
