Basis for Contract Award: The Government will utilize Lowest Price Technically Acceptable (LPTA) hybrid source selection procedures that will evaluate 1) Technical, 2) Past Performance, and 3) Price. The Government intends to award a contract resulting from this solicitation to the Offeror determined to be responsible in accordance with Federal Acquisition Regulation subpart 9.1 whose proposal is considered compliant and conforms to the RFQ requirements and is determined to be the lowest evaluated (fair and reasonable) priced proposal determined Technically Acceptable with Substantial Confidence in Past Performance. In the event that no otherwise qualified proposal receives Substantial Confidence in Past Performance, the Government reserves the right to make award to the Offeror determined to be responsible in accordance with Federal Acquisition Regulation subpart 9.1 whose proposal is considered compliant and conforms to the RFQ requirements and is determined to be the lowest evaluated (fair and reasonable) priced proposal determined Technically Acceptable with other than Substantial Confidence in Past Performance.
The Government intends to evaluate proposals and award without discussions with Offerors (except clarifications as described in FAR 15.306 (a)). However we reserve the right to hold discussions if deemed necessary by the contracting officer.
Solicitation Requirements, Terms and Conditions: Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award.

Furthermore, any proposal that is considered unreasonably high or low price, or contains significant inconsistencies between the Technical and price, if unexplained, may be grounds for rejection of the proposal. The Government will evaluate each proposal strictly in accordance with its content and will not assumethat performance will include areas not specified in the Contractor’s proposal.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The Evaluation Factors for this requirement:
Factor 1: Technical
a. Technical Approach (Acceptable/Unacceptable) – Written
b. Program Management Plan (Acceptable/Unacceptable) – Written
Factor 2: Past Performance (Performance Confidence Assessment – Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, and Unknown Confidence (Neutral).
Factor 3: Price – Submitted as described in the Price Matrix Instructions under Clause 52.212-1
Evaluation Factors with Evaluation Criteria:
Factor 1: Technical Factor will be evaluated on an Acceptable/Unacceptable basis. In order for the Technical proposal to receive an Acceptable rating, each subfactor, (1) Technical Approach, and (2) Program Management must receive an Acceptable rating.
(a) Subfactor 1: Technical Approach will be evaluated as Acceptable/Unacceptable based on evaluation of the following elements:
(v) The Government will evaluate the Offeror’s proposed approach to monitoring and stocking of the hardware per the SOW.
(vi) The Government will evaluate the Offeror’s proposed approach to meeting the required time limits that are outlined in the SOW.
(vii) The Government will evaluate the Offeror’s proposed approach for meeting the shelving requirements per the SOW.
(viii) The Government will evaluate the Offeror’s proposed approach for meeting the minimum reporting requirements of the SOW.
(b) Subfactor 2: Program Management Plan will be evaluated as Acceptable/Unacceptable based on evaluation of the following elements:
(iv) The Government will evaluate the Offeror’s proposed Integrated Master Schedule (IMS) for the 60-day phase-in period to become fully operational. The IMS shall identify significant events, milestones, and program tasks, such as but not limited to purchasing, stocking, training, that demonstrate the Offeror’s ability to become fully operational within the phase-in period.
(v) The Government will evaluate the e Offeror’s proposed organizational structure that demonstrates a sound understanding of the SOW requirements with responsibilities and functional relationships that full support the requirements of the SOW, including the reporting responsibilities and communication process.
(vi) The Government will evaluate the Offeror’s proposed comprehensive strategy that demonstrates the Offeror possesses the experience and capabilities to successfully manage, understand, and execute the requirements of the SOW.
Factor 2: Past Performance will evaluate the Offerors record of recent and relevant past and current performance, to ascertain the probability of successfully performing the requirements of the SOW and this solicitation. This assessment will take into account factors relevant to the performance of the requirements of the solicitation.
1. The Government will determine if past performance information is recent and relevant. This will include information provided by the Offeror and may include information identified by the Government.
2. Past Performance information determined to be recent and relevant will be assessed for quality by determining how well the Offeror performed on those contracts. This will be used to select the most appropriate Past Performance Confidence Assessment Rating from the following:
Substantial Confidence: Based on the Offerors recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.
Satisfactory Confidence: Based on the Offerors recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
Limited Confidence: Based on the Offerors recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.
No Confidence: Based on the Offerors recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral): No recent/relevant performance record is available or the Offerors performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
NOTE: Offerors are advised that while an Offeror will not be evaluated either favorably or unfavorably for having Unknown Confidence (Neutral) past performance, that Unknown Confidence (Neutral) rating can be considered based on the stated criteria for award.
Factor 2: Price
a. Within the Price Matrix for CLIN 0001 each firm-fixed Unit of Measure (UoM) by part number is automatically multiplied by the per unit number to obtain the Ordering Period (OP) Extended Firm-Fixed-Prices. The OP Extended Firm-Fixed-Prices are automatically summed by ordering period to calculate the Evaluated Prices by Ordering Period. The Evaluated Price for Ordering Period One, Two, Three, Four, and Five are automatically summed to calculate the Total Evaluated Price.
b. The TEP will be evaluated utilizing the proposal techniques IAW FAR 15.404-1(b), price analysis for commercial and non-commercial items. In accordance with FAR 15.402, Pricing Policy, the Government reserves the right to request the data necessary to determine a fair and reasonable price.
c. TEP will be evaluated, but will not be assigned a rating. The Government anticipates competition, therefore, the Government anticipates utilizing the TEP to determine if an Offeror’s proposal is fair and reasonable.
d. As part of the cost/price evaluation, proposals will be reviewed to identify any potential Unbalanced Pricing. In accordance with FAR 15.404-1(g), Unbalanced Pricing, a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.
