About this file
This amendment modifies a solicitation for two new CNC jig grinders and auxiliary equipment to support manufacturing operations at Rock Island Arsenal. The Army Contracting Command - Rock Island is seeking machines capable of internal, external, tapered, and face grinding of various materials to tolerances of 0.000020 inch for diameters and 0.00015 inch for tapers. Offerors must demonstrate the machines can grind specified test parts within the tolerances for eight hours without failure and meet stated surface finish requirements. The amendment provides additional test details and requirements for grinding specific sample parts provided by the customer. All other terms and conditions of the original solicitation remain unchanged.

AMENDMENT 0003 NARRATIVE
The purpose of Amendment 0003 is to:
1. Publish the following relevant information.
A. OPERATIONAL TEST: Functions of the machine and the control unit shall be checked.
A1. Upon completion of the warm-up and runoff checks, the machine shall be cycled continuously for a period of 8-hrs without a malfunction.
A2. The runoff checks shall include operating the machine in each of its modes of operation to determine proper response of the machine to control commands. The cycle checks shall include spindle speed and feed-rate changes, independent and simultaneous operation of machine axis motions, and diskette controlled auxiliary functions.
Should a failure occur, the cycle shall be restarted after the correction and runoff for a full 8-hr period.
A3. No machine adjustments or tooling adjustments shall be allowed after the start of any test. Adjustments during the test shall require restarting the test from the beginning.
B. PERFORMANCE REQUIREMENTS:
B1. The machine shall be tested to demonstrate its ability to perform the grinding operations to the tolerances given below, tolerances stated in this specification, and tolerances advertised by the manufacturer to the general public market. Grinding tools and work-piece material shall be at the manufacturer's option. All instruments, materials, and tools required to perform and evaluate the tests shall be furnished by the supplier. The measuring instruments used shall have evidence of calibration traceable to the National Bureau of Standards. The work-piece shall be a cylinder (Length and diameter to be determined by RIA Personnel).
B2. Outside Diameter Grinding Test. The machine shall cylindrical grind the outside diameter (not less than
3/4 of the total length of the work-piece) to a size predetermined at the time of the test. The outside dimensions of the cylinder shall be round and straight to within 0.000020-in TIR. Surface finish shall be not rougher than 8-µin.
B3. Heat-Up Test: This test may be combined with the outside diameter test at the contractor’s option. This test shall have the grind a diameter to a dimension stated before the start of the test. Then the machine will grind a different diameter on the same shaft to simulate long run operation. This means at least 30% contact time between wheel and part. This shall be performed for not less than 1-hr. Another diameter will then be ground to a dimension stated before the start of the test. The dimensioned diameters will then be measured for sustained accuracy. This is intended to determine if the system is capable of prevention of thermal growth or is capable of fully compensating for growth.
B4. Internal Diameter Grinding Test. The machine shall cylindrical grind the internal diameter (the total length of the work-piece) to a size predetermined at the time of the test. The internal dimensions of the cylindrical ground hole shall be round and straight to within 0.00015-in TIR in 4-in. Surface finish shall be not greater than 8-µin.
W9098S22Q0009
B5. Internal Taper Grinding Test. The machine shall taper grind an internal diameter. The taper shall be uniform to within 0.00015-in TIR in 4-in. Surface finish shall be not greater than 8-µin.
B6. Face Grinding Test. The machine shall rotary face grind the work-piece. The total grind shall be not less than 0.010-in. Surface finish shall be not greater than 8-µin.
C. Part specific grinding test: This is based off of the grinding operation described by the end customer.
C1. It is a tube with the below dimensions, made of A2 tool steel:
4.134” +.003” long
.3122” -.5555” OD
.189” +.004” ID.
In the jig grinding operation, the tube needs to be held so that the ID can be ground to .1970” -.0001”, for a depth of .800” +.020” on each end, with a 16 or better finish.
Concentricity of the bores should be within .0001” to each other.
2. The contractor shall perform tests and performance requirements stated herein. Such tests shall be conducted prior to shipment to Rock Island Arsenal (RIA) and repeated at RIA; however, final inspection and acceptance shall be at Rock Island Arsenal after installation and start-up of the equipment and completion of training.
3. All other terms and conditions remain unchanged and in full effect.
