SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0001

1. The purpose of this this Amendment 00001 is to provide response to vendor questions received.

2. The closing date remains unchanged.

3. Vendor questions with the Government responses are as follows:

Question 1: What is the estimated total annual spent in dollars for all items.

Government Response: Past history for this effort was a 5-year Indefinite Delivery Indefinite Quantity (IDIQ), firm fixed-priced contract with five, 1-year ordering periods. The total maximum value of the IDIQ was $1,879,499.30.

Question 2: Do we need to provide a bid/proposal on VMI vending program for all three categories of items: Steel, Tooling, sand? Or could we just provide a bid for one or two of the categories and not all three?

Government Response: This solicitation is for the procurement of Vendor Managed Inventory (VMI) services to include steel, tooling, and sand, for Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC). Paragraph 1.1 (SCOPE) of the REVISED Performance Work Statement (PWS) dated 09 FEB 2021 describes the scope of this solicitation. Contractors are expected to provide complete proposals that include all areas of the PWS.

Bid/proposals received that do not fully address all areas of the solicitation may be determined non-responsive and will not be further evaluated.

Question 3: The solicitation states the items must be “exact” as described in Attachment 0001. Does this imply brand name specific as well?

Government Response: This solicitation does not contain Brand Name requirements.

Attachment 0001 provides the salient characteristics of those items required to be stock and possible/suggested sources for such items only. All items provided shall meet the salient characteristics of Attachment 0001. Paragraph 4.1.1., of the PWS has been revised to remove the word “Exact”. See REVISED PWS dated 09 Feb 2021.

Question 4: Are the current items being used in your program now as these exact brands & part numbers?

Government Response: The items currently being used at RIA-JMTC meet the characteristics identified in Attachment0001.

Question 5: Does the Solicitation contain DFARS compliance requirements for material sourcing?

Requesting clarification on country of origin and qualifying countries for the materials needed. Do they need Certificate of conformances?

Government Response: The solicitation contains the both FAR and DFARS Buy American Act compliance requirements.

A list of country of origin and qualifying countries can be found at www.acq.osd.mil/dpap/dars/

Certificate of Conformances are not required for the tooling, steel, or sand items of this solicitation.

Question 6: Is there a preference in the type of contractor supplied bins and the amount of them per product?

Government Response: Per the REVISED PWS, dated 09 Feb 2021, paragraph 4.2, the vendor is responsible for determining what style of dispensing machines that will best suited for the type of items. Paragraph 4.2 also provides the Governments minimum guidelines for the vendor supplied cabinets/bins.
