N/A Labor Cost Tab Should the equations in Columns G, K, O, S, & W Multiply the Labor Rate * Proposed # Employees * Proposed Worked Hours?

The equation currently multiplies the Labor Rate * Proposed Worked Hours.

No. This is per employee. An entry is needed for each employee proposed for this effort. Column E is for informational purposes only. The fully burdened labor rate per employee is the focus of this tab.

N/A Labor Cost Tab Should the Proposed # Employees in Columns E, I, M, Q, & U represent the Proposed # Employees estimated in Attachment 11- Cost-Price-TO_0001-Workbook_011917 for each labor category.

No, not necessarily. Attachment 10 is for the Basic ID/IQ and should capture ALL of your proposed employees over the life of this contract whereas Attachment 11 is only for the Task Order.

The Task Order may or may not cover ALL requirements and may or may not include ALL employees proposed under the IDIQ.

Solicitation Page 40 Section C, 3.1.2 Section C, 3.1.2 paragraph 1 states, "All contractor personnel working on this effort shall be U.S. citizens, possess and maintain an active Secret security clearance and a DoD issued Common Access Card (CAC). Any contractor personnel without a clearance must be approved by the Government Contracting Officer."

The solicitation states that this will be a cleared program and a DD 254 will be issued.

It is our understanding that a Contracting Officer does not have the authority to approve individuals to work without a clearance, only DSS does.

Will the Government remove the statement that the Contracting Officer can approve individuals to work without a clearance, or clarify that all individuals working this program must have a SECRET clearance?

Reference Section C, 3.1.2. paragaph 1 - has been revised to delete the following language "Any contractor personnel without a clearance must be approved by the Government Contracting Officer."

Section I and Section H.8

Section H.8 seems to be similar in intent to, but much less detailed than, DFAR 252.227-7020, which is prescribed by DFAR 227.7106 and DFAR 227.7205, and is also directed by both DFAR 227.7103- 9 and 227.7203-9 when copyright considerations exist.

Since the Government will need to control the distribution (in accordance with per 227.7106 and 227.7205) DFAR 252.227-7020 applies in accordance with the DFAR prescriptions cited above for the clause.

DFAR 252.227-7020 provides information concerning what rights Contractor’s retain while providing copyright to the Government.

Clause H.9 is silent on this point. Using DFAR 252.227-7020 is a benefit to the Government as it will amplify H.8 and will prevent downstream confusion and potential delay which will be disruptive to the Government if/when questions concerning rights in works arise. The Government should insert DFAR 252.227-7020 in the RFP and any resulting award.

Reference Section I, DFARS Clause 252.227-7020 Rights In Special Works has been added in full text in addition to the requirements in Section H.8.

Solicitation_FINAL_012418 8 CLIN 0013 Dates appear to be incorrect. Please clarify. Reference CLIN 0013 Phase-In Transition with Current Contractor. The Period of Performance for CLIN 0013 is correct as solicited.

Solicitation_FINAL_012417 126 L.3.1 Indicates that "The Offeror shall not use company identify information (e.g. logos, company names), especially in the proposal information provided in Volumes II Technical Approach and III Manamagement Approach"; however under L.3.5 the Offeror is instructed to include a copy of the Cover Letter in each volume of the response. The Cover Letter is on company letterhead in accordance with L.3.1. These two requirements appear to conflict.

Please provide clarification.

The Cover Letters included in Volumes II and III are used for identification purposes only and will not be provided to the Government evaluators.

Solicitation_FINAL_012418 126 L.3.1 L.3.1 states, "The first or title page shall be in accordance with FAR 52.215-1, paragraph (c)(2). The first or title page shall also include the offerors’ CAGE Code and DUNS Number. The offeror shall not use company identifying information (e.g. logos, company names), specifically in the proposal information provided in volumes II Technical Approach and III Management Approach." FAR 52.215-1 requires company identifying information to be placed on the title page. This appears to be in conflict? Please clarify.

Section L.3.1. states, "The proposal shall be accompanied by a cover letter (letter of transmittal) prepared on the company’s letterhead stationery. The cover letter (letter of transmittal) shall identify all enclosures being transmitted and shall be used only to transmit the proposal and shall not include other information. The first or title page shall be in accordance with FAR 52.215-1, paragraph (c)(2). The first or title page shall also include the offerors’ CAGE Code and DUNS Number. The offeror shall not use company identifying information (e.g. logos, company names), specifically in the proposal information provided in volumes II Technical Approach and III Management Approach."

The "first or title page" is referencing the "first or title page" of the cover letter (letter of transmittal).

Solicitation_FINAL_012418 126 L.3.1 L.3.1 states, "The offeror shall not use company identifying information (e.g. logos, company names), specifically in the proposal information provided in volumes II Technical Approach and III Management Approach." Resumes and Teaming Agreements are to be provided with Volume III. Please clarify as to how offerors should comply with the requirement to not use company identifying information.

The offeror shall not use company identifying information (e.g.

logos, company names), specifically in the proposal information provided in volumes II Technical Approach and III Management Approach, resumes and teaming agreements included.

Solicitation_FINAL_012417 126 L.3.3 and L.3.4 L.3.3. indicates orientation shall be portait format and L.3.4 indicates that pages containing illustrations may be oriented in landscape format. It is assumed that pricing tables are included as illustrations and therefore it is acceptable for them to be oriented in landscape format. Please confirm.

Section L.3.3. is the general Format of Volumes I, II, III, IV and V.

Section L.3.4. defines how to submit the acceptable "fold-out pages.

Solicitation_FINAL_012418 132 L.8.2 L.8.2, 5th paragraph states, "The offeror shall provide detailed information concerning up to five (5) recent and relevant past performance examples each, for the Offeror and each Major Subcontractor, on any combination of Federal Government awarded contracts and/or task orders." Does the offeror provide 5 examples and each major subcontractor provide five examples or is the total number of examples five for both the offeror and major subcontractors? Please clarify.

Clarification: provide up to five each recent and relevant past performance examples for the Offeror and provide up to five each recent and relevant past performance examples for each Major Subcontractor.

Solicitation_FINAL_012417 145 M.4.2.3. Last paragraph. There appears to be missing text at the end of the sentence. Please clarify.

M.4.2.3. Sub-factor 1.3 - Field Support (Last paragraph) The Government will evaluate the effectiveness of the Offeror's field support and help desk manning and staffing plan to ensure that thorough and accurate operational and technical support is provided in a timely and efficient manner to all field sites during their respective normal operating hours.

Att 10 & Att 11 Travel Tab Is it a correct understanding that each line item reflects a separate entry per person traveling even if on the same trip (i.e 1 trip/3 people for 3 days would be 3 separate line items one for each person traveling)?

Yes. This is per person.

Att 10 & Att 11 Travel Tab Is it a correct understanding that the value to be entered in Lodging columns is the trip's total lodging value for all nights for the person traveling and not the nightly rate since the total travel formula does not include a calculation for multiplying that value by the # of nights?

Yes. This is for the TOTAL cost of lodging.

Att 10 & Att 11 Travel Tab Is it a correct assumption that the value to be entered in the Rental Car columns is the trip's total car rental value for the persone traveling and not the daily rate since the total travel formula does not include a calculation for multiplying that value by the # of days in the trip?

Yes. This is for the Total Cost of a rental car.

Attachment_15_-_TO- 0001_Work_Breakdown_Structure_14_Nov_

There appears to be mapping inconsistencies in the WBS. In some cases, the mapping of the PWS references do not appear to match the major and sub-tasks. For example, PWS 3.2.3.1 (System Engineering Process) is referenced in WBS 1.9 (Release Integration and System Test). This may be more appropriately mapped to WBS 4.2 (Engineering Management). Another example is PWS 3.2.2 (Enhancements – System Modification Tasks) is listed several times in the WBS 1.1, 1.3, 1.7, 1.8 (Software Maintenance Tasks) but PWS 3.2.2 is also listed in 7.1 and 7.2 Enhancement Tasks. Question: Do offerors have the latitude to change PWS references in their expanded WBS, or will a revised WBS be provided?

Offerors have the latitude to modify the WBS subtasks and PWS references in their proposed expanded WBS. Government provided "Major Tasks" and associated "Possible Contract Type" must remain the same.

Solicitation_FINAL_012417 132 and 143

Section L.8.2 (Section 1 - Past Performance List) and Section L.9.1 (Cost/Price)

In Section L.9.1, a Major Subcontractor is one "whose costs are equal to or greater than $750,000."

In Section L.8.2, a Major Subconractor is defined a a "subcontractor that is awarded a subcontract that equals or exceeds 15% of the total value of the CCTT PDSS effort." The NTE ceiling for CCTT PDSS is ($52,342,229). 15% of that is $7,851,334.35.

Are these two distinct thresholds (volume specific) or should their be one specific threshold for both volumes?

These are two distinct thresholds (volume specific)

Solicitation_FINAL_012417 121 Section 1.1.1, Introduction Is the due date Monday February 27 or Tuesday February 28?

Reference Solicitation W900KK-17-R-0018 Amendment 1, posted 25 January 2017, which corrects the Response Date to read 27 February 2017 at 10:00 am Eastern Time.

PWS Paragraphs

3.2.4.1 & 3.5.9.3

What types of equipment and materials will be required in support of the PWS tasks?

Currently, Task Order 0001 does not require any additional equipment/material purchases. However, types of equipment/material may include, but not be limited to, commercial off-the-shelf hardware (e.g. memory, video cards, displays, etc.)

Solicitation_FINAL_012417 131 Section L.7.1, Sub-factor 2.1

Is it the Gov't's intent that the Contractor propose an expanded WBS based on the specific content provided in Attachment_15_Work_Breakdown_Structure_14_Nov_16, or is the Contractor free to build a WBS, using Attachment_15_Work_Breakdown_Structure_14_Nov_16 as a structural template.

Offerors have the latitude to modify the WBS subtasks and PWS references in their proposed expanded WBS. Government provided "Major Tasks" and associated "Possible Contract Type" must remain the same.
