HUSK Vendor Managed Inventory Site Visit Vendor Questions and Answers

THE FOLLOWING QUESTIONS WERE ASKED DURING THE SITE VISIT (INDUSTRY DAY) HELD AT RIA-JMTC FOR THE HUSK VENDOR MANAGED INVENTORY REQUIREMENT.

Question 1. What applies to this bid? DFARS 252-225-7001 or FAR 52.225-3.

Answer: 252.225–7001 Buy American Act and Balance of Payments Program. An amendment to the solicitation will be done to include this clause.

Question 2. Given the requirement & wide variety of items - some being sourced specific will a waiver be issued for the non-manufacture rule?

Answer: No. Since a majority of the items can be manufactured by small business a specific waiver is not necessary to meet the requirements of a small business set-aside, which is for a small business to manufacturer more than 50% of the contract value.

Question 3. There are numerous items that have been duplicated. Some classified as an NSN and the other being referenced as either a mil-spec or vendor part. Please clarify the requirement.

Answer: The price matrix, Attachment 0003, was updated to reflect the correct number of unique items to 334.

Question 4. When, where and to whom do we need to provide the COC.

Answer: Contractor shall attach all required Certificates of Conformance (CoC), Contractor Test Reports (CTR) and bi-weekly consumption reports as applicable in WAWF as supporting documentation for the invoice.

Question 5. The RFP mentions vendor & contractor. Are these used in the language to mean the same?

Answer: Yes, an amendment will be done to clarify that both "Contractor and Vendor" are one of the same.
