Draft RFP-Q&As-Q001-093
| DRFP - Q# | Reference | Reference Text if applicable | Question | Response | Event | |
| 001 | Base PWS 2.8.1.16 | |||||
| Software Support, TO6 HITS PWS 3.2.1 | 3.2.1 The Contractor shall perform maintenance of TADSS listed in Appendix B for this Task Order to ensure availability for training. |
The contractor shall conduct maintenance on TO 06 TADSS, listed in Appendix B to the ATMP Base PWS, additionally Attachment 2 to this PWS for DISE.
The following standards are in addition to the ATMP Base PWS standards.
Performance Standards
e) STD: Register in the LT2 portal at the following web address: https://www.lt2portal.org/Home/tabid/36/Default. aspx. This sight shall be used to access HITS system information and provide trouble shooting manuals and any programmed updates. Access to LT2 portal is required in order to download any and all documentation (Configuration Architecture, Dependencies, Software Downloads for system updates and HITS manuals) in order to keep HITS system operational and maintained. DISE documentation shall be provided by the Life Cycle Project Director (Directorate of Field Operations, PEO STRI).
f) STD: All repairs, and damages shall be reported on the LT 2 Portal. All technicians shall be registered in the LT 2 portal in order to gain access. TO6 identifies the LT2 portal as the location the Government will use to provide software and technical documentation updates to the ATMP contractor. Will all other task order software and technical documentation be provided through the LT2 portal? HITS specifically calls out the LT2 portal since the HITS SW is resident on the LT2 portal.
| The base PWS requires the following: "3.4.8 The Contractor shall interface and exchange data with the Live Training Transformation (LT2) Information Enterprise for sustainment of LT2 TADSS." In the event that other programs implement the same processes as TO 06, the contractor will be notified. | Draft RFP 29Jun16 | ||||
| 002 | Excel Attachment 57 – ATMP Pricing Workbook DRFP - Labor Rates Tab | Section M.12.8 states, "The Government will include Not-To-Exceed Cost Plus Fixed Fee amount in to the Pricing Workbook for Phase-In costs. Phase-In costs will not be evaluated as part of the TEP for this solicitation. Additionally, travel costs will not be evaluated. The Pricing Workbook will include travel costs specific to each TO, if applicable." | Section M.12.8 states that Phase-In costs will not be evaluated as part of the TEP. Part 1 of TEP in cell C33 includes the value for Phase-In and Travel in the TEP calculation. Would the Government clarify if the Phase-In and Travel should be excluded from the TEP calculation in the Pricing Workbook? | M.12.8 Has been updated to state "The Government will include a Not-To-Exceed Cost Plus Fixed Fee amount into the Pricing Workbook for Phase-In costs. Additionally, the Government has provided plug-in travel costs specific to each TO, if applicable. Offerors shall not propose Phase-In or travel costs, as these costs will not be evaluated for this solicitation. These Government provided costs will be added as part of the TEP." |
| By utilizing the Government provided plug-in numbers, the costs associated with Phase-In and Travel will not affect individual Offerors price proposal, rather are being included to allow the decision maker to consider ALL costs associated with this acquisition. | Draft RFP 29Jun16 | ||
| 003 | Excel Attachment 58 – ATMP Labor Rate Table DRFP - Labor Build-up | Contractors may have multiple rate pools depending upon the type of labor and locations. Can the Attachment 58, Labor Build-up tab, seems to only allow a single labor rate build-up. Would the Government consider expanding this workbook to allow for multiple labor rate build-ups to accommodate the various contractor rate pools? |
Offerors may duplicate the Labor Build-up tab, as needed. Section L.9.4 and the Pricing Workbook have been updated to reflect this.
| Draft RFP 29Jun16 | |||
| 004 | Excel Attachment 59 – Labor Sample Task Future Work DRFP - Part 2 of Total Evaluated Price | cumulative | Recommend the following updates to Attachment 59, Part 2 of Total Evaluated Price Tab: |
a. Cell C12 references “Non- exempt_Prime B114”; should this reference “Non-exempt_SubKs B111”?
b. Cell C18 references “Exempt B114”; should this reference “Exempt_SubKs B111”?
| c. Cell C19 sums Cells C9 and C15; should this sum C9, C12, C15, C18? | Corrections made and will be provided in the next update to the Draft RFP. | Draft RFP 29Jun16 |
| 005 | Excel Attachment 59 – Labor Sample Task Future Work DRFP - Non- | |
| exempt_Prime Tab | Recommend the following updates to Attachment 59, Non-exempt_Prime Tab: |
a. Cell C18 equals C5*C4; should this equal SUM((C5*C4), (C7*C6), (C9*C8), (C11*C10), (C13*C12), (C15*C14), (C17*C16))?
| b. Should this same formula also apply to; C18:L18, C36:L36, C54:L54, C72:L72, C90:L90, and C108:L108? | Corrections made and will be provided in the next update to the Draft RFP. | Draft RFP 29Jun16 |
| 006 | Excel Attachment 59 – Labor Sample Task Future Work DRFP - Non- | |
| exempt_SubKs Tab | Recommend the following updates to Attachment 59, Non-exempt_SubKs Tab: |
a. Cell C18 equals C5*C4; believe it should equal SUM((C5*C4), (C7*C6), (C9*C8), (C11*C10), (C13*C12), (C15*C14), (C17*C16))
| b. Should this same formula also apply to; C18:L18, C36:L36, C54:L54, C72:L72, C90:L90, and C108:L108? | Corrections made and will be provided in the next update to the Draft RFP. | Draft RFP 29Jun16 | ||||
| 007 | PWS TO1, 2.8.1.16 | |||||
| Software Support, Appendix B | Within Appendix B, can the Government designate which devices require System Software Maintenance and Sustainment (SSMS), and/or which devices require Post Production Software Support (PPSS) only? | Appendix B already identifies PPSS with a "NO" or "YES". SSMS is a base PWS 3.2 standard requirement so unless specifically excluded by the TO, SSMS is required. Therefore all devices containing software require SSMS and only those identified with a "YES" under PPSS have additional requirements. There is no need to add a SSMS column to App B. | Draft RFP 29Jun16 | |||
| 008 | Appendix B | Will the Government supply, real or estimated, CPF ratings for Kuwait, Taiwan and Greece as well as the "TBD" DRTS range for proposal pricing purposes. | CPFs will be provided for TO 27-29 when the revised DRFP is posted to FBO. No pricing is required where Appendix B provides "TBD" in the CLIN column. This will be awarded as a separate contract action in the future. NOTE there is also no CLIN associated with the TBD and therefore shall not be priced in the proposal. | Draft RFP 29Jun16 | ||
| 009 | Past Performance Questionnaire | The Past Performance Questionnaire states, “Section 1 and Section 2 of this Questionnaire shall be completed by the Offeror and provided as part of the Past Performance Volume.” | Is it the Government’s intent that Section 1 and 2 of the Past Performance Questionnaire be included as an attachment to Volume 4 and be excluded from the 50 page limit? | Table 1 as part of Section L.3.1 has been updated to state: Past Performance Questionnaires are not included in Volume IV page count. | Draft RFP 29Jun16 | |
| 010 | RFP Section M.9.3 | “The Government will evaluate the offerors proposal with consideration to the ATMP PWS Sub-Paragraphs and the associated parenthetical standards as follows: 2.23, 3.1.3(g) and 3.4.10 (a- | ||||
| e) in response to this subfactor.” | PWS paragraph 3.4.10 parts (a-e), referenced in M.9.3, are missing from the TO1 PWS. | Reference in Section M.9.3 has been changed from 3.4.10 to 3.4.2.10. | Draft RFP 29Jun16 | |||
| 011 | RFP Section L.6.3, Subfactor 2.3, Raytheon report to PEO STRI |
“Organic Support Redacted Analysis” on 20 November,
| 2015 | The Government previously provided the Raytheon report to PEO STRI “Organic Support Redacted Analysis” on 20 November, 2015. Can the Government provide any additional reports or updates to reports on the organic depot study performed under the Warfighter FOCUS program? | No additional reports have been requested/provided under the Warfighter FOCUS program. | Draft RFP 29Jun16 | |
| 012 | RFP Section L.6.3, Subfactor 2.3, Raytheon report to PEO STRI |
“Organic Support Redacted Analysis” on 20 November,
| 2015 | Has the Government already implemented a full or partial Organic US Army Depot program under the WFF program, or do you intend to prior to the full-execution of ATMP? | The Government has not implemented Organic US Army Depot support for TADSS maintenance, nor does it intend to under the WFF program. | Draft RFP 29Jun16 | |
| 013 | Attachment 57 and | |||
| 59 | To prevent contractors from erroneously modifying unwanted cells (e.g. travel, phase-in/transition, etc.) in the pricing workbooks, would the Government consider locking all cells in the pricing workbook, except those required for contractors to complete? | The Government will lock all cells not requiring contractor completion. | Draft RFP 29Jun16 | |
| 014 | RFP Section L.7.3, Section M.10.2 | Section L Paragraph L.7.3. states “Relevant” past performance is past performance that is similar in scope, magnitude and complexity to the ATMP PWS.” | ||
| Section M. paragraph 10.2. states “ …… Only submissions assessed as recent and “somewhat relevant” and higher, as defined in this solicitation, will then be included in the past performance confidence assessment.” and The confidence assessment will be based on the relevancy, quality, and recency of the Offeror’s past performance, as it relates to the probability of successful accomplishment of the required ATMP acquisition. | Given the scope, magnitude and complexity of ATMP and that the WFF contract may be the only training device maintenance contract having "essentially the same scope and magnitude of effort and complexities this solicitation requires," which is required to achieve a Very Relevant rating, would the government consider using the alternate approach to relevancy described in the current Department of Defense Source Selection Procedures which allows the use of ratings of “acceptable” or “unacceptable” for relevancy when the source selections require less discrimination in the past performance evaluation. Since the current competitors are large defense contractors with a diverse portfolio of contracts, use of this standard may satisfy the discrimination test and prevent bias towards the WFF incumbent. | The Government has determined the past performance relevancy definitions from the current DOD Source Selection Procedures, and contained in the DRFP, to be applicable to ATMP. Note the section L language did NOT state that "relevant" past performance must be "essentially the same scope and magnitude...." Section L.7.3 defines "relevant" past performance to be "past performance that is similar in scope, magnitude and complexity to the ATMP PWS. Previous federal, state or local Government contracts, and private/commercial contracts performed which are similar in nature and relevant to the efforts required by this solicitation may be provided." |
| The language "similar in scope, magnitude and complexity" does not restrict Offerors to past performance on TADSS maintenance; on the contrary, it allows Offerors to submit relevant past performance that is similar in nature, to include maintenance, Management Information Systems, worldwide logistics support, etc. | Draft RFP 29Jun16 | |||||
| 015 | Request a Pre-Proposal Conference with the Government occur at the National Training Center (NTC) at Ft. Irwin, CA which would be beneficial for all potential bidders as it’s the largest training facility on the contract. | The Government is unable to facilitate a separate NTC site visit/ Pre-Proposal Conference at this time, as it could delay release of the RFP. ATMP is not intending to conduct a Pre-Proposal Conference at this time. However, we will be amicable to hosting one in Orlando, if there is interest. | Draft RFP 29Jun16 | |||
| 016 | Section I, DFARS Clause 252.204-7012 | Section I, DFARS Clause 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting | Will the Government please identify the Unclassified Technical Controlled Information and Controlled Defense Information for ATMP that is or will be covered under this clause? | DFARS 252.204-7012 definition states “Controlled technical information” means technical information with military or space application that is subject to controls on the access, use, reproduction, modification, performance, display, release, disclosure, or dissemination. Controlled technical information would meet the criteria, if disseminated, for distribution statements B through F using the criteria set forth in DoD Instruction 5230.24, Distribution Statements on Technical Documents. The term does not include information that is lawfully publicly available without restrictions." | Draft RFP 29Jun16 | |
| 017 | Atch 54 and 59, Section L.9.4 | L.9.4 states that "The labor rate tab includes the Government anticipated labor category names and requests the offeror to provide the associated locations…" | Is it sufficient to propose only those CBA labor categories/locations pertaining to the three locations identified in Attachment 59 - Labor Sample Task? | Section L.9.4 states "the labor rate table...shall contain the labor categories and associated fully burdened labor rates that will be used for pricing all work, for both the prime contractor and each of the major subcontractor(s), for all applicable task orders throughout the life of the ID/IQ Contract. " |
The Labor Rate table (Attachment 58) states that ALL labor rates are to be included. Therefore, if labor rates/locations include CBA labor, they are to be in the Labor Rate Table, regardless of potential use in the Labor Sample Task.
| In reference to the Labor Sample Task (Attachment 59), Section L.9.5 states "Offerors are not responsible to execute this sample task, rather it will be used only for purposes of evaluation for award." | Draft RFP 29Jun16 | ||||
| 018 | Vol VI Cost, Section L.9.6 | L.9.6 states that "The Offeror will provide sufficient information to support the reasonableness of their proposed direct labor rates and indirect rates." | Is L.9.6 requirement applicable only to the Labor Rate Table (Attachment 58)? | The Government requests the Offeror to submit their FPRA/FPRR/other as well as the requirements of L.9.4. |
L.9.6. c states that "if none of the above is available," provide c. Therefore, if the Offeror has an FPRA or FPRR, they shall provide.
| Whereas L.9.4 requests the Labor Rate Build-up and other than certified cost and pricing data, in support of the fully burdened labor rates. | Draft RFP 29Jun16 | ||||
| 019 | Vol VI Cost, Section L.9.6 | Per Section L.9.6, the order of preference is a) FPRA, b) FPRR. | Would the Government consider as “c)” a Forward Priced Rates Proposal (FPRP), similar to FPRA and FPRR, in lieu of requirements set forth in L.9.6.c (1)-(2)? | No. The contractor does not have to submit rates identical to the FPRR; the RFP asks that that the FPRR be submitted to support the pricing. |
| If the proposed prices vary significantly from an existing FPRR, then their supporting data will have to explain why in the Pricing Volume. | Draft RFP 29Jun16 | |||
| 020 | Vol VI Cost, Atch 58, Section M.12.7.2 | If a major subcontractor is submitting IDIQ rates directly, per Attachment 58, should the offeror provide a burdened sell rate table for each major subcontractor in addition to major subcontractor IDIQ rates so that fully burdened rates can be evaluated in the TEP? | Language in L.9.4 has been updated so that the Offeror can include the prime and subcontractor burdened rates in Attachment 58, Labor Rate Table. |
| "The fully burdened labor rates for major subcontractors shall be inclusive of the subcontractor and prime burdens, however, the major subcontractors may provide their independently developed Labor Rate Build-up, inclusive of the other than certified cost and pricing data directly to the Government." | Draft RFP 29Jun16 | |||
| 021 | Vol VI Cost, Atch 58, Section L.9.4 | In addressing requirements of L.9.4, may offerors propose additional labor categories to the IDIQ rates within Attachment 58 during the proposal phase? | Section L.9.4 states "Offerors shall populate the Labor Category Equivalent in the Labor Table in the event their Labor Category differs from the category provided in the Labor Rate Table to ensure that comparable labor categories are available amongst the Offerors." |
| If the Offeror does not find the provided Labor Categories to be sufficient, request the additional categories be provided to the Government as soon as possible, with justification why they cannot be cross walked to the existing Labor Categories. The ATMP IPT will consider including the recommended categories in the solicitation, if the justification is sufficient. | Draft RFP 29Jun16 | |||||
| 022 | Vol VI Cost, Section L.9.4 | Please clarify if offerors will be able to propose additional labor categories and locations to the IDIQ rates post award. | No, unless extraordinary circumstances apply. | Draft RFP 29Jun16 | ||
| 023 | Vol VI Cost, Atch 57 and 58, Section L.9.4-L.9.6 | L.9.3 states that "no other information is to be added to the Pricing Workbook.” L.9.4 states that “Other than certified cost and pricing data is ONLY required in support of the fully burdened labor rates", which in Attachment 58 Labor Rate Table is clarified as the indirect rates and factors and their method of application to direct labor rates. | Because the additional requirements for direct labor and indirect rates history in Section L.9.6 are in conflict with the prior referenced requirements, will the Government revise Section L.9.6 for consistency? | L.9.6 only applies if the Offeror does not have an FPRA or FPRR. If Offeror has FPRA/FPRR, only necessary to comply with the requirements in L.9.4. | Draft RFP 29Jun16 | |
| 024 | Vol VI Cost, Section L.9.6 | L.9.6.d states that "The identified direct labor and indirect rate information will be submitted for both the Offeror and each and every subcontractor proposal that is required to be submitted." | Will the Government consider rewording “each and every subcontractor proposal that is required to be submitted” to “each Major Subcontractor,” as they are the subcontractors required to submit rate information? | L.9.6 d. only applies if the Offeror does not have an FPRA or FPRR. If Offeror does not have an FPRA/FPRR, the requirements of L.9.6 c. and d. would apply. | Draft RFP 29Jun16 | |
| 025 | Vol VI Cost, Atch 57-59, Section L.3.1.VI | Will the Government consider accepting CD submittal only for all Pricing Attachments? | The Government has revised the requirement to only receive CD Copies. | Draft RFP 29Jun16 | ||
| 026 | Vol VI Cost, Atch 57 | Will the Government consider renumbering ITEM numbers for TO 01 PMO, to sequentially repeat for LOTs 0-7? Currently, the ITEM numbers are different due to Phase-In for TO 01 (i.e., CDRLs are ITEM NO 0002 in LOT 0, and 1003 in LOT 1). |
TO17 has a similar issue with ITEM NO appearing out of sequence.
Additionally, please standardize the column structure in Attachment 57 for all Task Orders (example: TO25 has “Item No” as column A, whereas the remaining TOs contain “Item No” as column B.) The Pricing Workbook has been updated. The Phase-In CLIN has been moved to CLIN 0004 for Lot 0 of TO 01.
TO 17 ITEM NO sequence has been corrected.
| Draft RFP 29Jun16 | |||||
| 027 | Vol VI Cost, Section L.9.6 | L.9.6.d states that "The Offerors shall specifically provide supporting data and rationale for performance period rates and factors, including labor rate development methodologies, basis for estimate…" | Please confirm that in this context "basis for estimate" refers to rate development methodology. | Yes. | Draft RFP 29Jun16 |
| 028 | Vol VI Cost, Atch 57 and 58, Section L.9.9 | L.9.9 states that "Offeror shall utilize the negotiated CBA labor rates for the labor categories and locations and propose them as part of the Labor Rate Table". | We recommend that the Government extend this requirement and applicability of the economic factors in the CBAs to the priced Task Orders as well as the Labor Rate Table. | The Government is only evaluating inclusion of CBAs within the Labor Rate Table. | Draft RFP 29Jun16 |
| 029 | Vol VI Cost, Section L.9.6 | L.9.6 requests labor rates based on a 40 hour work week. | Is it the intent of the Government that all OCONUS locations also standardize the work week to a 40 hour basis? |
We recommend standardizing the work week to 40 hours across the program for pricing evaluation purposes and to mitigate potential performance risk associated with uncompensated overtime. Exceptions to the 40 hour work week are addressed in individual TO PWS's.
| Section L.9.6 states "Offerors shall provide labor rates based on a 40 hour work week. Should Offerors not have a standard 40 hour work week, the Offeror shall be required to document and provide rationale as such in the Price Volume." The Government does not intend to revise this language. | Draft RFP 29Jun16 | ||
| 030 | Vol VI Cost, Section M.12.7 | Please clarify how the TEP will be calculated for Part 2 in accordance with M.12.7 if an offeror does not propose a Major Subcontractor. Will the hours allocated to the Major Subcontractors in the calculations be assigned to the Prime? |
Please clarify how the TEP will be calculated for Part 2 in accordance with M.12.7 if an offeror has dramatically different Major Subcontractor cumulative work-scope when evaluating all bidders against an identical share of Major Subcontractor work scope? Section L.9.5 has been updated to state "If the proposal does not include any major subcontractors, the total labor hours of the Sample Task will be assigned to the prime contractors labor rates."
| The TEP will be calculated based on a random selection from ALL labor categories for completion of the Sample Task. The prime and the major subcontractors are required to price all labor categories provided in the Labor Rate Table at all locations where work may be performed. | Draft RFP 29Jun16 | ||||
| 031 | Vol VI Cost, Section M.12.8 | M.12.8 states that Phase-In costs and travel costs will be excluded from the TEP, however, Attachment 57, tab “Part 1 of TEP” auto-populates to include those values in the TEP. | Please clarify Part 1 TEP.
| Draft RFP 29Jun16 | |||||
| 032 | Vol VI Cost, Atch 58 | Can offerors add additional indirect rate factors in accordance with their respective disclosure statement for Attachment 58 pricing? | The Loaded Labor Rate table within the Labor Rate Table has two rows listed as "other." The Government has added two additional rows for Offerors use. If Offerors believe this is not sufficient, please notify the Government. | Draft RFP 29Jun16 | ||
| 033 | Vol VI Cost, Atch 58, Section L.9.4 | L.9.4 states that "The labor rate tab includes the Gov't anticipated labor category names and requests the offeror to provide the associated locations…" | Please confirm that future Task Orders with OCONUS locations will include ODC CLINs for OCONUS related differentials. | Section L.9.3. has been revised as follows: "Offerors shall include in their pricing all costs such as; state or county specific tax (e.g., excise taxes in certain states), Defense Base Act insurance and any other known cost associated with performance of this Solicitation. Offerors shall propose all OCONUS compensation costs including but not limited to, tuition reimbursement, housing costs, OCONUS Status Accreditation, recruitment, retention, cost of living, bonuses and severance pay, as part of the prices proposed in the Labor Rates and Labor Rate Table for future work." |
| Therefore, Offerors are to include OCONUS related differentials in the Labor Rates of the Labor Rate Table. | Draft RFP 29Jun16 | |||||
| 034 | Vol VI Cost, Atch 58, Section L.9.4 | L.9.4 states that "The labor rate tab includes the Gov't anticipated labor category names and requests the offeror to provide the associated locations…" | Please clarify if offerors and each Major Subcontractor are required to provide rates for every combination of labor category and location? For example, if a Major Subcontractor does not anticipate performing any of the CBA positions, is that company required to provide a rate for those positions? | The prime and the major subcontractors are required to price all labor categories provided in the Labor Rate Table at all locations where work may be performed. | Draft RFP 29Jun16 | |
| 035 | Vol VI Cost, Atch 57 and 58 | Pricing Attachments 57 and 58 conflict in their numbering structure from file name to title referenced within each file. Please clarify which attachment number is correct in the Final RFP. | The Government will review all attachments and make necessary corrections. | Draft RFP 29Jun16 | ||
| 036 | Range Operations Regulations, Atch 01, PWS 2.21.7, page 29 | Range Operations at many installations include regulations regarding access to ranges, prohibitions against Privately Owned Vehicles at down range sites, Safety Danger Zones and other restrictions that affect access to systems for repair and work schedules. Can the Government please provide applicable regulations for each site? | It is a business case decision if a contractor elects to permit or require employees to use POVs for work purposes; if so, then the contractor is responsible for abiding by local installation regulations. | Draft RFP 29Jun16 | ||
| 037 | PMCS, Atch 01, PWS 3.2.2, page 39 | PWS 3.2.2 states that “Appendix B will indicate whether a TADSS requires Preventive Maintenance Checks and Services (PMCS).” | Will the Government update Appendix B to include PMCS requirements? | Appendix B is being updated. Also, Task Order PWSs will indicate if PMCS is required. These will be provided when a revision to the DRFP is posted to FBO. | Draft RFP 29Jun16 | |
| 038 | ITAR, Atch 01, PWS 4.1.2, page 80 | Does PWS 4.1.2 require the contractor to train non-US persons? |
| Training non-US persons is subject to ITAR control and may require export licenses. How much advance notice will the Government provide the contractor so they can comply with ITAR requirements? | Base PWS 4.1.2 is an "only when directed" task. Specifics are provided when the task is directed. For example, see Task Order 27 PWS. | Draft RFP 29Jun16 | |
| 039 | Vol IV Past Performance, Atch 53, Section L.7.9-L.7.10 | Section L.7.9 Section 1 Contract Description Data and L.7.10 Section 2 Performance Narratives instruct the offeror to provide Past Performance information. |
Attachment 53, Past Performance Questionnaire also instructs the offeror to complete Section 1 Contract Descriptions and Section 2 Offeror Self-Assessment Questionnaire and submit as part of the Past Performance Volume. Section L does not provide instructions on where to submit Attachment 53, Past Performance Questionnaire Section 1 Contract Descriptions and Section 2 Offeror Self-Assessment and if that information is subject to page count restrictions. Table 1 as part of Section L.3.1 has been updated to state: Past Performance Questionnaires are not included in Volume IV page count.
Instructions on where to submit the questionnaires are contained in the questionnaire.
| Draft RFP 29Jun16 | ||||
| 040 | TO 15, Para3.1.1 and Appendix B | TO 15, paragraph 3.3.1 states "… the contractor shall coordinate with the local Government Representative(s) on a regular basis for training support requirements for CPF 1, BEMT located at Ft Huachuca, AZ. However, Appendix B, TO15, has a CPF of 8 for the BEMT at Fort Huachuca. | Can the Government please clarify the correct CPF for BEMT at Fort Huachuca? | TO 15 PWS has been revised. Para 3.1.1 now states: |
"3.1.1 The Contractor shall participate in meetings at the Contractor and Government facilities for program oversight and management.
Performance Standards
a) STD: All required action items have been closed out or resolved to the satisfaction of the Government.
b) STD: Coordinate a minimum of two weeks prior to week of training execution."

| d) STD: Receive trainees entering facility, brief them on facility safety, capabilities, limitations and restrictions (CACTF/LFSH). | There may be many instances where the offeror is required to train or brief non-US persons or persons whose nationality is unknown to the offeror. For example, TO07 PWS 4.1 Standard D may require the contractor to brief non-US persons. Briefing non-US persons is subject to ITAR control and may require export licenses regardless of existing US agreements with foreign military forces. What process will the Government follow to enable the contractor to comply with ITAR requirements? | Non-U.S. persons cannot reserve U.S. Army ranges, so they are assigned a Government representative to escort/brief the non-U.S. unit. This takes the contractor out of any ITAR conflict. Furthermore, nothing in Standard D requires the Contractor to discuss ITARs information. | |

| 057 | Base PWS 2.8.1.5 | 2.8.1.5 Contracted Mission Time (CMT) | |
| CMT is the amount of time that the contractor is required to make a TADSS available in FMC condition, within the applicable CPF; see para 2.8.2. CMT usually pertains to devices with CPFs 0 or 1. CMT is usually specified in number of hours per week, and number of weeks per year. CMT is identified in TO-specific Appendices/PWSs or Appendix B (as "Hours of Operation") and includes the use of the devices for intended functions to include training, demonstrations for visitors, verifying new lessons or scenarios, and verifying repairs or modifications. The TADSS must be available during CMT regardless of whether the device is scheduled for training. | The Base PWS 2.8.1.5 includes in CMT, "the use of the devices for intended functions to include training, demonstrations for visitors, verifying new lessons or scenarios, and verifying repairs or modifications. " Please confirm if the 72 day CMT requirement includes all time for operator training, demonstrations for visitors, verifying new lessons or scenarios, IAVA and RMF actions, upgrade support, and verifying repairs or modifications. | For [only when directed…] tasks such RMF actions, the direction (TO PWS, or contract modification) should specify whether the work takes place during CMT or outside of CMT. Otherwise, any condition other than FMC counts against CMT, to include maintenance activities. The TO 02-05 PWS' have been updated to clarify that the intent for CMT is to have the system available for training rotations, although the customer may elect to use CMT to cover other than rotational support. Additional CMT is an [only when directed...] task and will be converted in an additional contract action. | |
