About this file

This amendment modifies a solicitation for two new CNC jig grinders to support manufacturing operations at Rock Island Arsenal. The amendment extends the response deadline to January 28th, 2022, and provides answers to eleven questions from potential offerors. It clarifies that wet grinding tables must be included with the jig grinders and can move between the machines, asks offerors to specify machine weights and mounting requirements to determine floor suitability, and explains differences between axis definition and table characteristic sections of the solicitation. The Department of the Army Materiel Command Contracting Command at Rock Island Arsenal issued the original solicitation under Federal Acquisition Regulation Parts 12 and 13.5 for commercial items.

AMENDMENT 0002 NARRATIVE

The purpose of Amendment 0002 is to:

1. Extend the solicitation to 6:00 PM central standard time on January 28th, 2022.

2. Publish the following questions and answers.

Q3. Is the A&B axis table an integral part of the Jig Grinder?

A3. The Jig Grinder must include capabilities to tilt and rotate a part on an A & B Axis per the specification. Our original understanding of this action would be accomplished by a spin table that also had ability to tilt up to 90 degrees and that this table would be able to be mounted and unmounted to the machines slotted work table envelope.

Q4. Confirm that the A&B axis table should be included part of CLIN 0001?

A4. Yes. The rotary table should be included as Part of CLIN 0001. CLIN 0002 identifies the second rotary table (Moore Remanufactured or Equivalent).

Q5. Can we quote the A&B axis table with an integrated spinning table?

A5. The end goal of this capability is to be able to spin the part as well as tilt up to 90 degrees if necessary.

The table “attachment” that makes this possible needs to be able to be removable as there are operations that will not need this for example, bulk grinding operations where numerous parts are placed within the work envelope. Our understanding of this action is that a rotating spin table would be able to spin the part and that spin table could be mounted to a plate that is actuated and able to tilt up to 90 degrees. All of this being able to be controlled by the system controller. Other equivalent solutions are acceptable, this is just the example that we found during market research.

Q6. RIA has specified the load capacity for the A&B axis table in item 4.8.2 as 660 lbs. is to mean the Jig

Grinding table overall load capacity?

A6. This spec is for the table overall load capacity.

Q7. The Moore Spinning table is not fully enclosed or sealed for applying oil-based flood coolant for production requirements. Does RIA require that the A&B as well as spinning table be fully enclosed/sealed tables to protect them during production using oil-based coolant for the rebuild or equivalent requirement?

A7. As per 4.9.10 of the RIPD, the first table should be a wet grinding compatible rotary spin table. CLIN

0002 represents the remanufactured Moore Spin Table (or equivalent) which we know is not wet grinding compatible. In the instance of using the re-manufactured Moore Spin Table, the Jig Grinding unit would be ran as a dry environment. This is the purpose of having the capability to move the rotary tables from machine to machine as described in 4.9.10. In the event that the Moore Spin Table cannot be refurbished, an equivalent “second” rotary table can be provided duplicate to the one requested within CLIN 0001.

Q8. With respect the FAR CLAUSES Incorporated by Reference, are both lists (the list on page 13 and the list on pages 14/15 of W9098S22Q00009) applicable to this contract?

A8. Yes, all FAR CLASUSES incorpoated in this contract, either by reference or full text are appilicable to this contract.

Q9. From RIPD 4000-23-1-01, 7.1.2 PERFORMANCE REQUIREMENTS AT RIA: Performance requirements for this project are listed in 23-1-01 Performance Test(s). Is there an attachment with this/these Performance Test(s) outlined?

A9. Currently working with the SME to finalize this documentation. Once finalized an additional amendment will be published to answers this question.

Q10. DELIVERY: Related to Schedule questions above, we would like to have a more accurate delivery timeframe of such a machine tool. The soonest delivery feasible that we could provide would be 9 months, from date of order. As far as we can tell it appears to be asking for 60-day delivery from date of contract issuance, which would not be feasible.

A10. I am aware that it is unrealistic to have the machine here in 60 days. With labor and material shortages, I can understand how this may need to be stretched. I advise that bidders submit that with their proposal for government review. Below is the maximum days for each stage.

Equipment Delivery to RIA Contract Award + 194 - calendar-days Final Acceptance Equipment Delivery + 60 - calendar-days

Total Maximum Time from Award to Acceptance Contract Award + 254 - calendar-days

Q11. FOUNDATION ON THE 3rd or 4th FLOOR: There is a Section of the RIPD document that gives the offeror the ability to conduct a site visit to assess suitability prior to completing bidding process. One item that we do not know if it is suitable for our machine is thefloorfoundation. We require a 6” average thickness (ideally, on top of 6” of compacted gravel). There is a note that modifications to the foundation are not allowed, so we need to understand the current floor design and construction of the floors this equipment will be located on. Would a site visit (or a zoom call with one of RIA managers) give us the ability to understand what the foundation thickness is where these machines will be located?

A11. Spoke with the install technician and he had a couple of questions. In order for us to determine if our floor will suffice, could the vendors supply us with the weight of the equipment as well as the mounting requirements (if any)? Due to the location, anchoring into the concrete is not feasible. In the past with equipment of this type, we have epoxy adhered metal plates to the floor with bolts on them and then secured the machine to the plate. If the vendor can provide that information, then I can sit down with the install technician and we can determine what we can and can’t do.

Q12. 4.9.10 SPIN TABLE: The machine shall be provided with a wet grinding compatible rotary spin table or equivalent means to rotate a part that shall be provided with a programmable controller. The diameter of the spin table top shall be at least 10 in. It shall have a TIR of at most 0.000005in with a max axial deviation of no more than

0.000020 in. As part of this CLIN, the vendor shall provide quantity (1) wet rotary air bearing table, however both machines shall be equipped with the framework and necessary hook-ups to operate with the table. This will allow the rotary table to move between the two machines as workload demands.

A12. Correct, these are the same items. 4.8.1.7 was listed under the Axis Definition Section of the RIPD.

4.9.10 is listed as additional information regarding that table. I apologize for the confusion. It was unintentional and the only reason for the separate sections is that some of the information was a sub-section to the Axis Definition.

4.9.10 defines other characteristics of the table that don’t belong in the paragraph defining the axis of movement.

Hopefully that clears some things up.

3. All other terms and conditions remain unchanged.
