| Question # | PWS Section | PWS Page | PWS Requirement | Questions/ Comments | Recommendations | Answer | |
| 1 | General | Draft Solicitation Documentation | Does the Government intend to publish remaining draft solicitation documentation prior to the release of the solicitation? | If there is sufficient time, the Government will release draft solicitation documents for Industry's feedback. | |||
| 2 | IDIQ PWS 1.5.1 and Technical Exhibit B | 2 & 39 | PWS 1.5.1 states: "...The Contractor’s Proposed QCP shall be submitted with the Contractor’s proposal during pre-award phase and updated annually thereafter. Each annual update will be submitted to the Contracting Officer’s Representative (COR) for technical review no later than 30 days prior to the start of each Option Year...." and Technical Exhibit B under Frequency states: "Once during pre-award phase with proposal and annually thereafter no later than 30 days prior to OY start. Also, no later than 30 days prior to any anticipated changes." | PWS 1.5.1 identifies the requirement for a QCP to be delivered with the Proposal and identifies the minimum requirements regarding information to be provided with the QCP, but the Government does not provide any information regarding format or page count limitations. Would the Government please provide any instructions regarding formatting of the documents such as font sizes authorized and any page count limits that offerors must adhere to? | The Draft RFP will contain instructions regarding all page limits and other formatting requirements for each volume. | ||
| 3 | IDIQ PWS 1.5.7 and Technical Exhibit B | 5 & 39 | 1 | PWS 1.5.7 Contractor Annual Work Plan States: "The Contractor shall prepare and maintain an annual Work Plan for each Task Order (TO) awarded under this contract. The plan, as a minimum, shall identify regularly scheduled work, personnel assigned and task to which they are assigned, supervisors, technical Government POCs by task, performance locations, approach to address and meet projected increased operations tempo (OPTEMPO), and timelines and milestones (if applicable).....The plan shall be submitted to the Contracting Officer via the COR for review within 30 days prior to initial contract award and/or award of subsequent Option Years (OYs) for each TO....." and Technical Exhibit B under Frequency States: "30 Days prior to initial or OY award" | PWS 1.5.7 identifies the requirement for offerors to submit and maintain and annual work plan for each task order awarded under this contract and states that it shall be submitted 30 day prior to initial contract award. As written the requirement does not provide enough detail for offerors to adequately support this task. The PWS and associated exhibits do not provide a timeline for award notifications meaning offerors have no idea when the award notification will take place and would not be able to successfully backwards plan in order to provide the Annual work plan 30 days prior to award. Would the government provide tentative award dates for each task order solicited under this IDIQ to enable offerors the ability to adequately plan for Annual Work Plan submissions? Additionally, would the Government please clarify if an Annual Work Plan is required as part of the IDIQ proposal? | The Draft RFP will require the submission of an Annual Work Plan. The Government encourages Offerors to review the Draft RFP and submit further questions at that time. | |
| 4 | IDIQ PWS 1.5.7.2 | 6 | 1 | PWS 1.5.7.2 Overtime states: "If the need for overtime is anticipated in deviation from the Annual Work Plan, the Contractor must receive approval from the Contracting Officer a minimum seven (7) calendar days prior to execution. Requests for Overtime approval will not constitute a change or amendment to the Annual Work Plan." | The Government has identified the possibility of Overtime under this IDIQ and associated Task Orders. Overtime typically applies to non-exempt employees. Would the Government please provide the applicable Service Contract Act (SCA) Wage Determination (WD) associated for this IDIQ and its associated Task Orders? | The Contractor will be required to support sudden surges in workload associated with the EDIF-IE IDIQ. The Government anticipates these surges to occur within the professional services arena. If Wage-Grade determinations are made by the Contracting Officer, these surges will be defined as overtime. Please refer to Draft RFP upon publishing for further clarification. | |
| 5 | IDIQ PWS 1.6.2 | 6 | 1 | PWS 1.6.2 Personnel Security Clearance Requirements States: "Contractor personnel performing work under this contract must have an active personnel security clearance at the secret level, and up to Top Secret/SCI were indicated in the Defense Information System for Security (DISS) at time of the proposal submission, and must maintain the level of security required for the life of the contract...." | PWS 1.6.2 states that contractor personnel performing work under this contract must have an active personnel security clearance at the time of proposal submission. This requirement seems unrealistic. Given the amount of time needed to recruit and staff positions along with the time required to initiate new clearance investigations and the time needed to receive a clearance does not seem realistic. Would the Government consider changing the requirement to having an active clearance at start of full performance? | If full performance is at the start of the contract then yes. Otherwise we have a mission to perform that requires everyone to have, as a minimum, a Secret clearance. | Will modify the language to reflect start of full performance |
| 6 | IDIQ PWS 1.24 | 16 | PWS 1.24 Government Property and Services states: "Refer to Part 3 of this PWS for Government property (GP) for this contract. For all issued GP for this contract, the Contractor shall submit a Property Management Plan to the Contracting Officer and the Property Administrator via the COR within 30 days prior to the start of the performance" | PWS 1.24 identifies the requirement to submit a property management plan 30 days prior to the start of performance, but does not provide any Government guidance towards the plan such as page limitations or specific information they would like to see annotated within the plan. Would the Government please provide more guidance on the plan to include minimum information included, page count limitations, font size limitations for the plan to be acceptable? | The Draft RFP will contain instructions regarding all page limits and other formatting requirements for each volume. | ||
| 7 | IDIQ PWS Attachment 1 and Technical Exhibit 4 | 41 & 44 | 1 | Attachment 1 Estimated Workload Data table and Attachment 4 Personnel Qualifications | Attachment 1 provides estimated workload data information per labor category such as 2 Copy Editors and Technical Exhibit 4 provides minimum qualifications for each Labor Category. Technical Exhibit 4 also identifies differing levels of experience such as expert, consultant, senior, and intermediate. Would the Government please provide their estimated level of experience per labor category listed within Attachment 1 (e.g., how many senior Copy Editors compared to intermediate?)? If the Government is not inclined to provide this estimate would they please provide the historical number for each level of experience per labor category? | Historical information will be updated to reflect historical labor categories and provided to offerors in order to facilitate offeror's ability to develop a rate deck submitted with the cost price volume. The cost price volume of the successful offeror will be incorporated as ceiling rate deck for both onsite and offsite work. |
8 IDIQ PWS 1.24 and Technical Exhibit B and Task Order PM PWS 5.2.10, PRS #11 and Technical Exhibit B IDIQ PWS 16 and 39-40 and Task Order PWS: 15 and 28-29 1 IDIQ PWS 1.24 Government Property and Services states: "Refer to Part 3 of this PWS for Government property (GP) for this contract. For all issued GP for this contract, the Contractor shall submit a Property Management Plan to the Contracting Officer and the Property Administrator via the COR within 30 days prior to the start of the performance." and the PM task order PWS 5.2.10 states: "Property Management. The Contractor shall have a management plan to effectively maintain and manage any Contractor Acquired Property (CAP), Government Furnished Property (GFP) provided during the course of the contract. Any plan shall comply with FAR 45.104. (Reference IDIQ PWS, Part 3 and Part 4).", PRS #11 performance objective states: PRS#11- PWS Para 5.2.10 The Contractor shall have a management plan." and Technical Exhibits provide the deliverables schedule" Both the IDIQ and PM Task Order PWS' identify the requirement for a Property Management Plan and the Property Management Plan is identified in PRS#11. However the Property Management Plan is not included within Technical Exhibit B of the IDIQ PWS or the PM Task Order PWS. Would the Government please update Technical Exhibit B for the IDIQ and the PM Task Order PWS to reflect the Property Management plan as deliverable? The Government does not anticipate any GFP on this contract however, if GFP does become a requirement, the Government will update contract documents accordingly, and the requirement is also addressed in the QCP Plan. While the Government does not anticipate GFP, Incidental Property is anticipated and will be accounted for pursuant to updated AFARS PGI 5145.
| 9 | Task Order Requiring Activity PWS 5.2.1.2.3.b | 15 | PWS 5.2.1.2.3.b states: "Provide personnel to support the design, development, and validation of USAICoE’s courseware for all components." | PWS 5.2.1.2.3.b states: "Provide personnel to support the design, development, and validation of USAICoE’s courseware for all components." The Contractor shall support the Government from inception to completion of all products required Publications include, but not limited to professional development products, articles, issues, POI, IMI, articles,..." | Task Order Requiring Activity PWS 5.2.2 indicates a requirement to provide Interactive Media Instruction products. Would the Government please clarify the level of Interactivity (IMI Level 0 - 4) required for these products? | While IMI levels 1-2 are most common, levels 3-4 capabilities will be required for some tasks. IMI levels to be clarified in the qualifications. Those positions requiring experience or qualification criteria to facilitate and/or support performance of IMI 3-4 will be annotated in Tech Exhibit 4 of the PWS. |
RPT to level 2, TST to level 4.
11 Task Order Requiring Activity PWS 5.2 and associated subtasks 22 1 PWS 5.2 and associated subtasks products required The Task Order Requiring Activity PWS 5.2 and associated subtasks indicate that the contractor is to provide a variety of products, but the Government does not provide the amount of products associated with each task. This information is needed in order to adequately scope the work. Would the Government please provide a list of the products and the anticipated amount that the contractor would be required to provide for each contract year? The Government requires support services at specified experience and qualification levels in order to support the mission as defined by the HLFs. Due to dynamic changes that occur based upon Army Learning requirements the number of products, depth and detail of said products fluctuate. Please refer to questions #7 as it may be germane to a broader understanding of this rqmt.

| 24 | General | n/a | Is there a graphic designer requirement in Doctrine Development or Doctrine Production RAs? | yes | |
| 25 | General | n/a | |||
| 26 | General | n/a | Normalized Staffing. One major risk, which has impacted other ATEC |
acquisitions, is prime contractors gaming the system by bidding unreasonable staffing levels either at contract start and/or out years in an effort to win on price. This approach can result in significant performance issues, increased attrition, and ultimately, mission failures. We recommend the Government provide labor category position descriptions as well as all required labor categories and number of hours for each labor category by year. By providing the required Level of Effort, it is easier for the Government to evaluate
| offerors’ price. It also increases competition and reduces potential protests. This approach allows offerors to focus more on their management and technical approaches – providing a true best value proposal for the Government to evaluate. | Please refer to #7. Historical support will be updated to include technical Exhibit 4 qualification levels. | |||
| 27 | Will the government provide normalized staffing requirements | Please refer to #7 | ||
| 28 | Plug Numbers. We recommend the Government provide plug numbers as part of the cost requirements for Other Direct Costs (e.g., contractor-owned equipment and travel). This will help level the playing field, decrease the competitive advantages of the incumbent, and reduce the cost of the proposal. |
Building these estimates requires significant time and numerous
| knowledgeable Subject Matter Experts, which drive up proposal cost | The Government will provide either plug numbers or historical data for proposal. | ||||||
| 29 | Will the Government provide the Plug number for ODC and Travel? | Please see #28. | |||||

| 35 | Draft IDIQ PWS 5.2.3 | 27-28 | 1 | HLF 3: Instructional Support | What is the historical number of training courses provided per year | Approximately up to 20 classes | |
| 36 | Draft |
IDIQ
| PWS 5.2.3.2 | 28 | Architecture Support | What systems require system administrator support, trouble shooting, hardware/software diagnostic analyses, root-cause analysis, operational performance assessments, up-time and availability analysis, account maintenance, technical review meetings, problem de-confliction, and resolution? | Please refer to # 12. | |||
| 37 | Draft IDIQ PWS 5.2.3.3 | 28 | Mission Fluctuation Support | Recommend providing historical use cases to help offerors determine future surge requirements | The Government will provide levels of effort historically experienced for each area broken down by labor category. This historical LOE will serve as the "use case" scenario that offerors may rely upon to assist them in refining their understanding of support requirements. As referred to in question #11, Government requires support services at specified experience and qualification levels in order to support the mission as defined by the HLFs. |
38 Draft IDIQ PWS Attachment and Attachment 2 41-42 1 Attachments 1 & 2 Why is the Government estimating a reduction in support for Multimedia Artists (from 6 to 2) The Government has defined its requirement to the greatest level of specificity possible. Historical LOE and projected LOE for this contract should not be viewed as additions or reductions from differing contracts or solicitations rather, it should be viewed as the Government's best estimate of support required for this solicitation.
If the Government revises its estimated level of effort required to support the requirements of this solicitation, documentation will be updated to reflect current requirements. Please refer to modified documents upon publishing.
| 39 | Draft IDIQ PWS Technical | ||||
| Exhibit 4 | 44-53 | Technical Exhibit 4 | The personnel qualification titles in this section do not seem to align with the LCATs listed in Attachments 1 & 2. Recommend reconciling personnel qualifications to match LCATs or provide a traceability matrix so that offerors can align personnel with required qualifications to LCATs. | Please refer to #7 | |
| 40 | Draft IDIQ PWS Technical | ||||

PM PWS
RA PWS 1.5.1 & Technical Exhibit B Row 1 Technical Exhibit B Row 1 Technical Exhibit B Row 1 "The Contractor's Proposed QCP shall be submitted with the Contractor's proposal during pre-award phase and updated annually thereafter."
"Once within 10 days after contract award and no later than 30 days prior to any anticipated changes."
| "Once within 10 days after contract award and no later than 30 days prior to any anticipated changes." | The IDIQ PWS states that the QCP is due with the proposal and annually thereafter, while the PM PWS and RA PWS both state that the QCP is due within 10 days of the contract award and due again only when there are changes. What are the correct due dates? | Recommend syncing up due date language between Performance Work Statements. | Solicitation documentation will be updated to accurately reflect current requirements. Please refer to modified documents upon publishing. |

PM PWS
RA PWS 1.5.4.3
1.5.4.3
| 1.5.4.3 | "For other than firm fixed price contracts, the Contractor will not be reimbursed when the Government facility is closed for the above reasons." (all documents) | Will this be a firm fixed price contract? | The Government is still working to defined the requirement. No final CLIN type has been determined. | |||||
| 43 | IDIQ PWS | |||||||
| PM PWS | 1.5.4.3 & 1.5.6.1 | 1 | "For other than firm fixed price contracts, the Contractor will not be reimbursed when the Government facility is closed for the above reasons." | |||||
| "The Contractor may propose temporary or permanent alternate work locations (i.e. "telework") for any of its employees performing support under this contract." | If the Government facility is closed for any of the given reasons, can we enact AWL? | Recommend contractor be authorized to enact AWL during unexpected closures. | In any instance wherein Contract employees are displaced from the workplace to comply with Government-enforced security, safety, or health protocols, Alternate Work Location will be authorized. However, AWL will not be applicable to Federal Holidays or any instance wherein circumstances inhibit the ability of the Contractor to provide support. | |||||
| 44 | IDIQ PWS | |||||||
| PM PWS | 1.5.7 & Technical Exhibit B | |||||||
| Technical Exhibit B | "The plan shall be submitted to the Contracting Officer via the COR for review within 30 days prior to initial contract award and/or award of subsequent Option Years (OYs) for each TO." | |||||||
| "Frequency: 30 Days prior to initial or OY award." | To clarify, is the annual work plan due within 30 days of the award, or 30 days prior to start day of the contract? | Both - the Annual Work Plan is required 30 days before the initial award and also 30 days before the start of an OY. | ||||||
| 45 | General | Acquisition lead time question | Will a Draft RFP with Sections L & M be released for review prior to the Final RFP? | We will attempt to provide a draft RFP for review. However, there is no guarantee that we will have time to accomplish getting a DRAFT RFP issued. | ||||
| 46 | General | 1 | IDIQ Task Order scope question | Will other Task Orders be solicited under the IDIQ in addition to the PM and RA Task Orders? | The intent of an IDIQ is to allow the award of multiple TOs. Currently, the only TOs identified for award are TOs 1 and 2. If further Task Orders are required, they will be identified at that time and the Government will follow the RFP process. | |||
| 47 | General | 1 | RFP past performance/Corporate experience question | Will Government allow for the use of affiliate past performance/corporate experience? | Recommend the Government include language in the RFP allowing for the use of past performance/corporate experience examples of affiliate and predecessor companies so long as the offeror demonstrates the resources of the predecessor or affiliate company shall be provided or relied upon for contract performance such that the predecessor or affiliate will have meaningful involvement in contract performance. | The Government will define PP criteria in the PP volume of the RFP. | ||
| 48 | IDIQ PWS | 1.6.1 | "Contractor personnel performing work under this contract must have a Secret clearance at a minimum at time of the proposal submission." | Can you clarify this requirement? | Given that the Contractor will not know all personnel who will be on the contract at the time of proposal submission, suggest that this sentence be changed to "Contractor personnel performing work under this contract must have a Secret clearance at a minimum at time of hiring." | Security clearance is required at the time of hire. The Government will update personnel clearance requirements to reflect the need for TS/SCI at the time of performance. | ||
| 49 | IDIQ PWS | 1.6.2 | 1 | "and up to Top Secret/SCI where indicated in the Defense Information System for Security (DISS) at time of proposal submission,…" | Will the PWS be updated to have the requirement under NBIS? The current plan is to have NBIS replace DISS in Mar or Apr 2022. | DISS no longer says if an individual has SCI, it only shows SCI Eligibility. Suggest this be changed to reflect "eligibility" in DISS. | Contract employees must have the ability to gain accesses at the required levels as defined in the PWS at the time of hire. If a contract employee is eligible for TS/SCI and the company can assign the employee to TS/SCI work at the time of hire, then the Government anticipates no significant issues. |
The Government will update personnel clearance requirements to reflect the need for TS/SCI at the time of performance.
50 IDIQ PWS 1.6.3.2
1.6.3.3
1.6.3.4 "The Contractor shall collect the CACs and other Government issued identification the same day employment of the individual has expired or has been terminated and shall return them to the COR or the Trusted Agent (TA) within 2 days."
"Upon termination or cancellation of this contract, the Contractor shall collect the CACs and other Government issued identification the same day of contract termination and shall return them to the Trusted Agent (TA) within 2 days."
| "All CACs must be turned into the TA or COR on the last day of a contractor's work being performed on contract to the TA. If the contractor will be utilizing on another program a "Transfer in Status" must be completed prior to the last day on the contract." | When is the CAC due back to the government? 1.6.3.4 directly contradicts 1.6.3.2 and 1.6.3.3. | Recommend syncing CAC due dates. | IF a contractor is working onsite the CAC must be returned the last day on site. If the contractor is working off site the PM has 48hrs to return it. Will update the PWS language. | ||||
| 51 | General | Due dates are often reflected as "1 day" or "2 days" or "24 hours" or "48 hours". | Can the Government clarify? | Recommend these be changed to "1 business day", "2 business days", etc. | Concur will update to reflect days | ||
| 52 | IDIQ PWS | 1.6.3.4.b | "Contractor employee will create an appointment in the DEERS system 72 hours prior to projected start date." | Can the Government clarify? | The Government will approve documentation (DA 2875) and sponsor each Contractor employee requiring access to Government facilities. However, it will be the responsibility of the Contractor to coordinate necessary appointments through the DEERS and ID Card Online systems of record to ensure their employee is able to immediately begin work upon assignment to the task/activity. | ||
| 53 | IDIQ PWS | 1.6.3.4.e | "Failure, inability, or delay in obtaining the CAC does not relieve the Contractor from performing under the terms of the contract" | Can the Government clarify? | Suggest changing to "Failure, inability or delay in obtaining the CAC due to Contractor shortfall or error does not relieve…" | The contractor will require a CAC to perform most of the work on this contract. It is their responsibility to make sure it is done expediently. | |
| 54 | IDIQ PWS | 1.7. | "The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer." | Can the Government clarify? | Recommend changing to "…by Contractor employees to permit entrance of unauthorized personnel…" | Contract employees do not have the authority to grant accesses to any personnel into restricted areas. No change. | |

| Part 4 | "For any performance from an AWL (see section 1.5.6.1 of this PWS), the Contractor will be responsible for all equipment requirements of its employees." | Will Government laptops be used for AWL? | Contractor understanding is that Government will provide Government laptops for AWL - recommend adding this to PWS for clarification. | The PWS has been updated to distinguish AWL from Offsite performance. The Government may provide incidental property should the enforcement of Government security or safety protocal temporarily displace the contracted workforce from the government facility. Incidental property will not be provided to support Offsite performance should an offeror propose to utilize their own facitlities to perform any requirements under this contract. If an offeror proposes permanent or long-term remote work of any of its employees, the Government is not obligated to provide the offeror's employee the means to satisfy work requirements under this contract. If the Government determines it is in the best interests of the Government to provide equipment facilitating the remote employee's performance, the equipment will be issued as GFP to the company. However, as indicated in question #8, the Government does not anticipate the use of GFP on this contract. |

"Performance Objective: The Contractor shall have a single primary POC.
| Standard: Identifies one contract individual to liaise between contractor and Government per RA." | Does this mean that there will be the Program Manager and an additional POC for all RAs?
