The following have been modified:
INSTRUCTIONS TO OFFERORS
L.1.0 FORMAL COMMUNICATIONS AND SUBMISSION
It is requested that all questions pertaining to this solicitation and its attachments are submitted via e-mail to usarmy.orlando.peo-stri.mbx.atmp@mail.mil. Offerors are requested to submit responses on the ATMP Clarification Form found in Section J. This will allow the contracting office to track and document all industry comments/questions.
If the Government deems one or more Question/Comment is appropriate, the answer(s)/response(s) will be published through the issuance of an update and/or amendment to the solicitation announcement prior to the deadline for final proposal submissions provided those Questions/Comments are received by 5:00 PM, Eastern Standard Time (EST) on 23 November 2016. Questions and Comments received after the deadline may not be answered prior to proposal submission or at all. Accordingly, Offerors are encouraged to carefully review all solicitation requirements and submit questions to the Government early in the proposal preparation cycle.
If an Offeror perceives its Questions/Comments may reveal proprietary or protected information, it must clearly mark the subject sentence or paragraphs and notify the Government that it considers the information proprietary. If the Government does not agree the information is proprietary the Government may choose not to answer the question. The Government will post the non-proprietary answers/responses, without Offeror identification, to FEDBIZOPPS.
The Government may issue one or more Solicitation Amendment(s) prior to the deadline for final proposal submissions based upon the Questions/Comments received. Questions and/or Comments that result in a change to the solicitation shall be published at the FEDBIZOPPS as an amendment to the solicitation. However, the Government does not anticipate that the closing date for receipt of offers will be extended.
IN THE EVENT OF ANY CONFLICT BETWEEN THE RESPONSES TO QUESTIONS/COMMENTS AND THE SOLICITATION, THE SOLICITATION (INCLUDING ANY AMENDMENTS) SHALL TAKE PRECEDENCE.
The deadline for submission of questions/comments is on 23 November 2016, no later than 5:00 P.M. EST.

L.1.1 Proposal Due Date: The proposal due date is 1:00 PM EST on 22 December 2016.
L.1.2 Anticipated Award: The Government anticipates that the award will be made in the 1st quarter of the FY 2018. This information is provided for use as a basis for schedules and burden (labor, overhead, etc.) calculations.
L.1.3 General Information: Pursuant to FAR Subpart 52.215-1 (Alt 1), the Government intends to award this contract to a single awardee after conducting discussions with Offerors whose proposals have been determined to be within the competitive range. The competitive range for this procurement is established to be those Offerors whose proposal submission initially appears complete and includes information required by Section L of this Solicitation. Therefore, it is anticipated that discussions will be conducted soon after proposal receipt and the Offeror’s initial proposal should contain the Offeror’s best terms from a cost or price and technical standpoint.
Exchanges with Offerors after the establishment of a competitive range determination will be made in writing. At the end of discussions, the Government will request Final Proposal Revisions (FPRs) from all Offerors still within the competitive range.
Prior to the conclusion of discussions, Offerors will be requested to submit change pages that reflect any offered performance that exceeds the Government's minimum requirements defined in the solicitation (including specifications and other attachments). In the event that the Offeror's proposal is selected for award, the changes addressed within these change pages (if consistent with the Offeror's final proposal revision) will be incorporated into the contract document awarded. Any inconsistencies between the final proposal revision submitted and the change pages submitted may result in the assignment of a weakness, significant weakness, or deficiency.
L.1.4 The Government intends to award a contract resulting from this solicitation to the responsible Offeror whose proposal represents the best value after evaluation in accordance with Section M of this solicitation.
L.1.5 Offerors shall assume that any data they have previously submitted in response to another solicitation, whether submitted to the ACC-ORL or another agency, will be unavailable during this proposal evaluation and source selection process. Offerors’ proposal data shall not be incorporated into the proposal by referring to another proposal or other source.
L.1.6 For the Technical and Management evaluation factors, Offerors shall assume that the Government has no prior knowledge of their facilities and experience; the Government will base its evaluation on the information presented in the Offeror’s proposal. In presenting material in its proposal, Offerors are advised that quality information is more important than quantity. Statements that the prospective offeror understands, can or will comply with the PWS, and statements paraphrasing the requirements or parts thereof are unacceptable. Elaborate brochures or other presentations, and other documents beyond that sufficient to present a complete and effective proposal are neither necessary nor desired.
L.1.7 The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated assertions. The proposal shall be specific, detailed and complete as to clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks, and is able, willing, and competent to devote the resources necessary to meet the requirements and has valid and practical solutions for all requirements.
L.1.8 The Government requests that the proposal be valid for at least 360 calendar days from the proposal due date. Files shall not contain classified information. Offerors are cautioned that in order for their proposal to be eligible for award, the proposal shall be in compliance with the terms and conditions set forth in this solicitation.

Offerors are cautioned that each volume of the proposal is evaluated stand-alone against the criteria set forth in Section M of the solicitation and the evaluators for one volume may be different than the evaluators of another volume. It is incumbent upon the Offerors to ensure they properly submit their proposals. If the data is not contained in the appropriate volume of the proposal it may not be evaluated.
The Government will consider information it requires for proposal evaluation that is not found in its designated volume as the Offeror having omitted it from the proposal.

Any objection, exception, contingency, or addition shall be cross-referenced to the applicable solicitation paragraph(s).
As part of this letter, an authorized official shall sign certifying the following:
A. The proposed TO CLIN prices within the Pricing Workbook are binding and will be utilized for
the life of the contract.
B. Regardless of the involvement in evaluations, all requirements of the base and TO PWS’s will
be met.
C. The proposed PMO (on TO 0001 and within all TO’s as needed) is sufficient for the existing
ATMP base PWS scope and estimated ceiling. Additional PMO will not be proposed unless the
ATMP base PWS scope or ceiling is revised.
(3) Joint Venture/Teaming or Major Subcontracting Arrangements. Each Offeror shall provide, if applicable, a summary describing the joint venture/teaming or subcontracting arrangement established for this solicitation and a signed document (format as established by Offeror) indicating an agreement (i.e., Teaming Agreements) among the parties. Identify each proposed team member by company name and address.
(4) Contractor Business Systems. The contractor shall establish and maintain acceptable business systems in accordance with DFARS 252.242-7005 Contractor Business System. The Offeror shall submit contact information (name, telephone number and email address) for their cognizant Defense Contract Management Agency (DCMA) Administrative Contracting Officer (ACO) and cognizant Defense Contract Audit Agency (DCAA) supervisory auditor. If the Offeror is not assigned to DCMA for contract administration or is not assigned to DCAA for contract audit, the Offeror will identify their cognizant federal agency or agencies (and include the individual contact information). If any of the Offeror's business systems were disapproved or deemed to be not adequate, the Offeror will identify all deficiencies along with steps taken, or to be taken, to correct the deficiencies and a timeline to include audit by the cognizant audit agency after corrective action(s) have been implemented. If any of the Offeror's business systems have never been audited by their cognizant federal audit agency, the Offeror shall so state. The Offeror shall submit a copy of the most recent ACO letter regarding the status of their applicable Business Systems. The Offeror shall submit its current Disclosure Statement describing the Offeror’s cost accounting practices and procedures. The Subcontracting Plan shall reflect and be consistent with the commitments stipulated in the Offeror’s proposed Small Business Participation Plan.
If during the responsibility determination, prior to award, the Government has questions regarding the potential awardee’s Small Business Subcontracting Plan, the communications and questions are not part of discussions as defined in FAR 15.306, Exchanges With Offerors After Receipt of Proposals. Failure to submit and resolve differences between the Offeror’s proposed Small Business Participation Plan and the Offeror’s Small Business Subcontracting Plan will result in the Offeror’s proposal to be determined to be non-compliant and ineligible for award.
(7) Master Cross Reference Matrix. Each Offeror shall complete column F entitled Contractor’s Proposal References within the Master Cross Reference Matrix to cross reference the proposal. This column shall reference the Volume, Section, and Paragraph where the Offeror has met the requirement to the level considered adequate to depict the Offeror’s proposal.
