AMENDMENT 0003

1. The purpose of this Amendment 0003 is to:

a. Provide the Government’s response to received vendor questions.

b. Revise the Closing date for quote submission.

c. Update Government point of contacts.

2. The REVISED CLOSING DATE is: TUESDAY 30 MARCH 2021 @ 3:00PM CDT.

3.The REVISED Government: All communication shall be sent to the following POCs from this date forward.

Contract Specialist: Carrie Holub, Email: carrie.l.holub.civ@mail.mil, Contracting Officer: Kurt Kleinlein, Email: kurt.l.kleinlein.civ@mail.mil

4. Vendor questions with the Government’s responses are as follows:

Question 1: What level of tracking does the Government require for the items? For example does the Government just want to know how many of an item is used from a bin OR does the Government need to know who (Employee), how much was taken, program level or job, etc.?

Government Response: PWS Paragraph 4.4.1 Bi-weekly consumption Report and Paragraph

4.4.2. Weekly Stock Report provides guidance on the level of traceability and types of items the Government requires the contractor to track under this requirement.

Question 2: What is the preferred off-loading location? Is the contractor responsible for transporting any deliveries that come into Bldg. 299 Central Receiving to the stocking areas?

Government Response: The contractor will be responsible for their own stock deliveries into RIA-JMTC. Access to Bldg. 220 4th floor will be granted through the far-east end of Bldg. 220 (overhead door). Delivery trucks will have access to the building inside the fence and are (at times) able to enter the building. NOTE: All Delivery trucks and personnel are subject to RIA security checks and procedures for entry to a Government facility. (See Installation Access Info).

For those items that are small enough to be easily carried or with the use of a small hand-truck, the Bldg. 220 east-end entrance will be the preferred entry. For those items that are too large to hand carry or need larger equipment to move, the shipments shall be delivered to Bldg. 299- Central Receiving. All shipments to Bldg. 299 must be labeled as “VMI Materials

W9098S21DXXTBDXXX”.

Contractors are to coordinate large item deliveries with the designated COR prior to shipment/arrival to ensure adequate space and equipment is available.

In the event that a contractor needs assistance, the Government (through the COR) will coordinate forklift and operator for loading and unloading. See PWS Paragraph 4.1.5 entitled “Stocking and Additional Deliveries”.

Question 3: Will RIA-JMTC provide assistance with off-loading of stock, movement of drop shipments from central receiving, and /or provide a forklift, etc. to help with off-loading and placement?

Government Response: See response to Question #2 and PWS Paragraph 4.1.5.

Question 4: Is MIL-STD 129 labeling under 252.223-7001 required or not?

Government Response: Yes, MIL-STD 129 labeling under FAR 252.223-7001 is required for any and all products supplied under this solicitation/contract that are deemed to be hazardous materials. Refer to PWS, Paragraph 3.4.1 entitled “Material Safety Data Sheets” and Attachment0005_CDRL0004.

Question 5: There have been multiple items identified that potentially are not Made in America. Will an exemption be provided to clause 252.232-7001?

Government Response: Contractors are to comply with the Buy American Act for all supplies and materials provided under the solicitation/contract. A complete list of qualifying countries can be found at www.acq.osd.mil/dpap/dars/ If proposing an item(s) is not Buy American Act compliant, Contractors must provide the item specifications (to include country of origin) for Government consideration.

Question 6: For the purpose of W9098S21Q0008, are the steel, aluminum, and foundry sand items considered COTS items?

Government Response: Yes, All items under the solicitation W9098S21Q0008 are considered Commercial Off-the-Shelf (COTS) items.

Question 7: PWS 4.5 Ownership of items. We understand that you want transfer of ownership when the product is removed from the storage location. Unfortunately, this is difficult for the following reasons:

- Logistics for delivery and chain of custody of product are very problematic.

- Delivery and stowage of steel is reliant on Arsenal forklift and personnel.

- Turn rates for many items are not sufficient to warrant the consignment of goods.

- While the technology exists, the additional cost for a totally secure system is not warranted by the relatively low value of many of the goods.

Will the Government consider a proposal where ownership is transferred upon delivery with all other aspects of the PWS VMI remaining?

Government Response: Per PWS, Paragraph 4.5 entitled “Ownership of Items”, the government (RIA-JMTC) will assume ownership of the product/items when it is taken/removed from the designated cabinet and racks at RIA-JMTC.

Question 8: If a proposed system requires installation of electronic magnetic locks on the crib gates, would the government provide an electrician to wire 110volt power supply to each gate?

Government Response: Per PWS, Paragraph 4.2 entitled “Vending Machine/Cabinet specifications”, the Government will provide 110/220 single phase or 220/440 three phase electrical power to each location.

Question 9: If a proposed system where the steel crib and tool crib operate on the same system that communications via an Ethernet cable between the two cribs. Would the Government be willing to provide installation of such a cable?

Government Response: The Government will not provide ethernet cable or LAN access. Internet is only available through the contractor’s own connections. LAN connectivity is prohibited due to Rock Island Arsenal Security policies. See PWS, Paragraph 4.2.1.2.1 entitled “Network Connectivity”.

Question 10: Many of the low-value hardware items are only provided in commercially available package quantities. Is the Government willing to accept the package quantity as the minimum order quantity?

Government Response: Per PWS, paragraph 4, the contractor shall supply, stock, and manage tool and fixture making hardware as described by Attachment 0001. The contractor shall maintain items in accordance with the minimum and maximum stock level provided in Attachment 0001.

At any time during execution of this PWS, Minimum means “no less than” and maximum means “no more than”.

In the event of manufacturer’s shipping or packaging efficiencies (minimums), the contractor shall provide the alternate measures as part of their proposal for government evaluation. The Government will evaluate on a case by case basis.
